Manisha Koirala diagnosed with cancer: Reports

MUMBAI : Bollywood actress Manisha Koirala has reportedly been diagnosed with cancer. The actress is currently admitted to Jaslok hospital, Mumbai, where she was brought in two days ago. She will undergo treatment there, said a source. Manisha was in Kathmandu from the beginning of November because she was doing up her new home in Nepal. A few days ago she took ill. She mentioned being down with a bout of food poisoning on a social networking platform. Post this, she fell unconscious and that's when an alarm bell is said to have gone off. And, she was immediately flown to Mumbai for further tests. Manisha's mother Sushma is by her bedside. Her father Prakash and brother Siddharth were expected to arrive in Mumbai late last night. A close friend says that the actress has taken the news of her ill-health very bravely and she is positive she will fight it out. Our good wishes are with Manisha. We hope and pray she recovers soon.

CM’s nod for hill chopper sortie

TT;Nov. 28: Mamata Banerjee has given the green light to the launch of helicopter rides between Bagdogra and Darjeeling for tourists, a project mooted by new tourism minister Krishnendu Chowdhury who took his cue from similar services offered in Sikkim. Tour operators in north Bengal hailed the move and said the service would attract high-end tourists to Darjeeling. Chowdhury’s proposal to start the chopper service in association with private operators went down well with the Bengal chief minister and she asked the transport department to get down to the task of realising the idea. 

 “I had a detailed discussion on tourism development with the chief minister in Calcutta yesterday. I asked her if there could be a helicopter service for the public from Bagdogra to Gangtok, why there should not be one connecting Darjeeling. The chief minister reacted saying it was a wonderful idea and asked the transport department to start the process of putting in place such a service,” Krishnendu said in Malda today. 

 The minister said as the state couldn’t afford to buy helicopters on its own, private operators, like Pawan Hans that run the Bagdogra-Gangtok service, could be approached. “A helicopter service is an integral part of tourism, especially for pilgrimage and heritage destinations. Darjeeling is a heritage destination and there is a helipad at Lebong racecourse, that is just a 10 minute drive from the hill station. So, I found the introduction of a helicopter service quite feasible for the hills,” said Krishnendu. It usually takes four hours to drive up to Darjeeling from Bagdogra. 

 Stakeholders of the tourism industry in north Bengal have appreciated the move. “Starting helicopter services between Bagdogra and Lebong would help in developing Darjeeling as a luxury destination in the country,” said Samrat Sanyal, a tour operator based in Siliguri. “It will facilitate the movement of high-end tourists, especially those from abroad, who want such services, and can act as an additional USP for Darjeeling. 

While flying to Darjeeling, there is also a chance that passengers will catch a glimpse of Mt Kanchenjungha and other Himalayan peaks.” Sadhan Roy, the general secretary of the Eastern Himalayan Travel and Tour Operators’ Association, spoke in similar tone. “It has been found that helicopter rides in the hilly places in north India like Amarnath, Vaishno Devi, Kedarnath and Badrinath have become a hit with hundreds availing themselves of the services during the tourism season. 

There is also a popular service between Bagdogra and Gangtok. The proposal for the chopper service to Darjeeling can boost tourism and cater for the elite class.” Pawan Hans runs the Bagdogra-Gangtok helicopter service in association with the Sikkim tourism department. “Everyday, two sorties, or two return trips are made between Bagdogra and Gangtok. A five-seater chopper flies the route, taking around 35 minutes to reach the destinations,” said a Pawan Hans official in Gangtok.

 The fare, he said, was Rs 2,200 per person for a trip. According to Pawan Hans sources, it would take around half-an-hour to fly from Bagdogra to Lebong. They said the fare would be between Rs 1,800 and Rs 2,000 per person. Krishnendu said he also wanted to hand over loss-making tourist lodges owned by his department to private operators as the government couldn’t bear the expenses any longer. He said some of the tourist lodges of the tourism department had been handed over to private operators earlier. “Eleven of our lodges in the state are being run by private parties. 

Most of the remaining 24 lodges are running at losses. The Mainak tourist lodge in Siliguri incurs a monthly loss of Rs 3 lakh. If a lodge in a busy tourist destination like Siliguri runs at a loss, what is the use of the government keeping such properties. I have spoken to the officials of my department and asked them to submit a report on how to run the loss-making lodges in partnership with private operators.” The minister also announced that a regional office of the tourism department would be set up in Malda. “It will start operating from Malda tourist lodge and will be headed by a deputy director.”

Resort and golf course to change face of Relli - Gurung inaugurates tourism project, says more money needed to turn ‘hills into Switzerland’

TT;RAJEEV RAVIDAS Kalimpong, Nov. 28: GTA chief executive Bimal Gurung today laid the foundation stone of a tourism project that could metamorphose an idyllic village along the Relli Khola into a hot destination. The Relli Resort project entails the construction of a mini golf course and fishing deck among others. The first phase of the resort at Relli will be built at a cost of Rs 7 crore by the tourism department of the GTA. The total cost of the project could go up to over Rs 100 crore, as indicated by Gurung during his speech at the foundation stone laying ceremony. Relli, which is known by the name of the stream that passes through the village, is 14km from here. “We want Relli to be the number one tourist destination in Kalimpong.

 We will require more than Rs 100 crore to complete the project,” Gurung said. The proposed resort will be spread over 5,000sqm and will include 10 tourist huts, a swimming pool with changing rooms, health club, restaurant, craft bazaar, rest shelters, open air theatre and fishing deck among other things. “A unique feature of the project will be the proposed mini-golf course. A water theme park could also come up at Relli in future,” said Sonam Bhutia, the secretary of the GTA’s tourism department. Once completed, Bhutia said, Relli was expected to be a standalone tourist destination near Kalimpong. 

“The village may become a popular destination even during winters because of its warm weather. The project will give a boost to the economy of not only Relli but also the surrounding areas. Nearly 20,000 to 25,000 tourists visiting the hills are expected to go to Relli every year,” he said. Relli is located at an altitude of about 600 metres and is surrounded by forests. Bhutia said the Relli project was among a slew of schemes that his department had planned to launch for the improvement of tourism infrastructure in the hills. 

A survey for starting the Deolo-Kalimopong-Relli cable car project has been completed and it will be a joint venture between the GTA and Damodar Ropeways, he said. “Surveys for the Batasia-Rock Gardens ropeway in Darjeeling and Giddepahar-Rohini ropeway in Kurseong, too, have been completed,” the tourism secretary added. Bhutia listed a number of projects for Kalimpong subdivision, including the renovation and upgrade of the Deolo tourist lodge, Tribeni lodge, Lava lodge, the wayside inn at Chitrey and the Tea House at Durpin. Gurung said there was also a proposal to set up a film city at Deolo. 

 The GTA chief executive took a dig at chief minister Mamata Banerjee, saying Rs 200 crore would not be enough to “turn the hills into Switzerland”, as declared often by her. “Much more money will be needed to realise that vision, which we also share,” he said. Gurung also urged the state to complete the process of handing over all 57 subjects to the GTA by December end.

 डी के वाइबा, कालेबुङ 28 नोभ्मेबर। गोर्खाल्याण्ड क्षेत्रीय प्रशासनको बाग्डोर सम्हाले पछि दोस्रो पल्ट कालेबुङको अधिकारीक भ्रमणमा आईपुगेका जीटीए कार्यकारी प्रमुख बिमल गुरुङले आज यहाँको रेली मिशन टारमा टुरिष्ट रिसोर्टको आधरशिला राखे। कालेबुङ शहरदेखि 9 किलोमिटरको दुरीमा रहेको रेली मिशनटारमा पर्याटनको बिकास गर्न जीटीए पर्यटन बिभागबाट 7 करोड रुपियाको लागतमा निर्माण हुन लागेको टुरिस्ट रिसोर्टको धार्मिक विधि अनुरुप पुजा गरेर नरिवल फुटाएपछि गुरुङको बाहुलीबाट आधारशिलाको राखियो। 

यस अवसरमा जीटीएका मुख्य सचिव सौमित्र मोहन, कालेबुङका बिधायक डा हर्कबहादुर छेत्री, जीटीए अध्यक्ष प्रदिप प्रधान, पर्यटन बिभागका भारप्राप्त सभाद दावा लेप्चा, कालेबुङ नगरपालिका अध्यक्ष एल बी परियार, पर्यटन बिभागका मुख्य सचिव सोनाम भोटिया लगायत कालेबुङका सभासदहरुको बिशेष उपस्थिति रहेको थियो। जीटीएको पर्यटन बिभाग मार्फत उक्त रिसोर्ट लगभग 7 करोड रुपियाको लागतमा निर्माण हुने भएको छ भने पहिलो चरणमा बिभागबाट पाँच करोड रुपिया अनुमोदन भएको छ।

 यता टुरिस्ट रिसोर्टको आधारशिला राखे पछि जीटीए कार्यकारी प्रमुख बिमल गुरुङले कार्यक्रमलाई सम्बोधन गर्दै “यो निर्माण हुने टुरिस्ट रिसोर्ट सम्पूर्ण कालेबुङवासीको निम्ति हो” भने। तिनले यसै अवधी छुट्टै राज्यको आन्दोलन पछि राजनैतिक लडाईले प्राप्त गरेको जीटीए मार्फत साधरण जनतालाई बिकासको सहुलियत प्रदान गर्न कालेबुङ आएको बताउँदै जनताको निम्ति आएको पैसा दुरुप्रयोग हुँनुहुँदैन भने। तिनले उक्त टुरिस्ट रिसोर्ट मात्र निर्माण गरेर क्षेत्रको बिकास नहुने बताउँदै क्षेत्रको बिकासको निम्ति अनि टुरिष्टहरुलाई आकर्षित गर्न बाटोको प्राथमिक सुबिधा व्यवस्थित हुनपर्ने बताए।

 उक्त टुरिष्ट रिसोर्टको आधारशिला राख्न तिनी यहाँको रेली रोड हुँदै मिशनटारसम्म पुग्दा बाटोको जिर्ण अवस्था देखेको बताउँदै उक्त जिर्ण बाटो यहाँको बिभागले आगमी दुई महिना भित्रमा पहिलो नम्बरको बाटो बनाउँनु भनि निर्देश दिए। “यहाँ टुरिष्ट रिसोर्ट बनिनु मात्र होईन बाटो राम्रो छ भने मात्र टुरिष्टहरु आउँछन। त्यसर्थ यहाँसम्म आउँने बाटो बिभागले यथाशिघ्र निर्माण गर्नु। बिकासको कारमा व्यक्तिगत गोजी भर्ने काम हुनुहुँदैन। कन्ट्रयाक्टरहरुले यदि राम्रो कार्य नगरे ब्ल्याक लिस्ट गर्नेछौ। पैसाको निम्ति चिन्ता गर्नु पर्दैन। काम राम्रो हुनपर्छ पैसा अनुमोदन गरिदिनेछौ” बिमल गुरुङले भने। 

तिनले कालेबुङमा अहिलेघरी ट्राफिकको समस्या बडीरहेको बताउँदै यसलाई समाधान गर्न पनि जीटीएले योजना तयार पारेको अनि यसमा सम्पूर्ण जनताको सहयोग आवश्यक रहेको पनि बताए। बिशेष यहाँको नोभेल्टि परिसरमा निर्माण हुने व्यवस्थित मोटर स्ट्याण्डले कालेबुङको ट्राफिक समस्या धेरै समाधान हुने बताउँदै उक्त कार्यको निम्ति बाधा सृजना भएको खुलासा गर्दै यदि जनताको सकारात्मक सहयोग नभए उक्त व्यवस्थित मोटर स्ट्याण्ड निर्माणको निम्ति अनुमोदन भएको पैसा फर्किने स्पष्ट रुपमा जनाए। उक्त कुरालाई ध्यानमा राखेर साधारण जनताको हितमा यस बिषयमा नगरपालिका, सभासद अनि क्षेत्रवासीले पनि सहयोग गर्नुपर्ने गुरुङले आह्वान गरे। 

तिनले सम्बोधनको क्रममा राज्यसरकार प्रति कटाक्ष गर्दै दार्जीलिङ पहाडलाई स्वीजरल्याण्ड बनाउँछु भन्ने सरकारले जीटीए सञ्चालनको निम्ति फण्डको कुनै कमी राख्न नहुने चेतावनी दिए। “दुईसय करोडले स्वीजरल्याण्ड बनिन सक्दैन। यहाँ स्वीजरल्याण्ड बनाउँछु भन्नेले भाषणमा मात्र बोलेर हुँदैन। स्वीजरल्याण्ड बनाउँनको निम्ति करोडौ रुपीया लाग्न सक्छ यसको निम्ति सरकारले पैसाको कुनै कमी राखन पाउँदैन” – जीटीए कार्यकारी प्रमुख बिमल गुरुङले सरकारलाई चुनौति दिदै भने। तिनले ग्रामिण ईलाकाका कृषकवर्गको बिकासको निम्ति आगमी 5 जनवरी देखि 18 जनवरी सम्म कृषि मेला रेलीको मिशनटारमा गर्ने घोषणा गरेका छन।

 यसअवसरमा तिनी बिपक्षी पार्टीहरु प्रति बर्सिन्दै कुनै राजनैतिक पार्टीको नाम नलिई टिप्पणी गर्ने दलहरुलाई अब काम गरेर जवाब दिने बताउँदै गोर्खाहरु एकार्कमा दोषारोपण गरेको कारण नै छुट्टै राज्य गोर्खाल्याण्ड पाउँन नसकेको हो भने। तिनले आगमी दिसम्बर महिनाको अन्तसम्ममा राज्यसरकारले जीटीएलाई बिभागहरु हस्तान्तरण गर्छु भनि आश्वासन दिएकोप बताउँदै यथाशिघ्र बिभागहरु हस्तान्तरण गर्ने कार्य गर्नु भनि माग दोहोर्याभए। यस अवधी तिनले सुवास घिसिङको प्रसंग झिक्दै पहिले रेलीको मिशनटारमा आफु सुवास घिसिङसंग आएको अनि उक्त समय घिसिङले रेलीको मिशनटारमा पर्यटन बिकास नहुने बताउँदै उक्त क्षेत्र घोडा कुद्ने ठाउँ हो भनेर टिप्पणी गरेको बताए।

 आज सुवास घिसिङको बयानलाई चुनौति दिदै आफुले उक्त क्षेत्रमा पर्यटनको बिकास गर्ने जमर्को गरेको पनि जनाएका छन। यसै सिलसिलामा तिनले डेलोबाट रेलीसम्म रोप्वे निर्माणको निम्ति पनि आवश्यक पहल भईसकेको जानकारी गराउँदै उक्त कार्य यथाशिघ्र शुरुहुने घोषणा गरेका छन। तिनले भारत स्वाधिन भएको आज 65 वर्ष पुग्दा पनि पहाडको बिकास नभएको दाबी गर्दै 65 वर्षमा बिकास नभएको जीटीएको माध्यमबाट आगमी दुईवर्ष भित्रमा बिकास गरेर देखाउँने पनि घोषणा गरे।

 डी के वाइबा, कालेबुङ 25 नोभेम्बर। कालेबुङका बिधायक एंव गोजमुमो पार्टीका प्रवक्ता डा हर्कबहादुर छेत्रीको बयानबाट शुरु भएको वाक युद्धले पहाडको चिसो मौसममा राजनैतिक पारा तातो बनाईदिएको छ। आफ्नो कार्यक्रमलाई सधै समाचार पत्रको हेडलाईन बनाउँने पहाडका बिपक्षी पार्टीका नेताहरुले डा हर्कबहादुर छेत्रीको बयानप्रति कटाक्ष गर्दै खरो टिप्पणी गरे पछि तिनले पनि आफ्नो टिप्पणी गर्ने बिपक्षी पार्टीका नेताहरुलाई खरो जवाद दिएका छन। यस सिलसिलामा तिनले बिपक्षी पार्टीका नेताहरुले लगाएको बिभिन्न आरोपहरुको जवाद दिदै “डा हर्कबहादुर छेत्रीले छुट्टै राज्य गोर्खाल्याण्ड हुँदैन भनेर भनेको छैन अनि कहिल्यै पनि यसो भन्दैन।

 किन भने हामी पनि छुट्टै राज्य गोर्खाल्याण्डकै निम्ति अहिले पनि आन्दोलनको बाटोमा छौ। फरक यति हो यो सोझै नहुने कुरा हामीलाई थाह भएको कारण अहिले जीटीए थापेर यसैको माध्यमबाट गोर्खाल्याण्ड सम्म पुग्न हामी लागेका छौ। अहिले अरुले मेरो बयानलाई अपव्याख्या गरेर बदनाम गर्ने काम गर्दैछ” – डा हर्कबहादुर छेत्रीले बिपक्षी पार्टीहरुको नाम नलिई भने। तिनले आफ्नो पहिलेको बयानलाई पुन: दोहोर्या उँदै भने “मैले कसैले पनि एकैपल्टमा गोर्खाल्याण्ड ल्यायो भने टिस्टामा हाम्फाल्छु भनेको हो” भन्दै उक्त बयानलाई उल्टा बनाएर ‘गोर्खाल्याण्ड भयो भने टिस्टामा हाम्फाल्छु’ भन्ने बनाएर सबैलाई दिग्भ्रमित पार्ने कार्य गरेको दाबी गरे। 

तिनले बिपक्षी पार्टीका नेताहरुले दिएको बायनलाई पत्रकारहरुले जस्ताको त्यस्तै छाप्न अघि “डा हर्कबहादुर छेत्रीले गोर्खाल्याण्ड भयो भने टिस्टामा हाम्फाल्छु होईन, कुनै पनि व्यवस्था स्वीकार नगरी सिधै गोर्खाल्याण्ड ल्यालो भने टिस्टामा हाम्फाल्छु भनेका थिए” भनेर व्याख्या गर्नु आवश्यक थियो भन्दै सही व्याख्या नहुनुको कारण यहाँ विवाद सृजना भएको तिनले बताए। “गोर्खाल्याण्ड स्टेप बाई स्टेप गरेर पाउँने कुरा हो। यो एकै चोटि हुने कुरा होईन। यदि अरुले एकै चोटि हुन्छ भन्छन भने हामीले जस्तो कुनै व्यवस्था स्वीकार नगरी ल्याएर देखाओस त” तिनले बिपक्षी पार्टीहरुको नाम नलिई ठाडो चुनौति दिए।

Prof Lama to speak in Brussles, Belgium

PB; The former Founding Vice Chancellor of Sikkim University, Prof Mahendra P Lama who also served as a member of the prestigious National Security Advisory Board of Government of India has been invited to speak at the Experts’ Conference on “Economic System and Social Justice in time of Globalisation” on 25-27 November 2012 in Brussles, Belgium, the headquarters of the European Union. The Conference will be attended by a large number of academics, experts and policy makers from all over the world. This conference will essentially address to various systemic difficulties and contradictions the world economic and political systems are facing today both in terms of democratic values and development ethics. The conference is organized by Konrad Adenauer Stiftung, a widely known think tank in Germany. Prof Lama who has resumed the charge of the Professor of South Asian Economies in the School of International Studies, Jawaharlal Nehru University, New Delhi will be speaking in the Panel I of the Conference on “Democratically –Based Emerging countries- Should they take Sustainable Economic Activities ?

युवा मोर्चा नेता बिरुद्ध तृणमूल कङग्रेसले गर्योम प्राथमिकी दर्ता

 कालेबुङ,24 नोभेम्बर। गोर्खा जनमुक्ति मोर्चाको भातृ संगठन युवा मोर्चाका नेताहरु बिरुद्ध आज तृणमूल कङग्रेसका नेता छेवाङ भोटियाले पेदोङ थानामा प्राथमिकि दर्ता गरे। केहिदिन अघि युवा मोर्चा नेता प्रियवर्द्धन राई अनि अनुपहाङ सुब्बाले पहाडमा अशान्ति गर्ने राजनैतिक दलहरुलाई हामी छोड्नेछैनौ भन्ने बयान समाचार पत्रहरुमा सार्बजनिक भएपछि कालेबुङ खण्ड दुईका तृणमूल कङ्ग्रेस अध्यक्ष छेवाङ भोटियाले उक्त दुई नेताबिरुद्ध प्राथमिकी दर्ता गरे।

 यस सम्बन्धमा भोटियाले पहाडमा गोर्खा जनमुक्ति मोर्चाले मात्र राजनीति गर्न पाउँछ भन्ने प्रश्न उठाउँदै अन्य राजनैतिक पार्टीहरुले आफ्नो पार्टीको राजनैतिक कार्यक्रम गर्दा कसरी अशान्ति सृजना हुन्छ भनि प्रश्न तेर्साए। भोटियाले युवा मोर्चाका नेताहरूले कुनै पनि राजनैतिक दलका कार्यक्रताहरूले कुनै पनि राजनैतिक कार्यक्रम गर्योय कि मार्छु भन्ने किसिमको धम्की दिइरहेको आरोप लगाउँदै उक्त धम्किको कारण पहाडमा शान्ति श्रृङ्खला भङग हुने आरोप लगाए।

लेप्चा डेभलोभमेण्ट काउन्सिल चाँडै गठन हुने

डी के वाइबा, कालेबुङ 24 नोभेम्बर। लेप्चा जातिको भाषा, साहित्य संस्कृतिको बिकाशको निम्ति पहाडका लेप्चा समुदायका मानिसहरुले दिर्घदिनदेखि माग गर्दै आईरहेको लेप्चा डेभलोभमेण्ट काउन्सिल अब चाँडै गठन हुनसक्ने लेप्चा युवा संगठनका अध्यक्ष दोर्जी टी लेप्चाले आशा व्यक्त गरेका छन। तिनले आज यहाँ पत्रकारहरुसंग कुराकानी गर्दै लेप्चा डेभलोभमेण्ट काउन्सिलको गठनको निम्ति राज्य सरकारसंग अहिलेसम्म 7 पल्ट बैठक गरिसकेको बताउँदै मुख्य मन्त्रि ममता ब्यानर्जीले गठन गरिदिने घोषणा गरेपछि अहिले ड्राफ्ट तयार भाईसकेको पनि तिनले जानकारी गराए।

 उक्त लेप्चा डेभलोभमेण्ट काउन्सिलको फाईनल ड्राफ्ट बनिसकेर हाल क्याबिनेट काउन्सिलमा सरकारले पठाएको बताउँदै क्याबिनेट काउन्सिलले चाँडै पारित गर्ने तिनले बताए। यसको निम्ति अझ दुईहप्ता सम्म समय लाग्न सक्ने बताउँदै लेप्चा डेभलोभमेण्ट काउन्सिल गठन भए पछि लेप्चा जातिको बिकास हुने तिनले दाबी गरे।

 यसि सिलसिलामा लेप्चा भाषाको पठन सम्बन्धि बिगत बर्ष राज्य सरकारले घोषणा गरेको सन्दर्भमा प्रश्न गर्दा तिनले सरकारले यसै बर्षदेखि लेप्चा भाषाको पठनको निम्ति आदेश दिए पनि कतिपय असुबिधाहरुले अध्यापन सुरु हुन नसकेको जनाए। तिनले लेप्चा भाषा पठनको निम्ति शिक्षा बोर्डमा लेप्चा भाषा जान्ने व्यक्तिको आवश्यक्ता पर्ने भएको कारण त्यसको निम्ति सरकारले आफुहरुलाई प्रतिनिधी मागेको बताउँदै अब पाठ्यक्रम तयार पारेर आगमी बर्षदेखि भने लेप्चा भाषाको अध्ययन अध्यापन सञ्चालन हुने पनि दोर्जी टी लेप्चाले जानाए।

Morcha advised not to conducted 3-tier Panchayat poll without Siliguri

KNE;Kalimpong, November 23: “The 3-tier Panchayat election in the hills should not be conducted without being Siliguri included”, educationist, PR Pradhan has recommended to the Gorkha Janmukti Morcha (GJM). Pradhan, who has also held the post of Zilla Panchayat President from 1978-84, today notified that Siliguri is very much a part of the Darjeeling District. But after the formation of the Darjeeling Gorkha Hill Council (DGHC), after the 1986 agitation, Siliguri was amended under the State’s Panchayat Law and further, a separate Sub Division Council was formed. Now, the question lies, will a different law will be implemented in the Darjeeling District, while 3-tier elections are conducted in other Districts under the country’s Panchayat Law. 

However, Pradhan said that leaving the Siliguri Corporation area, other areas can be included and the election can be conducted. But, if only the hills are taken then Siliguri should be separated and the 3 Sub Divisions of the hills should be declared as Districts, then only can the 3-tier election happen, he told. He alleged that the politicians of West Bengal had beforehand planned to form a separate District by taking few areas of Siliguri and Jalpaiguri. “Many questions arise during the MP and the State Assembly elections. Then why there is no questions regarding the Panchayat polls?” questioned Pradhan and added that this clearly show that some hitches are there and thus, it needs to be stopped before it’s too late.

 It may be mentioned that historically, Siliguri is a part of Darjeeling. The area used to be some parts of Sikkim and Bhutan before it was by the Britishers. If the election is to be conducted taking Siliguri, then the Siliguri Sub Division Council needs to be dismissed. “It has been a great and a historical mistake by Subash Ghising by leaving Siliguri, due to which at present the problems are arising”, said Pradhan and advised the Morcha not to repeat the same.

जनताको राशन अधिकारीवर्ग अनि होलसेलर मिलेर घोटाला गरिरहेको छ – माकपा

 डी के वाइबा, कालेबुङ 23 नोभेम्बर। दार्जीलिङ पहाडका मानिसहरुलाई केन्द्र सरकारले डबल राशन दिनु भनि 50 मेट्रिक टन राशन आवण्टन गरे पनि उक्त राशन बिभागीय अधिकारी अनि होलसेलरहरु मिलेर घोटालागरिरहेको माकपा नेता तारा सुन्दासले आरोप लगाएका छन। तिनले आज एक पत्रकार सम्मेलन डाकेर केन्द्र सरकारले पहाडका जनताको निम्ति भनेर प्रदान गरेको राशन स्वीजरल्याण्डका जनतालाई प्रदान नगरी बिभागीय अधिकारीवर्गले मिलीभगतमा घोटाला गर्दा समेत महकुमा शासक किन मौन छ भनि प्रश्न गरे।

 तिनले यस्तो घोटाला बिशेष गरेर दार्जीलिङ पहाडको कालेबुङ महकुमा क्षेत्रमा धेर भईरहेको पनि आरोप लगाए। यस सम्बन्धमा तिनले कालेबुङ महकुमा क्षेत्रका मानिसहरुले 2 किलो चामल पाउनुपर्नेमा केवल 8 सय ग्राम मात्र दिईरहेको दाबी गर्दै जनताको राशन खानेहरु बिरुद्ध सबै एक हुनपर्ने आह्वान गरे। “बिभागीय अधिकारीवर्ग अनि होलसेलर मिलेर यहाँ जनताको पेट मार्ने काम हुँदैछ।

 स्वीजरल्याण्ड बनाउँछु भन्ने दिदीले केन्द्र सरकारले आवण्टन गरेको राशन कुन दुलोमा पसिरहेको छ भन्ने जाँच गर्नुपर्छ” तारा सुन्दासले भने। तिनले उक्त जनताले पाउँनुपर्ने डबल राशन अधिकारीवर्ग अनि होलसेलर मिलेर घोटाला गरेको आवश्यक परे प्रमाण पनि सार्बजनिक गर्ने चेतावनी दिए। तिनले यस समबन्धमा कुनै पनि नेताहरुको नाम नलिईकन कुर्सीमा बस्ने नेताहरु अनि राजनैतिक पार्टीले निम्न स्तरका जनताहरुको हितमा आवज उठाउँनुपर्ने माग गरे। तिनले जनताको हितको निम्ति गैरसरकारी संगठनहरु समेत सडकमा उत्रनुपर्ने आह्वान गरेका छन।

डा हर्कबहादुर छेत्रीको बयान प्रति बर्सिए बिपक्षी राजनैतिक पार्टीका नेताहरु

 डी के वाइबा, कालेबुङ २२ नोभेम्बर। “कसैले पनि एकैपल्टमा गोर्खाल्याण्ड ल्याए टिस्टामा हामफाल्छु” भनेर कालेबुङका बिधायक डा हर्कबहादुर छेत्रीले दिएको बयान 24 घण्ट बित्न नपाई बिपक्षी राजनैतिक पार्टीका नेताहरुले डा हर्कबहादुर छेत्रीको बयान प्रति कडा प्रतिक्रिया जनाएको छ। तिनले बिपक्षी पार्टीहर्लाई दिएको चुनौति प्रति बिपक्षी पार्टीहरुले पनि कुनै बिलम्ब नगरी प्रतिक्रिया जाहेर गरेपछि पहाडमा आरोप प्रत्यारोपको लडाई एकपल्ट चर्किने छाँट देखा परेको छ।

 डा छेत्रीले कुनै पनि राजनैतिक पार्टीको नाम नलिईकन गोर्खाल्याण्डको कुरा गर्ने सबै दलहरुलाई चुनौति दिदै उक्त बयान दिएपछि आज अभागोली, क्रामाकपा, गोर्खाल्याण्ड टास्क फोर्स, पिपल्स फोरमले छेत्रीमाथि सोझै वाकयुद्ध छेडोको छ। यस सन्दर्भमा “टिस्टा हाम्फाल्छु” भन्ने बयानको कडा प्रतिक्रिया जनाउँदै अखिल भारतीय गोर्खालिग (अभागोली) पार्टीका महासचिव प्रताप खातिले ‘ममता व्यानर्जीले बङ्गभङ्ग होबेना भन्नु र डा. हर्कबहादुर छेत्रीले गोर्खाल्याण्ड हुँदैन भन्नु एकै हो। किन भने डा. छेत्री बङ्गालका दलाल हुन्’ भने। 

डा छेत्रीले दार्जीलिङ बङ्गाल बाहिर छुट्टिएको हेर्न नचाहेको कारण तिनले त्यस्तो उत्पट्याङ बयान दिएको पनि आरोप लगाए। खातीले बिधायक डा हर्कबहादुर छेत्रीमाथि तिखो हमला बोल्दै तिनी गोर्खाल्याण्डको नाममा बटुलिएको भोटले नै विधायक बनेका हुन् भन्ने दाबी गरे। यसैक्रममा अभागोली महासचिव खातिले बिधायक डा छेत्री अनि गोजमुमो पार्टी प्रति कटाक्ष गर्दै सोझै गोर्खाल्याण्ड हुँदैन भन्ने नेतहारुले किन गोर्खाल्यांडको नाउँमा भोट लड्यो ? किन गोर्खाल्याण्डको नाउँमा जसवन्त सिहलाई सांसद बनायो ? भनि प्रश्न तेर्साए।

 तिनले बिगत दिनमा चुउट्टै राज्य गोर्खाल्याण्डको आन्दोलन हुँदा गोजमुमो प्रमुख बिमल गुरुङले ‘गोर्खाल्याण्डको निम्ति आङ बॉंधेर निस्किएको छु’ भनेको त्यसो हो भने हावा कुरा हो? भनि अझ प्रश्न गरे। तिनले डा. हर्कबहादुर छेत्री पहाडका मिरजाफर हुन् भन्ने आरोप लगाउँदै अहिले तिनी बङ्गालको भाषा बोलिरहेको पनि आरोप लगाए। अर्कोतिर कालेबुङका बिधायक एंव गोजमुमो प्रवक्ता डा हर्कबहादुर छ्त्रीको बयान प्रति क्रामाकपाले पनि प्रतिक्रिया जनाएको छ। 

क्रामाकपा प्रवक्ता गोबिन्द छेत्रीले डा. छेत्रीको चुनौतीलाई “माछेर तेले माछेर भाज” भने। “डा. छेत्रीले विधानसभा चुनाउ गोर्खाल्याण्डको नाममा जितेका हुन्। विधानसभामा अन्तिम स्वास भएसम्म गोर्खाल्याण्डको कुरा उठाउँछु भन्ने तिनी नै हुन्। आज भाका फेरेर जनतालाई ढाँट्ने काम गर्नुहुँदैन। यदि गोर्खाल्याण्ड ल्याउन सक्दैन भने विधायकबाट राजिनामा दिनुपर्छ अनि बङ्गालको भाषा बोल्न बिधायकलाई पटक्क सुहाँदैन” गोबिन छेत्रीले भने। तिनले डा छेत्रीलाई तृणमूल कङ्ग्रेसको प्रवक्ता हुन भन्ने आरोप लगाउँदै तृणमूल कङ्ग्रेसको प्रवक्ताले यो भन्दा धेर कुरा गर्न सक्दैन भने।

 क्रामाकपा प्रवक्ता गोबिन छेत्रीले उल्टै डा हर्कबहादुर छेत्रीलाई चुनौति दिदै “यदि गोर्खा जनमुक्ति मोर्चाले गोर्खाल्याण्ड ल्याए टिस्टामा हाम फाल्न मिल्नेछ किन भने जनताले थाहा पाइसकेका छन्, मोर्चाले गोर्खाल्याण्ड ल्याउन सक्दै” भने। यता डा हर्कबहदुर छेत्रीको बयान प्रति प्रतिक्रिया गर्ने क्रममा पिपल्स फोरमले डा छेत्री बङ्गाल सरकारको दलाल हो भने। पिपल्स फोरमका महासचिव प्रविण गुरुङले “दलालले दलालको भाषा बोल्दा अचम्म मान्नु पर्दैन” भने।

 तिनले अझसम्म गोजमुमो पार्टीले गोर्खाल्याण्डको आन्दोलन गरेको छैन भन्ने दाबी गर्दै गोर्खाल्याण्डको नाउँमा बङगाल सरकारको ईशारामा गोर्खाल्यांडको आवजलाई दबाउँन आतङक फैलाउँने कार्य गरिरहेको आरोप लगाए। गुरुङले आन्दोलन अवधी भएको ११ वटै वार्ता गफ होईन भन्ने मन्तब्य प्रति कटाक्ष गर्दै उक्त वार्ताहरु सबै फोकटे गफ हो भने। यदि उक्त वार्ताहरु गफ होईन भने त्यसको उपलब्धि खोई भन्ने प्रश्न गर्दै जीटीएलाई उपलब्धि मान्न नसकिने बताए। 

यसै सिलसिलामा गुरुङले “गोली ठोक्छु भन्ने जिउँदै रहनेको पार्टीमा टिस्टामा हामफाल्छु भन्नु के नयॉं कुरा होईन” भने। अर्कोतिर गोर्खाल्याण्ड टास्क फोर्सले पनि डा छेत्रीको बयान प्रति टिप्पणी गरेको छ। गोटाफोले अन्य राजनैतिक दलहरुले भन्दा बेग्लै तरिकाको प्रतिक्रिया जाहेर गर्दै गोटाफोका राष्ट्रिय संयोजक आर मोक्तानले “उत्तराञ्चल, छत्तीसगड र झारखण्ड बनिन सिँडी चाहिएन। किन गोर्खाल्याण्डको निम्ति मात्र सिँडी चाहिएको हो?” भने। डा छेत्रीले गोर्खाल्याण्डको निम्ति भोट मागेको अनि त्यही भोटले विधायक बनेपछि गोर्खाल्याण्ड हुँदैन भन्नु लज्जास्पद रहेको पनि बताए बताउँदै बङगाल सरकारको स्तुती गाउँनु लजास्पद रहेको बताए।

संवैधानिक व्यवस्था पञ्चायत असंवैधानिक व्यवस्था जीटीभित्र कसरी सञ्चालन हुन्छ – क्रामाकपाको प्रश्न

डी के वाइबा, कालेबुङ 22 नोभेम्बर। दार्जीलिङ पहाडमा गोर्खाल्याण्ड क्षेत्रीय प्रशासन गठन भएको महिना दिन बितेपछि अब पञ्चायत चुनावको मौसम बिस्तारै तातिन शुरु भएको छ। छुट्टै राज्य गोर्खाल्याण्ड माग्ने दल गोजमुमो, राज्यसरकार अनि केन्द्रसरकार माझ जीटीएमा सम्झौता हुँदा त्रीस्तरीय पञ्चायत चुनाव हुने सम्झौता पत्रमा स्पष्ट लेखिएको भए पनि अहिलेसम्म त्रीस्तरीय पञ्चायत चुनावबारे कुनै स्पष्ट हुन सकेको छैन। आगमी वर्ष पश्चिम बङ्गालमा पञ्चायत चुनाव हुने भएको कारण दार्जीलिङ पहाडमा पनि धेरै वर्षदेखि नभएको पञ्चायत चुनाव हुने भएको छ।

 दार्जीलिङ पहाडमा पञ्चायत चुनाव हुने निश्चित भए पनि जीटीएको सम्झौता पत्रमा भएको त्रीस्तरीय पञ्चायत चुनाव हुने अथवा दागोपापमा झै दुईस्तरीय चुनाव सम्पन्न गराएर राज्य सरकारले टाटो मार्ने हुन भन्ने कुरा जीटीएको सत्ता सम्हाल्ने गोजमुमो पार्टी नेताहरुलाई समेत कुनै स्पष्टता हुन सकेको छैन। जसको कारण जीटीए गठन भएर पनि त्रीस्तरीय पञ्चायत चुनाव गराउँनुपर्छ भन्दै राज्यसरकारलाई माग गर्न परिरहेको छ। यस सम्बन्धमा गोजमुमो पार्टी प्रवक्ता एंव कालेबुङका बिधायक डा हर्कबहादुर छेत्रीले सम्झौता पत्रमा लेखिएकै त्रीस्तरीय पञ्चायत चुनाव हुनपर्ने माग गर्दै यदि त्रीस्तरीय पञ्चायत चुनाव नभए सम्झौताको उल्लंघन हुनेछ भनि अघिबाटै बयान दिईसकेकाछन।

 यस सम्बन्धमा क्रान्तिकारी मार्क्सवादी कम्युनिष्ट पार्टी (क्रामाकपा) पार्टीका उपाध्यक्ष जे बी राईले पत्रकारहरुसंग कुराकानी गर्दै पहाडमा त्रीस्तरीय पञ्चायत चुनाव भए दार्जीलिङ पहाडको बिभिन्न ग्रामिण क्षेत्रहरुको बिकास हुने बताए। “दार्जीलिङ पहाडमा पञ्चायत चुनाव नभएको कारण धेरै वर्षदेखि पहाडका ग्रामिण क्षेत्रहरुमा बसोबास गर्ने मानिसहरु सरकारी सहुलियहरुबाट बञ्चित हुन परिरहेको छ” क्रामाकपा उपाध्यक्ष जे बी राईले भने। तिनले पहाडमा त्रीस्तरीय पञ्चायत चुनाव भए राम्रो हुने बताउँदै पञ्चायत व्यवस्था एउटा संवैधानिक व्यवस्था भएको कारण उक्त संवैधानिक व्यवस्था जीटीए जस्तो असंवैधानिक व्यवस्थाभित्र कहाँसम्म सम्भव हुने भन्ने कुरामा भने कुनै स्पष्टता नभएको बताए।

 “जीटीएको सम्झौता पत्रमा त्रीस्तरीय पञ्चायत चुनाव हुने स्पष्ट लेखिएको छ। यदि उक्त सम्झौता अनुरुप त्रीस्तरीय चुनाव भयो भने जीटीएको निम्ति लाभदायक हुनेछ अनि आगमी दिनहरुमा गोर्खाल्याण्ड प्राप्तिको निम्ति पनि बाटो फराकिलो हुनेछ। तर एउटा संवैधानिक व्यवस्था असंवैधानिक व्यवस्थाभित्र सञ्चालन हुन कतिसम्म सम्भव छ ? यस बिषयमा स्पष्ट हुन आवश्यक छ। पहाडमा त्रीस्तरीय पञ्चायत चुनाव हुनैपर्छ अनि यसको निम्ति आवश्यक परे संविधान संशोधन गरेर पनि त्रीस्तरीय पञ्चायत चुनाव नै गर्नुपर्छ भन्ने क्रामाकपाको माग रहेको छ” जी बी राईले स्पषष्ट भने।

 तिनले बिगत दागोपापमा केवल एकस्तरिय पञ्चायत चुनाव व्भएको कारण पहाडको सर्ङागीन बिकास नभएको दाबी गर्दै जीटीए क्षेत्रमा पनि त्रीस्तरीय पञ्चायत चुनावको निम्ति संविधान संशोधन आवश्यक रहेको दाबी गर्दै संवीधान संशोधन नभएसम्म त्रीस्तरीय पञ्चायत चुनाव सम्भव नहुने पनि बताए। यसै सिलसिलामा दार्जीलिङ पहाडमा त्रीस्तरीय पञ्चाय्त चुनाव भएर जिल्ला परिषद गठन भए सिलगडी महकुमा के हुनेछ भनेर प्रश्न गर्दा तिनले जिल्ला परिषद एउटा जिल्लाको निम्ति हुने भएको कारण जिल्ला परिषदमा सिलगडी महकुमा हुन आवश्यक रहेको बताएका छन। तिनले यदि सरकारले सिलगडी महकुमालाई छोडेर दार्जीलिङ पहाडको तीनवटा महकुमा क्षेत्रहरुलाई मात्र लिएर जिल्ला परिषद गठन गर्छ भने त्यसको निम्ति पनि संविधान संशोधन हुन आवश्यक रहेको बताए।

के वाइबा, कालेबुङ 21 नोभेम्बर। छुट्टै राज्य गोर्खाल्याण्ड गठनको निम्ति दार्जीलिङ पहाडमा नयाँ राजनैतिक शक्तिको रुपमा देखा परेको गोर्खा जनमुक्ति मोर्चा (गोजमुमो) पार्टीले 44 महिने आन्दोलन गरेर गोर्खाल्याण्ड क्षेत्रीय प्रशासनमा सम्झौता गरेपछि अहिले मोर्चाले सम्झौता गरेको व्यवस्थासंग असन्तुष्ट हुनेहरु पुन: गोर्खाल्याण्डको आन्दोलन गर्ने चर्चा गरिरहेका छन। यता मोर्चा भित्रकै कतिपय नेताहरु पनि गोर्खाल्याण्ड क्षेत्रीय प्रशासन गठन भएको महिनौ दिन बितेर जाँदा समेत राज्य सरकारले सम्पूर्ण बिभागहरु हस्तान्तरण गर्न असमर्थ बनेकोले दिनोदिन असंतुष्ट बन्दै गईरहेको सुत्रले बताएको छ। यता आज गोजमुमो पार्टी प्रवक्ता एंव कालेबुङका बिधायक डा हर्कबहादुर छेत्रीले हाम्रो प्रजाशक्तिसंगको बिशेष भेटघाटमा अहिलेघरी छुट्टै राज्य गोर्खाल्याण्डॅको कुरा गर्ने राजनैतिक दलहरुको नाम नलिईकन चुनौति दिदै “गोर्खाल्याण्डको निम्ति जनता तयार बस्नुपर्छ भन्नेहरुले जनतालाई एकपल्ट आखाँमा धुलो हाल्ने प्रयास गरिरहेका छन” भने। तिनले छुट्टै राज्यको मागमा नयाँ राजनैतिक पार्टीको रुपमा जन्म भएको गोजमुमो पार्टीले ल्याएको जीटीए गोर्खाल्याण्ड गठनकै एउटा महत्वपूर्व बाटो हो भन्दै सरकारसंग मोर्चाले 11 पल्ट गरेको बैठक व्यर्थको गफ गर्नको निम्ति होईन भने। तिनले अहिलेघरी जीटीएको बिरोध गर्दै छुट्टै राज्य गोर्खाल्याण्डको कुरा गर्नेहरुलाई खुल्लारुपमा चुनौति दिदै “गोर्खाल्याण्ड कुनै पनि राजनैतिक पार्टीले आजको भोलि ल्याउँन सक्दैन। एकैपल्टमा गोर्खाल्याण्ड ल्याउँछु भन्नेहरुले यदि साँच्चै गोर्खाल्याण्ड ल्याए म टिस्टामा हाम्फालेर मर्नेछु” डा छेत्रीले स्पष्टरुपमा भने। तिनले छुट्टै राज्य गोर्खाल्याण्डको कुरा गर्नेहरुलाई अझ चुनौति दिदै “त्यसै गोर्खाल्याण्ड मुखले भनेर हुँदैन। आज गोर्खाल्याण्ड भन्नेहरुले हाम्रो आन्दोलनबारे नकारात्मक टिप्पणी गरेर मात्र हुँदैन। यदि ईमान्दार छौ भने हाम्रो आन्दोलनमा कहाँ गल्ति भयो भन्ने खोजेर अनि छुट्टै राज्य प्राप्तिको निम्ति कस्तो कार्यक्रम बनाउँनुपर्ने बनाएर देखाऊ। हामी हिज पनि गोर्खाल्याण्डको आन्दोलनमा थियौ आज पनि आन्दोलनमा छौ अनि भोलि पनि आन्दोलनमा नै हुनेछौ। यदि मोर्चाको आन्दोलनलाई अनि जीटीएलाई नकारात्मक भन्छौ भने तिमीहरुले छिटो अनि स्वास्थ्य तरिकाले जनतालाई असुबिधा नबनाई गोर्खाल्याण्ड ल्याउँने आन्दोलन गरेर देखाउँ त्यसमा हामी तिमीहरुको नेतृत्वमा पछि लाग्नेछौ” डा हर्कबहादुर छेत्रीले अझ भने। तिनले पहाडमा नयाँ राजनैतिक दल गठन गर्छु भन्नेहरुलाई पनि यसै अवधी चुनौति दिदै “यदि गोर्खाल्याण्ड ल्याउँछु भनेर स्वास्थ्य अनि राम्रो कार्यक्रम बनाएर देखाउँछौ भने म स्वय त्यो पार्टीमा गोर्खाल्याण्डको निम्ति जानेछु” छेत्रीले भने। तिनले यसैसिलसिला दागोपापमा कुनै स्वयत्तता नभएको दाबी गर्दै सुवास घिसिङलाई राज्य सरकाराले पैसा धेरै दिएर छुट्टै राज्यको माग नौठाओस भनि षडयन्त्र रचेको पनि आरोप लगाए। सरकारले जहिले पनि आन्दोलनकारीहरुलाई दबाउँने षडयन्त्र रचिरहेको बताउँदै मोर्चाको आन्दोलनलाई पनि शिथिल पार्न राज्य सरकारले आन्दोलनकारी नेताहरुलाई बिनाकारण बिभिन्न मुद्दाहरु लगाएर फँसाउँने कार्य गरेको आरोप लगाए। यसैसिलसिलामा अहिलएघरी पहाडमा पञ्चायत चुनाउ त्रीस्तरी चुनाव हुने हो वा होईन भन्ने बिषयमा कुनै निश्चित नभएको बिषयमा प्रश्न गर्दा तिनले मोर्चाले जीटीएको सम्झौता गर्दा पहाडमा त्रीस्तरीय पञ्चायत चुनाव हुनुपर्छ भनेर सझौता गरेको बताउँदै सोहि सम्झौता अनुरुप पहाडमा राज्यसरकारले त्रीस्तरीय पञ्चायत चुनाव गर्नुपर्ने माग गरे। “यदि राज्य सराकारले पहाडमा त्रीस्तरीय पञ्चायत चुनाव गराएन भने त्यो सम्झौअताको बिरुद्धमा हुन्द्छ अनि सम्झौताको बिरुद्धमा यदि राज्य सराकार गए हामी जीटीएलाई एउटा चिसो बाक्समा थन्काएर छुट्टै राज्यको आन्दोलनलाई तिब्रतासंग अघि बडाउँनेछौ” डा छ्त्रीले सरकारलाई चुनौति दिदै भने। राज्य सरकारले जीटीएमा सम्पूर्ण क्षमताहरु प्रदान गर्न सैद्धान्तिक रुपमा मानिलिएको बताउँदै यदि कार्य गर्दै जाँदा उक्त कुरा कतिसम्म कार्यरुपमा भएको छ भन्ने स्पष्ट हुने बताउँदै यदि कुनै पनि क्षमता नदिएको खण्डमा सम्झौता पत्रलाई अघि सारेर राज्यसरकारसंग तर्क गर्न आफुहरु पछि नपर्ने पनि तिनले जनाए। जीटीए गठन भएको महिनौ दिन बितेर जाँदा पनि सम्पूर्ण बिभागहरु हस्तान्तरण गर्मा राज्यसरकार असमर्थ बनेको बिषयमा प्रश्न गर्दा तिनले बिभागहरु हस्तान्तरणको निम्ति निश्चय समय लाग्ने बताउँदै सरकारले जीटीएलाई दिएको बिभागहरुको क्षमता भाने कोलकोताको राईटस बिल्डिङसित नहुनुपर्ने पनि बताएका छन। यदि सरकारले क्षमता आफुसंग राखे त्यो पनि समझौताको बिरुद्धमा हुने बताउँदै राज्य सराकारले सम्झौताको उल्लंघन गरे त्यसलाई मोर्चाले स्वीकार नगर्ने बताए।

Seal on first tech college for hills - NHPC and GTA sign memorandum for engineering institute in Takdah

TT;VIVEK CHHETRI Darjeeling, Nov. 18: The NHPC has signed a memorandum of understanding with the Gorkhaland Territorial Administration to set up an engineering college, the first in the hills, at an estimated cost of Rs 40 crore in Takdah. Nikhil Kumar Verma, the assistant manager, human resources of NHPC, said the agreement was signed at Lal Khoti, the GTA headquarters, in Darjeeling yesterday.

 “The MoU was signed by Saumitra Mohan, the principal secretary of the GTA, and S.R. Roy, the executive director of NHPC (Siliguri region). R.K. Verma, the general manager of the Teesta Low Dam Project, was also present,” Verma said. The NHPC, which was earlier known as at the National Hydroelectric Power Corporation, is a central government enterprise.

 Darjeeling only has polytechnic institutes that give diplomas. The closest government engineering college is in Jalpaiguri, 120km away. Roshan Giri, the executive Sabha member of the GTA in charge of the education department, said: “According to the agreement, the GTA will provide the NHPC Limited with 16 acres at Takdah and NHPC will provide funds to the tune of Rs 40 crore to set up the engineering college.”

 Takdah is 30km from Darjeeling. According to a GTA official, the land belongs to the sericulture department of the autonomous body and has been lying unused for quite sometime now. The construction would be undertaken by the GTA. Bimal Gurung, the chief executive of the GTA, is likely to lay the foundation stone of the institution on November 26. “We are looking at laying the foundation stone on November 26,” Giri said.

 Verma, the general manager of the Teesta Low Dam projects, said: “The initiative is a part of the NHPC’s corporate social responsibility and community development work. The engineering college at Takdah is a major step towards sharing the benefits of development with the people of the GTA area.” Sources in the GTA said the NHPC would provide the funds in installments.

 “The first installment would be of about 10 per cent of the total cost and once work is done, the funds would flow subsequently (in installments).” The time needed to finish the project is not known yet. The NHPC is setting up two dams in Darjeeling, the Teesta Low Dam Project (TLDP)-III at Kalikhora and the Teesta Low Dam Project (TLDP)-IV at 27th Mile.

 The sites are about 20km downstream Teesta Bazar in Kalimpong subdivision. While the TLDP-III project that is expected to generate 132MW of electricity is being built at an estimated budget of Rs 768.92 crore (according to the December 2002 estimates), the cost of the other project (160MW) has been pegged at Rs 1,061.38 crore.

 डी के वाइबा, कालेबुङ 18 नोभेम्बर। छुट्टै राज्य गोर्खाल्याण्डको आन्दोलनलाई गोर्खाल्याण्ड क्षेत्रीय प्रशासनमा अल्झाउँन सक्षम बनेकी बङगालकी मुख्य मन्त्री ममता ब्यानर्जीले दार्जीलिङ पहाडलाई स्वीजरल्याण्ड बनाउँने घोषाणा गरेर स्वीजरल्याण्ड जस्तो बनाउँने प्रारम्भिक कार्यहरु गर्न नसके पनि पर्याटकहरुको निम्ति प्राकृतिक सौन्दर्यहरुको आनन्द उठाउँने मौका भने पक्कै दिएकी छिन। चौवालिस महिने आन्दोलनलाई कुटनैतिक चाल चलेर क्षेत्रीय व्यवस्थामा सम्झौता गराएपछि पहाडमा गोर्खाल्याण्ड क्षेत्रीय प्रशासन गठन भएको महिनौ दिन बितेर जाँदा अझै बिभागहरु हस्तान्तरण गर्नमा स्वय मुख्य मन्त्री अनि तिनको तृणमूल कङ्ग्रेस सरकार असक्षम बनिरहेको समयमा पहाडमा भने पर्याटकिय मौसम दिनदिनै फस्टिन्दै गईरहेको छ।

 आन्दोलन थामिए पछि अहिले पहाडमा रोजगारको अवसर कुरेर बसिरहेका शिक्षित बेकारीहरुको लामेताँत भीडहरुमा दैनिक स्वदेशी तथा बिदेशी पर्याटकहरुको आगमनले भने स्थानीय बेकारी समस्यालाई थोरै मात्रमा भए पनि साम्य पार्न सक्षम बनेको दैनिक पर्याटकहरुको भीडहरुले स्पष्ट बनेको छ। सोहि सिलसिलामा अहिले कालेबुङ क्षेत्रको बिभिन्न पर्यटन क्षेत्रहरुमा दैनिक आउँने पर्याटकहरुले यहाँको चालकवर्ग, होटल तथा रेष्टुरेण्ट आदि व्यवसायीहरुको पनि व्यवसाय सन्तोष जनक सञ्चालन भईरहेको स्थानीय चालकवर्गले बताएका छन। यता अष्ट्रेलीयाबाट आज कालेबुङको डेलो परिसरबाट प्याराग्लाईडिङको उडान भर्ने फेडरिक जेम्सले पहाडको प्राकृतिक सौन्दर्यले आफु लालयित बनेको बताएका छन।

 “म प्रत्येक वर्ष दार्जीलिङ घुम्न आउँने गर्छु। दार्जीलिङ पहाडको प्राकृतिक सौन्दर्यले सधै मलाई आकर्षित गरिरहेको हुन्छ। यद्यपी केहि वर्ष यता म दार्जीलिङ आउँने चाहना राखेर पनि आउँन सकिरहेको थिईन। पहाडमा सुरक्षा व्यस्थाको खतरा भएको कारण अनि यहाँका मानिसहरुले आफ्नो मागमा आन्दोलन गरिरहेकोले गर्दा यहाँको वातावर्ण एकदमै अशान्ति बनेर गएको थियो। अहिले ठिक दुईवर्ष पछि यहाँ आएर प्याराग्लाईडिङको मनोरञ्जन लिन पाउँदा अत्यंतै हर्षित छु” – फेडरिक जेम्सले अझ भने। तिनले पहिले कालेबुङमा घुम्न आउँदा प्याराग्याईडिङ नभएको बताउँदै आज यसमा चडेर कालेबुङ लगायत पहाडको प्राकृतिक सौन्दर्यहरुको दृष्याअवलोकन गर्दा खुबै खुशी लागेको बताउँदै आगमी दिनहरुमा सपरिवार आउँने पनि बताए।

 सोहि सिलसिलामा कोलकोताबाट आएकी मनिषा भट्टचार्यले पहाडमा गोर्खाल्याण्डको आन्दोलन हुँदा आफुहरु प्राकृतिक सौन्दर्यको लाभ उठाउँन बञ्चित रहेको बताउँदै अहिले भने शांति भएको कारण पहाडको सौन्दर्य हेर्न आएको जनाईन। “पहाड त्यसै सुन्दर छ। यहाँका मानिसहरु राम्रा छन। पहाडमा अशान्ति हुँदा हामी साह्रै दुखी हुन्छौ। गोर्खाल्याण्डको आन्दोलन हुँदा हामी यहाँ घुम्न आउँन सकेनौ, तर पनि घुम्ने चाहना भने सह्रै थियो। यद्यपी अहिले घुम्ने मौका पायौ अनि त्यसै माथि प्याराग्लाईडिङको उडान भरेर पहाडको बिभिन्न दृष्यहरु हेर्न पाउँन अत्यंतै हर्ष लाकेको छ” – भट्टचार्यले भनिन। 

सोहि सिलसिलामा पहाडमा चलेको छुट्टै राज्य गोर्ल्खाल्याण्डको आन्दोलन बारे प्रश्न गर्दा तिनले “राजनीति के हो त्यो हामी जन्दैनौ तर जसले भए पनि आफ्नो संवैधानिक अधिकार भने पाउँनुपर्छ। छुट्टै राज्यको माग भारतका प्रत्येक नागरीकले राख्न पाउँछ। यो संविधानले दिएको अधिकार हो। यसमा सरकारले ध्यान दिन आवश्यक छ अनि कुन माग कहाँसम्मको ठिक हो भन्ने कुराको अध्ययन गरेर सरकारले त्यसको सकारात्मक निर्णय लिन आवश्यक छ। यदि गोर्खाल्याण्डको माग सही हो भने सरकारले दिदा कुनै अप्ठ्यारो हुँदैन”- कोलकोताबाट आएकी भट्टचार्यले भनिन। यसैसिलसिलामा तिनी संगै आएका अशोक च्याटर्जीले पनि पहाडमा आन्दोलन हुँदा आफुहरु घुम्न नपाएको बताउँदै अहिले शान्ति भएपछि मात्र आएको बताए।

 तिनले पहाडमा मुख्यमन्त्रि ममता ब्यानर्जीले गरेका घोषाहरु अझसम्म कार्यरुपमा नभएको सन्दर्भमा खेद प्रकट गर्दै पहाडलाई बिकाशको दृष्टिकोणबाट अध्यावधी बञ्चित राख्ने कार्य गरेको आरोप लगाए। “हामी जंगलमहलको कुरा गरौ अथवा दार्जीलिङ पहाडम चलेको गोर्ख्ल्याण्ड आन्दोलनको कुरा। यी दुवैमा समानाता भने क्षेत्रको सर्वाङ्गीन बिकाश नहुनु हो। कुनै पनि क्षेत्रको सर्वाङ्गीन बिकाश भयो भने त्यहाँ बिरोध हुने कुनै प्रश्न नै आउँदैन। यता पहाडवासी दिर्घदिनदेखि प्राथमिक सुबिधाहरुबाट बञ्चित बनेको कारण नै घरी घरी पहाडमा आन्दोलन हुने गरेको सत्यता सबैअघि छ। यसमा सरकारले ध्यान दिन पर्छ” अशोक च्याटर्जीले भने।

District Veterinary Officer clarifies KKKS’s allegations

KNE; Kalimpong, November 16: The Kalimpong Krishak Kalyan Sangathan (KKKS) on Monday had alleged the Animal Husbandry Department of not delivering the governmental helps pertaining to livestock rearing under the Central Government’s scheme. However, the District Veterinary Officer, Dr Ismail Magrati denouncing all the allegations clarified that Kalimpong Block I has been enlisted under the scheme, however, neither the Darjeeling Gorkha Hill Council (DGHC) nor the department has received Rs 3 crores. 

The scheme provides medicines, feeds and insurance for the female calfs born through artificial insemination, till they reach 3 years of age. Adding on to it, he notified that the state government in the year 2010 has shortlisted Kalimpong Block I from the Darjeeling district and has also released Rs 3 crores for the same. Under. But at that time there were less number of calfs born through artificial insemination in the Block, thus, the department had started the project by including Takdah and Kurseong.

 Eventually, when the fund was about to be received by the department, there occurred technical disturbances, due to which the fund got stuck in Kolkata, he added. The Officer reiterated that neither the fund reached Kalimpong nor the Darjeeling Head Office. Further, he said that the departmental officials are working on to bring in the funds which will further help the farmers financially. Lastly, he added that the allegations by the KKKS is untrue and no hitches have occurred. The fund of Rs 3 crore is at ARD department, Kolkata, he informed.

मङपूमा दुई दिवसीय वार्षिक दिपावली खेलकूद ...

 डी के वाइबा, मङपू ; भारतमा अग्रेजहरुको शाषणकालदेखिनै सञ्चालन हुँदै आईरहेको ऐतिहासिक बार्षिक दिपावली खेलकूद आजदेखि मङपू जनमैदानमा सम्पन्न भयो। यस अवसरमा बन बिभागका भारप्राप्त सभासद रतन थापा मुख्य अतिथिका रुपमा उपस्थित रहेका थिए। पहिलो दिनको उक्त खेलकूद कार्यक्रमलाई सिन्कोना बिभाग मङपूका व्यवस्थापक सी बी थापाले अध्यक्षता गरेका थिए। यस अवसरमा मङपूका बिभिन्न विद्यालयका बिद्यार्थीवर्गहरुले रोमाञ्चक मार्च पास्ट प्रस्तुत गरेका थिए। 

पहिलो दिनको उक्त खेलकूद प्रतियोगितामा मङ्पू सिन्कोना निर्देशालय अधिनस्थ रहेको लाब्दा. मङपूर, रेशेप, रञ्जुभेल्ली बिभागका प्रतियोगिहरुमाझ बिभिन्न प्रतियोगियात्मक खेलहरु सम्पन्न भएको थियो। मुख्य अथिति सभासद रतन थापाले मसाल जलाएर खेलको औपचारिक उद्घाटन गरेपछि सुरु भएको पहिलो दिनको दिपावली खेलकूद प्रतियोगितामा प्रतियोगिहरुमाझ एकसय मिटर, दुईसय मिटर, चारसय मिटर, आठसय मिटर दौड केटाहरु अनि केटीहरुमाझ सम्पन्न भएको थियो।

 यसै अवसरमा केटाहरुमाझ हाईजम्प, पोल जम्प, लङजम्प, छेलो हनाई, पिलो फाईट आदि प्रतियोगितात्मक खेलहरु सम्पन्न भयो। पहिलो दिनको उक्त खेलकूद प्रतियोगितामा केटाहरु माझ खुल्ला रुपमा राखिएको म्यारथन दौड अनि 15 सय मिटरको दौड सबैभन्दा आकर्षक रहेको थियो। हजारौ मानिसहरुले भरिएको खचाखच जनमैदानमा बिभिन्न सांगीतक कार्यक्रम पनि सम्पन्न भयो भने सारदा उच्च बिद्यालयका बिद्यार्थीवर्गले आकर्षक व्याण्ड डिस्प्ले प्रस्तुत गरेका थिए। 

पहिलो दिनको आकर्षक खेला म्याराथान दौडमा जोरबङलो दार्जीलिङ निवासी हाजुङ भोटिया पहिलो, खरसाङ निवासी सुवर्ण सुब्बा दोस्रो अनि कालेबुङ निवासी रमेश तामङ तेस्रो भए भने केटाहरु माझ सम्पन्न 15 सय मिटर खुल्ला दौड प्रतियोगितामा मनोज राई पहिलो, हाजुङ भोटिया दोस्रो अनि प्रविण राई तेस्रो भए। उक्त बिजयी प्रतियोगिहरुलाई मुख्य अतिथि एंव बिष्ट अथितिका वहुलिबाट पुरस्कार प्रदान गरियो। आज सम्पन्न भएको पहिलो दिनको अन्तर बिभागिय खेल प्रतियोगितामा रेशेप बिभाग 44 अङक ल्याएर च्याम्पिन बन्न सक्षम बनेको थियो भने मङपूर बिभाग 31 अङक अनि लाब्दा बिभाग 9 अङक प्राप्त गरेर क्रमैले दोस्रो अनि तेस्रो भएको थियो। 

स्मरण रहोस सन 1862 मा अङग्रेजहरुले मङपूमा औलो ज्वरोको औषधी सिन्कोनाको खेती सुरु गरेपछि 19 औँ शताब्दिदेखि बगानमा खट्ने मजदुरवर्गलाई बटुलेर बगानका अङ्गेज अधिकारीवर्ग मनोरञ्जनगर्ने गरेको स्थानीय बृद्धा मानिसहरु बताउँछन। बगानमा खट्ने मजदुरवर्ग मैदानमा मिठाई टिप्ने होडमा धक्का मुक्कि हुँदा त्यसताकका अधिकारीवर्ग खित्का छडेर हाँस्दै मरोञ्जन गरेको प्रथा त्यस समय तमाशा भनिने गरिन्थ्यो भने कालान्तरमा सोहि तमाशा खेलकूदको रुपमा बिकशित भएर गएको छ। अङग्रेज शाषणकाल देखि प्रत्येक वर्ष भाईटिकाको भोलिपल्ट अनि पर्सिपल्ट पालन गरिने उक्त बार्षिक खेलकूद प्रतियोगितामा प्रति वर्ष हजारौ मानिसहरुको भिड जम्ने गर्छ भने आज सम्पन्न पहिलो दिनको खेलकूद प्रतियोगितामा पनि हजारौ मानिसहरुको भीड जमेको थियो।

Cong civic body slams govt for cash crunch

TT; Nov. 15: The Congress chairman of Jalpaiguri municipality has alleged that the Trinamul state government has slashed funds being sent to the civic body in the last financial year. Municipality chairman Mohan Bose said the funds crunch has adversely hit the Karala river clean-up plan and construction of houses for the poor, among other projects. “During Left rule, we used to receive adequate funds from central schemes which are disbursed by the state government.

 

 The North Bengal Development Council and Siliguri Jalpaiguri Development authority also bore 70 to 90 per cent of the project cost when the Left was in power,” he said. “After the Trinamul government took charge, the allocation came down drastically in the past two years,” Bose, who is also the president of the Jalpaiguri district Congress, said. “Nowadays, we get 50 per cent of the total project cost at best. This is affecting the execution of our drainage plans, construction of houses in slum areas, road work, development of backward areas and the Karala Action Plan.” Of the five main sources form where the Japlaiguri municipality gets its funds, two are central schemes — the Border Area Development Project and the Backward Region Grant Fund. 

 

 The grant from the Centre comes to the state, which disburses it to municipalitieas and government departments. Bose said he has sought the intervention of north Bengal development minister Gautam Deb. According to him, the civic body sent a detailed project report on the Karala Action Plan to the state government about a year ago. “Everybody is aware of the need to clean the Karala, which flows through the town and turned poisonous two years ago,” Bose said. He said the Trinamul government had reconstituted the North Bengal Development Council and the Siliguri Jalpaiguri Development Authority (SJDA), removing Congress nominees. 

 

 “During the LF rule, I and the then Congress MLA of Jalpaiguri, D.P. Roy, were members of the SJDA. After the new government was formed, the SJDA was packed with only Trinamul leaders. There is no representative of the Jalpaiguri municipality in the SJDA, which was formed to work for the development of Siliguri and Jalpaiguri towns.” Deb said the state government and its agencies were allocating funds to the Jalpaiguri municipality despite a financial crisis. “The central departments concerned are delaying the transfer of funds to the state and that is why the civic bodies are not getting the amounts on time. We have nothing much to do in this regard. Whenever funds reach us, we will send them to the civic bodies.”

Global conservation training in Darjeeling zoo - Course on endangered species to be conducted by Durrell wildlife trust

TT;VIVEK CHHETRI  Darjeeling, Nov. 15: A renowned wildlife conservation trust based on the Channel Islands will send a team of experts to the Darjeeling zoo to conduct a training, the first time in the history of the facility. The Durrell Wildlife Conservation Trust, an international charity working across the globe to save animals, has not done such a training programme anywhere else in India before. 

It will conduct the course on endangered species for zoo directors and vets, some of whom will come from Nepal, Bhutan and Sri Lanka. The course will be held in the Darjeeling zoo, called the Padmaja Naidu Himalayan Zoological Park, from November 17-21. Zoo director A.K. Jha said: “The Durrell Wildlife Conservation Trust is known across the globe for its conservation work. Every year, the Indian government sends four officials — two directors and two vets — for training at the Durrell Trust. However, this year the government and the Central Zoo Authority have decided to invite the experts so that a large number of officials can be trained.” “Two representatives each from Nepal, Bhutan and Sri Lanka will attend the training,” Jha said. 

The session will be inaugurated by B.S. Bonal, the member-secretariat of the Central Zoo Authority, the apex body of zoos in the country, and K. Das, the additional chief secretary (forest), Bengal. “Four resource persons from the Durrell trust will come here,” Jha said. During the meeting, discussions are likely to centre around enrichment of breeding, genetic management, project formulation and health issues among others. The Darjeeling zoo, opened in August 1958, is considered among the better kept zoos in the country.

 It was selected for the training course as it has successfully started various conservation initiatives. Since 1986, the zoo has been breeding snow leopards and at present has eight of them. In October this year, Kim, a two-and-a-half-year-old female leopard, was brought from Germany to strengthen the genetic pool. “Kim is currently on quarantine. Visitors will be able to see her from November 17,” Jha said. 

 The zoo had also started a red panda conservation project in 1999. It has released four red pandas, born in the zoo, into the wild. At present, there are 15 red pandas in the zoo here — 10 males, five females. The Darjeeling zoo was the first in the country to start such conservation projects. During the course of the training, the Central Zoo Authority will also hold a director’s meet which the country’s zoo policy and its implementation will be discussed. “The directors’ meet is held once in two years. The last meeting was held in Hyderabad two years ago,” Jha said.

Steps taken to cut down accidents along NH31A

{KNE}Kalimpong,  A team of comprising of the different political parties, drivers associations, the representatives of the GREF and that of the NHPC surveyed the NH31A from Teesta to Kali Jhora on Friday. The above decision was taken in a meeting held at the sub divisional office of Wednesday pertaining to the safety of the passengers, commuters plying along the NH31A.

 The president of the driver association Tshering Dorjee Bhutia giving information to SIKKIM MAIL said that a protection wall be constructed along the danger zones where most of the accident takes place. The BRO representatives for the same will be submitting memorandum to their higher officials. The NHPC on the other hand has already taken up the contract of building iron railing which are, 4 kms at 29th Mile and 5kms before coming Gel Khola. The NHPC will also repair the road at Kak Jhora and at 27th Mile, which conditions are appaling. 

The vehicles which brakes down in the middle of the road will be sidelined by the crane informed Bhutia. He also informed that the association has also requested the sub dividional officer for fixing reflector lights at the accident-prone zones. The representatives during the survey have also submitted their own suggestions to the sub divisional officer informed Bhutia.

Morcha all-India meet, eye on LS polls

TT; Darjeeling, Nov. 12: The Gorkha Janmukti Morcha will hold an all-India conference here for its supporters from across the country on December 16, which, sources said, could be a plan to build up support before the Lok Sabha polls. The decision was taken at the Morcha’s central committee meeting held at Singamari here today. Roshan Giri, general secretary of the Morcha, said: 

“The party has decided to organise an all-India conference in Darjeeling on December 16 to discuss the problems faced by the Gorkhas.” Even though Giri did not elaborate on the reason behind the conference, sources said Bimal Gurung’s party has a national agenda in organising the meeting.

 “The Morcha probably wants to be recognised as a party looking after the interests of the Gorkha community not just in this region but also across the country. Some sections of the Gorkha community had criticised the Morcha for accepting the Gorkhaland Territorial Administration and the Morcha probably wants to smoothen ruffled feathers and stamp itself as a party which is concerned with the Indian Gorkhas,” said an observer. 

 There are a considerable number of Gorkhas living in Dehradun, Bhashu in Uttarkhand, Assam and other north-eastern states. Many believe that consolidating its position among the Gorkhas living in other states would also help the Morcha in parliamentary elections, which is only a year away. The Morcha has also decided to hold a series of meetings after Diwali. 

“The other decision that was taken in the meeting was to hold a series of public meetings in Darjeeling, Kalimpong, Kurseong, Mirik, Siliguri and the Dooars. The dates have not been finalised but it will be held after Diwali,” Giri said. The decision to hold these meetings has probably been prompted by the Gorkha National Liberation Front’s attempt to revive itself in the hills. Yesterday, GNLF supporters had hoisted party flags atop their houses in Mirik.

 डी के वाइबा, कालेबुङ 9 नोभेम्बर। दार्जीलिङ पहाडको तीनवटा महकुमा क्रमैले दार्जीलिङ, कालेबुङ अनि खरसाङलाई छोडेर सिलगडीसम्म पश्चिम बङ्गाल सरकारको शिक्षा बिभागले प्राथमिक शिक्षक नियुक्ति गर्ने अधिसुचना जारी गरे पछि पहाडका शिक्षित बेरोजगारहरु पुन: एकचोटी रोजगारको अवसरबाट बञ्चित बनेका छन। पहाडमा गोर्खाल्याण्ड क्षेत्रीय प्रशासनको गठन पछि राज्य सरकारले प्राथमिक शिक्षक नियुक्ति गर्ने अधिसुचना जारी गरे पनि जीटीए क्षेत्र भने पूर्णरुपले छोडिएको छ।

 राज्य सरकारले राज्यभरी शिक्षक नियुक्तिको निम्ति स्कूल सर्भिस कमिसन गठन गर्दा दागोपापमा पनि यसको लागु गरियो। तर दुर्भाग्य भने यहाँ शिक्षक नियुक्तिको निम्ति एसएससीले परिक्षा गरेर पनि नियुक्ति भने गरेन। गोरामुमो पार्टीले राजनैतिक स्वार्थ पूर्तिको निम्ति शिक्षकहरुको नियुक्ति गर्ने कार्य नगर्दा पहाडको शैक्षिक स्तर डामाडोल बन्दै गएको हो। यसमा राज्य सरकारले आफ्नो दायित्व सम्झेर शिक्षक नियुक्ति गर्नुपर्ने थियो तर राज्य सरकार आफ्नो दायित्वबाट भगेको कारण त्यसो हुन सकेन” – जे बी राईले स्पष्ट भने। 

तिनले यसको निम्ति राज्य सरकार दोषी रहेको ठहर गर्दै दागोपाप अनि गोरामुमोइ पार्टी पनि उत्तिकै दोषी हुन भने। सोहि क्रममा क्रामाकपा उपाध्यक्ष राईले अहिले घरी पहाडमा नयाँ व्यवस्थाको रुपमा सञ्चालन भएको गोर्खाल्याण्ड क्षेत्रीय प्रशासनमा रिजनल एसएससी गठन हुने बताए पनि उक्त रिजनल एसएससीले समस्या समाधान गर्छ भन्ने कुरामा बिश्वस्त हुन नसक्ने बताए।

 राज्य सरकारले जीटीएमा रिजनल एसएससी गठन गर्ने कुरा गरे पनि अहिलेसम्म यहाँ बिभागहरुनै अपुरा हस्तान्तरण गरेर जीटीएलाई सम्पूर्ण क्षमता प्रदान गरेको छैन भन्ने दाबी गर्दै जीटीएको नाममा शुरु भएको नयाँ व्यवस्थाले रिजनल एसएससीलाई लिएर कुनै योजना नबनाएको आरोप लगाए। यसै सन्दर्भमा बोल्दै तिनले यदि रिजनल एसएससी जीटीएलाई दिएको खण्डमा पनि पुरानै दागोपापमा भएको एसएससी जस्तैउ हुन सक्ने तिनले आशंका व्यक्त गरे। 

“पहाडमा अधिकांश प्राथमिक पाठशालाहरु दिन दिनै शिक्षक बिहिन बन्दै गईरहेको छ। यदि बुनियादी शिक्षा कुनै पनि जातिको बिकाशको निम्ति मेरुदण्ड हो भने यहाँ पहाडवासीलाई बुनियादी शिक्षाबाट नै बञ्चित राखेर राज्य सरकारले पहाडवासीको भविष्यसंग खेलबाड गरिरहेको छ” – राईले भने।

 तिनले अहिले पहाडमा गोजमुमोले आफुहरुले छुट्टै राज्यको मागलाई छोडेको छैनौ भन्ने दाबी गर्दै आन्दोलनरत छौ भनिरहेको भए पनि राज्यसरकारले पहाडवासीलाई हरेक क्षेत्रमा बञ्चित राख्ने कार्य गर्दा पनि बिरोध गर्नुको साटो राज्यसरकारकै गुनगान गाउँने कार्य गरिरहेको पनि क्रामाकपा उपाध्यक्ष राईले आरोप लगाएका छन। जीटीएको मार्फप पहाडवासीले केही मात्रमा पैसा र सहुलियत पाउँन सके पनि सम्पूर्ण पहाडवासीको समस्याको समाधान भने हुन नसक्ने पनि राईले दाबे गरे।

प्राथमिक शिक्ष नियुक्ति प्रक्रिया : स्वीजरल्याण्डमा शिकक्ष नियुक्ति हुँदैन ? – तारा सुन्दासको प्रश्न

 कालेबुङ, ८ नोभेम्बर|पश्चिम बङ्गाल सरकारको शिक्षा बिभागले राज्यभरि ३४ हजार ५ सय ५९ जना नयॉं प्राथमिक शिक्षक नियुक्त गर्ने अधिसुचना जारी गरेको छ। राज्य सरकारले जारी गरेको उक्त अधिसुचनामा भने दार्जीलिङ पहाडको तीनवटा महकुमाको नामभने पूर्णरुपले छुटेको छ जसको कारण पहाडप्रति सरकारको कोल्टे नीति स्पष्ट बनेको छ। सरकारले दार्जीलिङ पहाडको तीनवटा महकुमालाई छोडे पनि दार्जीलिङ जिल्लाकै अभिन्न भाग सिलगडी महकुमाको नाम भने सिलगडी जिल्ला लेखेर अधिसुचना जारी गरेको छ।

 सिलगडी मह्कुमालाई जिल्ला लेखेर दार्जीलिङ पहाडको तीनवटा महकुमामा भने शिक्षक नियुक्ति नगर्ने राज्य सरकारको नीति प्रति माकपाले जोडदार बिरोध जनाएको छ। स्थानीय माकपा नेता तारा सुन्दासले आज एउटा पत्रकार सम्मेलन डाकेर राज्य सरकारले पहाडवासी प्रति कोल्टे नीति अप्नाएको आरोप लगाउँदै यस्तो नीतिको मकपाले कहिल्यै सहन नगर्ने बताए। यसै सिलसिलामा तिनले माकपा नेता नाम नलिकन पहाडका विधायकहरूको आज खोइरे खने|”पहाडमा बेकारी समस्या दिनोदिन बृद्धि भईरहेको छ।

 शिक्षित बेरोजगारहरु रोजगारदेखि बारम्बार बञ्चित बन्न परिरहेका छन। यता प्राथमिक शिक्षक नियुक्तिमा पहाडलाई जानीबुझी छुट्टाइँदैछ अनि जीटीएलाई भने खोई त रोजगारकोअवसर ?” -सुन्दासले भने| तिनले १८ मार्च २०१० मा राज्यभरि २९ हजार ५ सय प्राथमिक शिक्षक नियुक्त गरिएको जानकारी गराउँदै त्यसबेला पनि दार्जीलिङलाई सरकारले जानी बुझी सानी आमाको व्यवहार गरेको आरोप लगाए। सोहि क्रममा ७ मार्च २०११ मा ३२ हजार नियुक्त गरिएको दाबी गर्द् सुन्दासले कालेबुङमा विधायक डा. हर्कबहादुर छेत्रीले नाम नलिकइ ममता ब्यानर्जीले पहाडवसीलाई रोजगारको वसरबाट पनि बञ्चित राखेर स्वीजरल्याण्ड बनाउँने घोषणा गरेकी हुन भनि प्रश्न गरे।

 उनले अझ जनाएअनुसार, अहिलेसम्म जीटीए क्षेत्रमा १७ वटा स्कूल शिक्षक-शिक्षिकाबिहिन रहेको दाबी गर्दै यदि यस्तै अवस्थामा रहे २०१२ मा नै १४६ जना शिक्षकहरूले अवकाश लिँदैछन् भनि तिनले जनाए। तिनले ७ नोभेम्बर २०११ मा नै पहाडमा १३३२ भेकेन्सी छ भनेर राज्य सरकारले भनिसकेको भएपनि कार्यरुपमा परिणत गरेन भन्ने आरोप लगाउँदै | पहाडमा रहेको ७७४ वटा स्कूलहरूमा अहिले ४ हजारभन्दा अधिक पद रिक्त रहेको सुन्दाले टोकुवा गरे। यस सम्बन्धमा पहाडका बुद्धिजीविहरुले आवाज उठाउँन आवश्यक रहेको बताउँदै खोईत त जीटीएलाई स्वीजरल्याण्ड बनाउँने घोषणा मुख्य मन्त्रिले पुरा गरेको भनि प्रश्न उठाएका छन।

गोर्खाल्याण्डको आन्दोलनलाई राष्ट्रिय स्तरमा अघि बडाउँन टास्क फोर्सले रणनीति तयार पार्ने

 डी के वाइबा, कालेबुङ 8 नोभेम्बर । छुट्टै राज्य गोर्खाल्याण्डको मागलाई अघि बडाएर भारत सरकार प्रति दबाऊ सृजना गर्न गोर्खाल्याण्ड टास्क फोर्सले चाडै रणनीति तयार पार्ने भएको छ। टास्क फोर्सका राष्ट्रिय सयोजक आर मोक्तानले आज यहाँको भागोप कार्यलयमा आयोजित पत्रकार सम्मेलनमा बोल्दै टास्क फोर्सले छुट्टै राज्य गठनको निम्ति सरकारलाई राष्ट्रिय स्तरमा दबाऊ दिने कार्य बताए। टास्क फोर्सको आगमी 19 दिसम्बरको दिन सिलगडीमा सम्पूर्ण भारतीय गोर्खाहरुको निम्ति गोर्खाल्याण्ड गठनको निम्ति 22 वटा राज्यहरुका प्रतिनिधीहरुलाई लिएर सम्मेलन गर्ने बताउँदै उक्त सम्मेलनमा नै गोर्खाल्य़ाण्डॅको रणनीति तयार पर्ने जनाए। छुट्टै राज्य गोर्खाल्याण्डले मात्र भारतभरी छरिएर बसेका गोर्खाहरुल्को राष्ट्रिय राजनैतिक समस्या समाधान गर्ने दाबी गर्दै भारतको संविधान अनुरुप केन्द्र सरकारले यथाशिघ्र गोर्खहरुको समस्या समाधान गर्नुपर्ने पनि माग गरेका छन। तिनले गोर्खाल्याण्ड गठनको निम्ति राष्ट्रिय स्तरमा टास्क फोर्सले कार्य गर्नुपर्ने बाराम्बार सुझाउ आईरहेको बताउँदै सोहि बिषयमा सम्मेलनमा आन्दोलनको रुपरेखा तयार पारिने जनाए।

 

Hill job hope for ad hoc teachers

TT; VIVEK CHHETRI Darjeeling, Nov. 7: The GTA has decided to regularise the jobs of 269 ad hoc teachers appointed by the erstwhile DGHC and also start fresh recruitment that was stopped in 2001 in the hills. Roshan Giri, the executive member of the GTA in charge of education, said: “The GTA has decided to regularise the services of 269 ad hoc teachers, who had been appointed by the erstwhile Darjeeling Gorkha Hill Council.

 Once this process is completed, we will also regularise the services of volunteer teachers. After that, 225 primary school teachers who had passed interviews in 2002 would be recruited.” The primary school teachers had appeared for an examination held by the district primary school body but the DGHC never came out with the results. Volunteer teachers are those who had been asked by the managing committees of schools to help out either free of cost or for a nominal honourarium. 

 Teachers have not been appointed in the hills since 2001 as the DGHC had opposed the appointments through the School Service Commission examination. Following the opposition, the state government set up a separate SSC for the hills. But the GNLF then opposed holding of the examinations under this body saying ad hoc teachers had already been appointed. Giri said: “Out of the 269 ad hoc teachers, 173 approached Calcutta High Court and obtained orders favourable to them. However, once the recruitment of ad hoc and volunteer teachers is completed, we will revive the SSC (hills) and thereafter all appointments will be made through the SSC.”

 There are 53 high schools and 65 secondary schools in the hills. “We have found out that there are 643 sanctioned posts lying vacant,” Giri said. Asked whether the GTA needs to get an approval from the state education department for filling up the posts, Giri replied in the negative.

 “We need the government’s approval only when we need to create posts. These posts are already sanctioned and are lying vacant.” The GTA is also looking at regularising the jobs of 28 other ad hoc teachers who are working at the Darjeeling Government High School, Kalimpong Government High School and Sardeswari Girls High School in Darjeeling. “Since the teachers were appointed through the Public Service Commission in these schools we will have to work this out with the PSC,” Giri said.

TT; Gangtok, Nov. 7: The Sikkim Democratic Front has won 11 of the 13 gram panchayat wards, results to which were withheld on Monday and a recounting done today. The results for the 13 East Sikkim wards were not declared as there was a clerical error in the counting. Two wards were bagged by Independents. The recounting was ordered by the state election commission, which rejected the East Sikkim collector’s request for repolls. The two wards bagged by the Independents are Tindharey-Kali Khola in East Pendam panchayat and Naya Busty in Chalamthanj Pacheykhani panchayat. 

. “There will be no repoll in the 13 wards since the state election commission has rejected the request. The commission had directed us to recount the votes registered in the electronic voting machines in the presence of candidates and declare the results immediately,” said East district collector D. Anandan. The results of the 13 wards were withheld on Monday, as the votes secured by each candidate had been marked erroneously against the names of his/her rivals.

 All the 13 wards had two contestants each — SDF nominees and Independents. “The commission thoroughly examined the collector’s report and found there was only a simple mistake while the results were transferred from the EVMs to the result sheets. As the EVMs hadn’t been tampered with, there was no sufficient ground to order repolls,” said state election commissioner S.K. Gautam. However, some of the candidates said they would write a letter to the state election commission and request re-polls.

TT; VIVEK CHHETRI Darjeeling, Nov. 6: The Bengal government has granted the status of a minister of state with independent charge to the chief executive of the GTA, the post Bimal Gurung holds. Roshan Giri, an executive member of the GTA, said: “According to the notification, the chief executive has been given the status equivalent to that of a minister of state (independent charge). 

The deputy chief executive has been given the status equivalent to that of a minister of state, while the rank of the chairman of the Sabha will be equivalent to that of a deputy minister of the state.” The notification, signed by joint secretary of the hill affairs department Chinmoy Chakraborty and dated November 2, also stated that the executive members of the hill body would be equivalent to the “secretary to the government of West Bengal”. 

According to Writers’ Buildings sources, the members and the chief executive of the GTA will not be eligible for any perquisites, honouraria or emoluments from the state government. “It is clearly mentioned in the order that assigned the ranks. The order is a warrant of precedence, which will determine their seating in the Republic Day parade, for instance. They (GTA members) will not be eligible for anything else from the state government.

 Their honouraria, emoluments and perquisites have already been fixed by the GTA Sabha (in September) and that is all they will get,” said a source in the hill affairs department this evening. The GTA Sabha had fixed an honourarium of Rs 50,000 per month for the chief executive. The deputy chief’s honourarium has been fixed at Rs 45,000, while the chairman and deputy chairman of the Sabha are supposed to get Rs 40,000 and Rs 35,000 each month, respectively.

 The honourarium of each executive member was fixed at Rs 30,000 per month and the elected members were supposed to get Rs 25,000 a month. Gurung, his deputy Ramesh Allay and Pradeep Pradhan, who is the chairman of the Sabha, would now be allowed to use beacons in their official cars. The GTA Sabha consists of 45 elected and five nominated members, three of whom are Trinamul Congress nominees while the remaining are from Morcha. The GTA Sabha had fixed Rs 5,000 a month as honourarium for the nominated members. Durga Kharel, a Trinamul member, however, said he had recently received two month’s honourarium of Rs 20,000. 

“It seems that they are giving us honourarium at the rate of Rs 10,000 per month.” Sources said Bimal Gurung has decided not to take his monthly honourarium and is looking at converting the amount into a calamity fund. The security cover for each member of the hill body will be arranged for by the state directorate of security. 

 “That is the standard practice for political and executive functionaries in the state. The directorate assesses the need for protection on the basis of threat perception for every individual and provides security accordingly. Now, holding the rank of a minister of state (independent charge), Bimal Gurung will probably be eligible for more security than earlier,” said a home department official at the Writers’. Gurung now has an escort car with four armed personnel.
