हातमा जिटीए बोकेर गोर्खाल्याण्ड हुदैना आर मोक्तान

कालेबुङ 21 फरवरी। छुट्टै राज्य गोर्खाल्याण्ड माग्ने दलहरुबिच अहिले पहाडमा गोर्खाल्याण्ड आन्दोलनको घोषणा संगै वाक युद्ध शुरु भएको छ। गोजमुमो पार्टीले तेस्रो चरणको आन्दोलन अघि बडाउँने घोषणा संगै पहाडका अन्य राजनैतिक पार्टीहरुलाई एकाधिक आरोप लगाएपछि उक्त वाक युद्ध शुरु भएको छ। यस सम्बन्धमा आज बिभिन्न राजनैतिक पार्टीहरुको साझा मञ्च गोर्खाल्याण्ड टास्क फोर्स (गोटाफो) ले मोर्चाले लगाएको आरोपहरुको क्रमबद्ध जवाब दिएको छ। गोटाफो राष्ट्रिय समन्वयक आर मोक्तानले आज पत्रकार सम्मेलन डाकेर मोर्चाले लगाएका सबै आरोपहरुको जवाब दिए।

 “आन्दोलनको खेतमा जब भ्रममको बिज रोपिन्छ तब उक्त बिजबाट भ्रमको बिज उम्रेर आन्दोलन बिफल हुने गर्दछ। जब आन्दोलन नै बिफल हुन्छ तब आन्दोलनकारी दलले आफ्नो भूल छोप्न बिपक्षी पार्टीहरुलाई आरोप लगाउँने काम गर्दछ” – आर मोक्तानले भने। अहिले केन्द्रसरकार अनि राज्य सरकारको सम्बन्ध बिग्रेको कारण राज्य सरकारलाई दबाऊ बनाउँन केन्द्र सरकारले मोर्चाको काँधमा बन्दुक राखेर तृणमूल सरकारलाई ताकेर पडकाउँने कार्य गरेको आरोप लगाए।

 तिनले मोर्चालाई हतियारको रुपमा कङ्ग्रेसले प्रयोग गरिरहेको बताउँदै आगमी 2014 को लोकसभा चुनावमा कङग्रेसले आफ्नो उम्मेद्वार दिएर मोर्चाको समर्थन प्राप्त गर्ने गोप्य साँठगाँठ राखेको मोक्तानले आरोप लगाए। गोजमुमो पार्टीले दार्जीलिङ पहाडमा छुट्टै राज्य गोर्खाल्याण्डको माग गर्ने राजनैतिक पार्टीहरु पेपर टाईगर नबनेर सडकमा उत्रनु भनि दिएको चुनौति प्रति कटाक्ष गर्दै मोक्तानले गोर्खाल्याण्ड माग्ने अन्य राजनैतिक पार्टीहरुलाई सडकमा उत्रनु मोर्चाले नै नदिएको आरोप लगाए। “गोर्खाल्याण्ड माग्ने दलहरु सडकमा उत्रिएर कार्यक्रम गर्न चाहन्छ।

 जनसभा गरेर वास्तविकता जनतालाई बुझाउँने हाम्रो चाहना छ। तर यहाँ गोजमुमो पार्टीले सत्तामा बसेर अन्य गोर्खाल्याण्ड माग्ने दलहरुलाई जनसभा गर्न नै दिदैन। यदि जनसभा गरे गोजमुमो पार्टीले ढुङगा बर्साउँने गरेको छ। यस्तो अवस्थामा बिपक्षी पार्टीहरुलाई सडकमा उत्रनु भनि मोर्चाले चुनौति दिन अघि एकपल्ट आफ्नो कार्यपद्धति ठिक बनाउँनुपर्नेछ” मोक्तानले भने। तिनले यदि बिपक्षीदलहरुलाई स्वतन्त्ररुपले जनसभा गर्ने मौका दिए पेपर टाईगर होईन असली टाईगरको परिचय दिने चुनौति दिए।

 यसै सिलसिलामा गोजमुमो प्रवक्ता एंव कालेबुङका बिधायक डा हर्कबहादुर छेत्रीले बिपक्षी पार्टीहरुले मोर्चालाई सुझाव दिएन भनि दिएको बयान प्रति टिप्पणी गर्दै मोक्तानले मोर्चाले राम्रो सुजावलाई कहिल्यै नलिएको दाबी गरे। “जीटीएको सम्झौतामा भूल भयो भनेर हामीले अघिनै भनेका थियौ। जीटीए त्यागेर आन्दोलन गर्ने सुझाव दियौ। यसलगायत पनि हामीले मोर्चालाई सुझावहरु दिएका हौ।

 तर जब जब सुझाव दिईने कार्य हुन्छ तब मोर्चाले हामीलाई बिपक्षीको सुझाव चाहिएन भन्ने गर्छ। आज आएर सुझाव दिएन भन्नु हाँस्यस्पद कुरा हो” तिनले भने। बिपक्षीहरुलाई सडकमा ओर्लनु भनि डा छेत्रीले दिएको चुनौति प्रति बर्सिन्दै आर मोक्तानले “बिपक्षी पार्टीहरु अघिदेखिनै सडकमा छ। बरु मोर्चाले जीटीएको चौकि त्यागेर सडक उत्रनुपर्छ। यदि जीटीएको चौकि त्यागे हामी मोर्चासंग आन्दोलनको निम्ति संगै हिडन त्ययार छौ” भने।

Cong hand in Gurung Delhi trip

TT Siliguri, Feb. 21: Congress leader Shankar Malakar has fixed meetings between Bimal Gurung and central leaders in Delhi in the first week of March, which sources said could be a move to win the Gorkha Janmukti Morcha’s support for the panchayat elections. Congress insiders said the Morcha president would meet President Pranab Mukherjee, railway minister Pawan Kumar Bansal and Union minister of state for urban development Deepa Das Munshi in New Delhi. 

Gurung’s meetings with the President and Bansal would be on March 6, the Congress source said. There is also talk that Gurung may meet Rahul Gandhi. The Congress is cosying up to the Morcha at a time the hill party is accusing the Mamata Banerjee government of interfering in the functioning of the GTA Sabha. The Morcha’s ties with the state government are at an all-time low.

 Darjeeling district Congress president (plains) Malakar had travelled to the hills on February 11 and held closed-door talks with Gurung with the blessings of the state and national leadership of the Congress. Malakar had then assured Gurung of central help if he found it difficult to run the GTA. Malakar, who reached New Delhi a few days back, will return tomorrow.

 He told The Telegraph over the phone today that the UPA government was keen to see that the GTA functioned properly and discharged its responsibilities. “The central government is keen to expedite the development of the Darjeeling hills through the GTA. It wants the GTA to function in a proper manner and meet its commitments. The Centre wants to see peace prevail in the hills and people achieve socio-economic progress as has been reflected in the President’s speech in Parliament today,” he said. 

 Today, in his budget session address in Parliament, President Mukherjee said: “In pursuance of the tri-partite agreement, an autonomous body called the Gorkhaland Territorial Administration (GTA) has been formed in August, 2012 for the Darjeeling Hill Areas. My Government will provide the GTA financial assistance of Rs 200 crore per annum for 3 years for development of socio-economic infrastructure. 

This will be over and above the normal plan assistance to the State of West Bengal.” Congress sources said Malakar was instrumental in fixing appointments for a Morcha delegation with Union ministers. Gurung had said yesterday that he would visit Delhi in the first week of March to meet the President, Prime Minister and central ministers. “The Morcha delegation is likely to arrive in Delhi on March 4 or 5. The President’s office has fixed an appointment on March 6. 

The same day, the Morcha leaders will also meet railway minister Pawan Kumar Bansal. On March 5, they will call on Union minister of state for urban development and Raiganj MP Deepa Das Munshi,” said a source. “Initiatives have also been taken to arrange a meeting between Congress vice-president Rahul Gandhi and the Morcha delegation.” The sources said there was also a chance that the Morcha leaders would meet Shakeel Ahmed, the AICC leader in charge of Bengal. 

 “The delegation is from Bengal and in case they want to meet Congress leaders, Ahmed is an obvious choice as he is in charge of the party in the state. This meeting assumes significance as the panchayat polls are round the corner,” said a Congress insider. A Congress leader in Darjeeling said the party was pulling out all the stops to win the confidence of the Morcha ahead of the panchayat polls. “The Morcha can help us to a large extent in the Dooars and Terai in the rural polls and the elections to Lok Sabha scheduled for next year.”

 Malakar didn’t reply when asked if the meeting between the Congress leaders and the Morcha top brass was a precursor to the tie-up between the two parties. The Morcha is expected to take up the delay in executing some pending railway work in the hills during the meeting with Bansal. 

 “When Mamata Banerjee was the chief minister, she made several announcements related to railways in the hills. There were demands like laying of broad gauge tracks till Sukna (10km from Siliguri)… for the benefit of hill residents. The Morcha will also request the minister to augment the railway infrastructure in the hills,” said a source.Bimal Gurung and 

DM bar on gutkha, paan in hospital

TT;; Siliguri, Feb. 21: Darjeeling district magistrate Saumitra Mohan today instructed the Siliguri district hospital authorities to bar people chewing gutkha and paan from entering the premises and slap fines on the offenders. Mohan, the executive vice-chairman of Siliguri District Hospital’s Rogi Kalyan Samiti, passed the directive during a routine visit of the facility this morning.

 “The walls are stained with gutkha and betel juice. It does not look nice. There are patients admitted here and the surroundings should be clean and hygienic for them. We have to take immediate measures to ensure that nobody chewing gutkha, paan or any other tobacco products is allowed in the hospital,” Mohan told district health department officials today.

 “There is a law that treats spitting in public places as a punishable offence and fines can be slapped on people committing the act. We should start implementing the law on the hospital premises,” Mohan said. According to the West Bengal Prevention of Spitting in Public Places Act, a fine of Rs 200 can be slapped on those who spit in public places.

 “We will start informing people through the public address system that they will not be allowed to enter the hospital premises if they are chewing paan, gutkha or any other tobacco products. Security guards at the entrance shall be instructed not to allow those chewing gutkha and paan inside the hospital,” said Sanjib Majumdar, the hospital superintendent. According to an official in the hospital, it would be difficult to impose the fines.

 “As the hospital has not implemented the rule yet, it will be difficult for us to impose the fine. We will start with warnings through the public address system. If that does not act as a deterrent, we will start imposing fines. This will be applicable for the employees also,” he said. Mohan visited several wards in the hospital today and instructed the staff to speak to the patients and address their problems. 

“There are many who are not aware that they are entitled to free meals and medicines at the hospital. The staff should be pro-active and provide the patients with meals and medicines. They should constantly inquire about the patients and try to look into their problems,” he said. 

 Mohan also inspected the washrooms and the fire safety system at the hospital. “The DM has asked us to increase the number of fire extinguishers and install an alarm system. We will send a proposal to the fire service department to assist us in installing those and train the staff to operate them,” Majumdar said.

Sundas demands telecast of Indian Gorkhas’ programmes in Nepal 1

Kalimpong, February 20: The CPIM leader Tara Sundas has demanded the central Information and Broadcasting Ministry to telecast programs of Indian Gorkhas in Nepal-1 Channel. Sundas today faxed a memorandum demanding the same to Manish Tewari, Minister for Information and Broadcasting. It may be mentioned that Nepal-1 channel was allowed by the said ministry to be broadcasted in India vide DO NO IBM/496/05 dated 15.04.2005. The channel aims in showcasing the culture, language and art of the Nepali community. 

Sundas informed that the programs of the Indian Gorkha are being telecasted in other countries except in India. He claimed that the CPIM had also highlighted about the same to Jaipal Reddy, the former Minister for Information & Broadcast after which at 6:30 IST only Northeaster news were telecasted for 15 minutes. It is also mentioned in the memo that there are different channels in each and every language except in Nepali.

No relief from Court cases for Morcha leaders

{KNE}Kalimpong, February 20: Many cases have been filed against the Morcha leaders during the time of the Gorkhaland agitation initiated by the Morcha. Cases against the Morcha chief Bimal Gurung, GTA Sabhasads, the MLAs and the Morcha cadre still remains pending at the court. Some even have 30-40 cases against them. These Morcha leaders and workers are seen visiting the court frequently.

 Following the routine hearing many of the Morcha leaders and workers gathered at the court today. The GTA deputy chief Col. Ramesh Allay who was also at the court today said that despite of the assurance by the CM nothing has been done till date. This show’s Mamata Banerjee’s two sighted principles.

 He hoped that all the cases against them will soon be dismissed. Speaking about the same Kalimpong MLA also the GJM Spokesperson, Dr. Harka Bahadur Chettri said that few of the cases have been removed which were filed by the government against them. However he cases filed by the public has not been solved. 

He blamed the state government of keeping the cases pending. Dr. Chettri said that the political assurances and statements keep on changing and holds no proper meaning. Today, indifferences have occurred between the state government and Morcha thus the statements are also changing according to it, he said. 

Further Dr. Chettri said that despite of GTA being a state inside a state the WB government still passing the departmental works which comes under the GTA. He informed that in the GTA agreement nowhere it has been mentioned that in Gorkhaland will be let out.

 However in the previous DGHC agreement it was mentioned that he Gorkhaland demand is totally cancelled with the formation of the autonomous body. Speaking about the Gorkhaland agitation being carried out by the Morcha he said that the agitation is much needed to pressurize the government for the formation of separate state.

 He also challenged the opposition party to come forward with their plans and programs which focuses on Gorkhaland. It is important to have a healthy opposition party in a democracy, he added.

जीटीएको गोर्खाल्याण्डको पहिलो सिढीँ हो ? – गोजमुमोले गर्दैछ राजनैतिक मन्थन

कालेबुङ 20 फरवरी। दार्जीलिङ पहाडमा गोर्खाल्याण्डको आन्दोलनलाई कुटनैतिक चाल चलेर जीटीएको चौकिमा सम्झौता गराउँन सक्षम बनेकी मुख्यमन्त्री ममता ब्यानर्जीले यसचोटि तेस्रो चरणको आन्दोलनलाई थान्को लगाउँन कुन कुटनैतिक चाल चल्ने हुन भन्ने खुबै चासोको बिषय बनेको छ। सरकारले चल्ने कुटनैतिक चालबाट बाँच्न यसपल्ट आन्दोलनकारी दल गोजमुमो खुबै चनाखो बसेको छ। मोर्चाले यसपल्टको आन्दोलनलाई निर्णायक बनाउँन रण्नीति बनाउँने कार्य जारी राखेको छ। यता सरकारले चाल्ने चालप्रति पनि मोर्चाले कडा नजर बनाएर राखेको छ। 

यसै सिलसिलामा सरकारले दार्जीलिङ पहाडमा यसपल्ट गरिने भनिएको तेस्रो चरणको गोर्खाल्याण्डको आन्दोलनलाई दबाऊन न्यायलयमा रहेको मुद्दाहरुलाई हतियारको रुपमा प्रयोग गर्ने होईन भन्ने जटिल प्रश्न खडा भएको छ। किन भने सरकारले जीटीएको सम्झौता पत्रमा मुद्दा माफीको कुरा केवल अहिले सम्म सम्झौता पत्रमा नै सिमित राखेको छ। जसको कारण मोर्चा नेताहरु अहिलेसम्म न्यायलयमा मुद्दा माफिको कुरा गर्दै बारम्बार धाउँन परिरहेको छ।

 आज यसै बिषयलाई लिएर कालेबुङका बिधायक डा हर्कबहादुर छेत्रीसंग कुराकानी गर्दा तिनले बदलिन्दो राजनैतिक परिस्थितिमा सरकारलाई बिश्वास गर्न कठिन हुने मन्तब्य जाहेर गरेका छ्न। “अहिलेको बदलिन्दो राजनैतिक परिस्थितिमा सरकारले सम्झौता पत्रमा भएको मानिलिनेछ भन्ने पटक्क छैन। बदलिन्दो राजनैतिक परिस्थिमा सरकारसंग मोर्चाको सम्बन्ध बिग्रेको छ। सम्बन्ध बिग्रेको कारण पनि सम्झौतामा भएको कुराहरुलाई सरकरले नमान्नु सक्छ।

 सम्झौतामा आन्दोलनकालका मुद्दाहरु माफि गरिनेछ भनेर लेखिएको छ तर यता सरकारले माफी गरेको छैन। भएन यस्तो परिस्थितिमा सरकारले आन्दोलनलाई दबाऊनु मुद्दा माफी त होईन बरु पुरानो मुद्दा झिकेर लैजान बेर छैन” – डा हर्कबहादुर छेत्रीले भने। जीटीएको सम्झौता सरकारको निम्ति एउटा राजनैतिक उदेश्य प्ररित सम्झौता हुनसक्ने ईंगित गर्दै “राजनीतिमा आज दिएको बयान आजको निम्ति सान्दर्भिक हो भोलि त्यो सम्बन्ध बिग्रेपछि मानिलिनेछ भन्न सकिन्दैन” तिनले भने।

 यता छुट्टै राज्य गोर्खाल्याण्ड गठनको निम्ति जीटीए पह्लो सिढीँ हो भन्ने गरेको दाबी अहिले शंकाको घेरोमा पुगेको छ। मोर्चाले जीटीएमा सन्तुष्ट हुन नसकेको कारण नै अहिले गोर्खाल्याण्ड गठनको निर्णायक आन्दोलन भनि घोषणा गरिसकेको छ। यस सम्बन्धमा प्रश्न गर्दा डा छेत्रीले “राज्य भित्रको राज्य भनेर नै हामीले जीटीएको सम्झौता गरेका थियौ। जीटीएको सम्झौता गर्दा सरकारसंग हाम्रो विश्वास थियो।

 तर आहिले त्यसको क्षमता प्रयोग गर्न जाँदा सरकार आफै हस्तक्षेप गर्छ। सरकार आफैले यदि बारम्बार जीटीएको क्षमता माथि हस्तक्षेप गर्छ भने यसलाई गोर्खाल्याण्डको पहिलो सिढीँ मान्नु ? यसै कारण मोर्चाले आन्दोलनको घोषणा गरेको हो” बिधायक डा छेत्रीले भने। छुट्टै राज्य प्राप्तिको निम्ति गोजमुमो पार्टीले स्थानिय स्तरमा जनजिवनलाई प्रभावित पार्ने प्रकारका कार्यक्रमहरु घोषणा गरिएको बिषयमा प्रश्न गर्दा तिनले सरकारलाई जनजीवन प्रभावित नपारी कार्यक्रम गर्दा कुनै फरक नपरेको कारण यसरी कार्यक्रम मोर्चाले तय गरेको जानकारी दिए। 

अर्कोतिर बिगत दिनमा दागोपापलाई गोजमुमो पार्टीले छुट्टै राज्य गोर्खाल्याण्ड गठनको बाटोमा बाधा भन्ने गरेको अनि अहिले भने पहाडका अन्य राजनैतिक पार्टीहरुले जीटीए गोर्खाल्याण्डको निम्ति बाधा भन्ने गरेको सन्दर्भमा प्रश्न गर्दा तिनले दागोपाप अनि जीटीएमा तुलना नहुने बताए। “दागोपापमा गोर्खाल्याण्डलाई छोडेको थियो तर जीटीएमा हामीले गोर्खाल्याण्डको मुद्दालाई जीवित राखेका छौ। यसकारण पनि जीटीएसंग दागोपापको तुलना हुँदैन” तिनले भने।

 कुराकानीकै सिलसिलामा तिनले पहाडमा गोजमुमो पार्टीलाई आलोचना गर्ने राजनैतिक पार्टीहरुको वास्तवमा कुनै कार्यक्रम नभएर मोर्चालाई आलोचना गरेर नै आफ्नो पार्टीकि अस्तित्व बँचाएर राखेको आरोप लगाए। मोर्चालाई आलोचनाको केन्द्रबिन्दु बनाउँने राजनैतिक पार्टीहरुले कहिल्यै क्राम्रो सुझाव नदिएको बताउँदै कि त राम्रो सुझाव दिनुपर्ने होईन भने राम्रो कार्यक्रम लिएर आफै सडकमा ओर्लनुपर्नेछ भनि सुझाव दिएका छन।

TT;; VIVEK CHHETRI Darjeeling, Feb. 20: Bimal Gurung has decided to go to New Delhi in the first week of March and meet central ministers at a time the Gorkha Janmukti Morcha’s relations with the state government are at an all-time low. Morcha assistant secretary Binay Tamang today said: “We had sought appointments with various Union ministers and they will give us a time and date. It is 99 per cent confirmed that our party president would meet the leaders in the first week of March. During his stay in Delhi, he will also call on President Pranab Mukherjee.” 

 Gurung’s Delhi trip comes amid signs of increasing bonhomie between the Congress and the Morcha. Days after Gurung launched a vitriolic attack against Mamata Banerjee after her comments on the sensitive statehood issue on January 30, Darjeeling district Congress president (plains) Shankar Malakar met the Morcha chief and assured him of central help if he there were problems in running the GTA. Gurung has several times criticised the state government’s “interference” in GTA matters. 

 “If the Morcha can strengthen ties with the Congress, it will get some breathing space. At the moment, the Trinamul government is breathing down its neck and there is no hope of a truce between Mamata and Gurung immediately,” said a source in the hills. Gurung had earlier said he would announce future protests at a meeting in Sukna on March 10. But he later said the meeting had been postponed to March 31. 

“Gurung probably wants to meet the Congress leadership before making an announcement,” the source said. Malakar had words of encouragement on Gurung’s trip. “As the Centre is also a party to the GTA agreement, it will definitely hear Morcha leaders in case they confront any problem while discharging their duties as GTA office holders. The Centre has always welcomed and heard Morcha leaders on several issues,” he said over phone from Delhi.

Morcha-TMC relationship: A turbulent affair

Mukesh Sharma Kalimpong, February 19: The 1½ years of cordial relation between the Gorkha Janmukti Morcha (GJM) and the Trinamool Government has now deteriorated. The Morcha activists shouting ‘We Want Gorkhaland’ during the Chief Minister Mamata Banerjee’s speech at a governmental programme at Chowrasta, to which the CM had responded in ire, followed by the passing of the Lepcha Development Council (LDC) resolution has added more fuel to the fire. 

Surya Kant Mishra, the opposition leader at the Legislative Assembly on the latter happening had stated, “The TMC’s and GJM’s honeymoon period is over”. With the Morcha Chief, Bimal Gurung delivering speeches furiously against the CM, it seems that the relationship has now settled for a divorce soon after the honeymoon period got over. Only last year, when the CM had visited the hills during Bhanu Jayanti, Gurung had labeled the CM as a ‘mother’. 

However, on the contrary, Gurung on Sunday in a meeting said that the CM is just opposite to her name ‘Mamata’ which means affection. The Morcha, which once used to speak highly of the CM, pin pointing the loopholes of the TMC Government also demanded the application of President’s Rule in the state. Only within these 20 days, much rift has been created in the Morcha- TMC relationship, which now seems vague of getting healed. 

During the Saheed Diwas programme at Kolkata organized by the TMC, 2 MLAs of the hills had also partaken. The Kalimpong MLA, Dr Harka Bahadur Chettri who attended the same in his address had straight forwardly stated, “Till there is TMC Government in West Bengal, the demand for separate statehood will never flourish”. The statement had created quite a stir in the hills. 

The “We Want Gorkhaland” slogan during the CM’s speech at Chowrasta also proved the CM’s advocacy over the hills as false. With the Telengana demand catching its pace, the Gorkhaland demand also seems to be getting stronger. What the Budget Session in the Legislative Assembly holds for the Morcha, is still unknown. The Morcha throughout the Budget Session has decided to hold torch rallies in the hills. Also a series of bandhs have already been declared by the Morcha.

Gorkhaland formation does not need state govt’s consent- Binay Tamang

Kalimpong, February 19: A team of the Gorkha Janmukti Morcha (GJM) will head to Delhi on first week of March to meet the President and the Ministers of the Centre. The GJM Central Committee Assistant Secretary Binay Tamang informing about the same said that only after the re-initiating the agitation, the Central government has shown some interest over the Gorkhaland issue. However, there is no steps from the state government’s side, he said. 

Tamang further exampling Telengana said, “The Telengana state is on the verge of attainment without any consent from its state government, likewise, the Gorkhaland will also be formed” and added that there will be talks with the Centre not with the state government. “The Centre’s approach towards the demand is positive”, he said. 

Pointing to the oppositions he said that in the future they too should come out on the streets agitating. He blamed the oppositions of only alleging the Morcha and doing nothing. “The Gorkhaland is not only the issue of the Morcha and the public. It also engulfs the opposition leaders who just keep passing comments”, stated Tamang.

February 19: The programmes under the recently declared 3rd phase of Gorkhaland agitation by the GJM have been initiated. Kalimpong town today echoed with “We want Gorkhaland” and “Bangal Sarkar Hai Hai”, slogans during the torch rally carried out by the Morcha supporters in the evening. The rally which started from the Morcha office encircled the town and ended at Damber Chowk, where a meeting was held. “Through the rally we want to spread across the message that we can reach any heights for Gorkhaland”, said Topden Bhutia, member of the Yuva Morcha Central Committee.

Day 23: Morcha’s Dharna at Jantar Mantar continues

New Delhi, February 19: Dharna at Jantar Mantar, New Delhi continues today being the 23rd day under the leadership of Asha Gurung, President Naari Morcha, Ranjan Sharma, General Secretary of Delhi GJM. The Youth Wing / Student wing who are supporters of the demand for a separate state of Telangana also joined the GJM team at Jantar Mantar and delivered speech in support of Gorkhaland.

 Supporters of Damini movement also rendered a helping hand and raised slogans like "We support Gorkhaland". Around 1000 people attended the Dharna today Urmila Rumba - Sabhasad, GTA and Sashi Doma Bhutia, Member Central Committee - Naari Morcha, representatives of GJM Vidhyarthi Morcha and other representatives of internal organisations of GJMM from Darjeeling, Kalimpong, Kurseong, Delhi, Gurgaon, were also present.

 Slogans were raised voicing delivery of speedy justice to the victims of Shipsu incident wherein on 08/02/2010 as a result of an indiscriminate firing by West Bengal Police, three youths namely Neeta Khawas. Bimla Rai and Vicky Lama had lost their lives in Shipshu, Dooars . A protest march was held at Jantar Mantar today alleging that the West Bengal Government has not yet conducted an impartial inquiry and nobody so far who is involved in the conspiracy has been brought to book.

 No body from the West Bengal Police has been asked to show cause nor been chargesheeted so far by the Administration. The issue has been lying in cold storage, intentionally kept by the State Government to harp communism and partiality towards Gorkhas. Dharna at Jantar Mantar is likely to continue till the Morcha receive any positive response from the State or Central Government.

Mechi Cricket Club, Nepal lifts16th Limited Over Cricket Cup

{KNE}Kalimpong, February 19: The Gorkhaland Territorial Administration (GTA) Executive Chief, Bimal Gurung has spoke with the Management Committee of Dr Graham Homes (DGH) School for up-gradation of the Ronaldsay Park in order to develop and encourage sports in Kalimpong. The same was informed by Gurung himself during the 16th Limited Over Cricket Cup being organized by the Piranha’s Club, at Ronaldsay Park since January 24, 2013.

 The final of the tournament was held today during which the Mechi Cricket Club, Nepal stood victorious by defeating Arun XII Cricket Club, Mirik by 88 runs. The winning team batting first made 301 runs in 30 overs by losing 5 wickets. The runners up team made 213 runs in 25 overs by losing all the wickets. Mehboob Alam from the Mechi team made the maximum runs of 158 in 78 balls including 13 boundaries. He was declared Man of the Match. Likewise, Sirish Pandey from Mechi team was adjudged Man of the Series. 

He scored 71 runs in 59 balls which included a six and 9 boundaries. A total of 18 teams from Nepal, Sikkim, Darjeeling, Kurseong, Kalimpong and Mirik had participated in the tournament. The winning team received a trophy amounting more than a lakh of Rupees and cash prize of Rs 20,000/-. While the runners up team received Rs 50,000/- cash prize. 

The trophy and the cash amount for the winner were sponsored by the Piranha’s Club. Gurung also grabted Rs 10,000/- to the runners up. Kalimpong MLA Dr Harka Bahadur Chettri was the chief guest of the day. GTA Sabhasad Nima Tamang, GTA Deputy Chief cum Sports Department head, Col Ramesh Allay, Roshan Giri, Binay Tamang and other were also present during the occasion.

Plea for travel date change - Tour operators tell clients to reschedule trips to avoid Morcha bandhs in hills

TT;;AVIJIT SINHA Siliguri, Feb. 18: Tour operators have started asking domestic as well as foreign visitors to reschedule their trips to north Bengal so that their travel dates don’t clash with the days the Gorkha Janmukti Morcha has planned bandhs in the hills. The tourism industry is staring at revenue loss during the coming season that accounts for 60 per cent of the annual earnings because of the Morcha’s call of two 48-hour bandhs on March 14-15 and March 21- 22. The tourism season begins in March and continues till mid-June. “We are keeping our fingers crossed as around 50 per cent of hotel rooms have already been booked in the Darjeeling hills for the summer season. As the Morcha announced bandhs in March, we have started contacting our clients and other agencies asking them to reschedule their itineraries so that the tourists do not face any inconvenience during the bandhs,” said Samrat Sanyal, who represents East Wind Holidays, a travel agency in eastern India. North Bengal has 15,000 hotel rooms and they all are generally booked in summer. Although his agency was entreating its clients to change travel plans, Sanyal had a valid fear. “The clients might not find any suitable date other than the scheduled days which coincide with the bandhs. In that case, we fear they will cancel the trips altogether,” he said. Some wary tourists have already done so. “We have information that some tourists have dropped their plans to come to north Bengal in the coming months in the wake of the bandh calls. This is a bad omen for the industry that has been experiencing a rise in tourist flow for the past two-three years after a long period of bad business because of the strife in the hills,” said Sadhan Roy, the secretary of the Eastern Himalaya Travel and Tour Operators’ Association. Raj Basu, a veteran in the tourism industry in eastern and north-eastern India, explained the impact the strike would have on the economy. “There are around 700 home stays in the hills and the Dooars. The home stay owners will suffer losses if tourists shun the region in the summer. We have already submitted a letter to minister Gautam Deb requesting him to declare the tourism sector an emergency service so that it could be given exemption during the bandhs,” said Basu. The season from March to mid-June accounts for 40-60 per cent of the annual tourist footfall in north Bengal. The UK’s foreign and Commonwealth office in a travel advisory today requested the Britons to consult travel operators before going to Darjeeling and Sikkim. “There are frequent and sudden strikes called by the Gorkha Jana Mukti Morcha in Darjeeling and the surrounding hills in North Bengal. This results in severe transport disruption, shortage of drinking water, suspension of waste removal and closure of shops and government services in the region. If you intend to visit the region, consult your local tour operator or hotel before travelling to the region. Any disruption will also affect visitors to Sikkim as roads to the state run through the hill area,” the advisory read. Around 40,000 foreigners had visited north Bengal in 2012.

गोर्खाल्याण्ड आन्दोलन अघि बडाउँन गोजमुमोले गर्यो कार्यक्रमको घोषणा अबको आन्दोलनमा गोली जनताले होईन नेताले खाएको हुनेछ – बिमल गुरुङ

डी के वाइबा, कालेबुङ 17 फरवरी। छुट्टै राज्य गोर्खाल्याण्ड गठनको निम्ति गोजमुमो पार्टीले आज यहाँको मेला ग्राउण्डमा आयोजित जनसभाबाट भावी कार्यक्रमको घोषणा गरेको छ। पार्टी अध्यक्ष बिमल गुरुङले छुट्टै राज्य गोर्खाल्याण्ड प्राप्तिको निम्ति तेस्रो चरणको आन्दोलनको घोषणा आज मेला ग्राउण्डबाट गरिने अगावै बताएको कारण जनसभामा 15 हजार भन्दा अधिक मोर्चा समर्थकहरुको सहभागिता रहेको थियो। “बङगाल हाम्रो चिहान हो, चिहानमा गोर्खा बस्दैन” भनि बिमल गुरुङले जनसभालाई सम्बोधन गर्दै गोर्खाल्याण्ड गठनको हूँकार कसे। यस अवसरमा तिनले गोर्खाल्याण्ड गठनको निम्ति गोजमुमो पार्टीले आन्दोलनलाई अघि बडाउँने घोषणा गर्दै आगमी 19 फरवारी देखि 8 मार्च सम्म पार्टीको भातृसंगठनहरुले बिभिन्न स्थानहरुमा राँके जुलुस निकाल्ने घोषणा गरे। यसरी नै 24 फरवरीको दिन छुट्टै राज्य गोर्खाल्याण्डको समर्थनमा भारतका बिभिन्न राज्यहरुका मुख्यमन्त्री, मत्रीगण लगायत सांसदहरुलाई भेटघाट गरेर गोर्खाल्याण्डको समर्थन जुटाउँने पहल गर्ने गुरुङले घोषणा गरे।

 तिनले घोषणा गर्ने क्रममा छुट्टै राज्य गोर्खाल्याण्डको आन्दोलनलाई अघि बडाउँदै आगमी 3 मार्च खरसाङ, 10 मार्च मिरिक, 17 मार्च कालेबुङ अनि 24 मार्चको दिन दार्जीलिङमा नारी मोर्चाको जनसभा हुने घोषणा गर्दै 31 मार्चको दिन सुकुनामा बिराट जनसभा आयोजना गरेर उक्त जनसभाबाट भावी कार्यक्रमको घोषणा गर्ने गुरुङले जनसभाबाट भने। तिनले गोर्खाल्याण्डको माग गर्दै आगमी 9 मार्च देखि 27 मार्च सम्म जीटीए क्षेत्रका सम्पूर्ण सरकारी कार्यलयहरु बन्द रहने यसको साथै 14 अनि 15 मार्च साथै 21 अनि 22 मार्चको दिन सम्पूर्ण गोर्खाल्याण्ड क्षेत्रमा बन्द पालन गरिने गुरुङले घोषणा गरे।

 उक्त सम्पूर्ण कार्यक्रमहरुको समापन पछि सुकुनामा 31 मार्चको दिन बिराट जनसभाको आयोजना गरेर छुट्टै राज्य गोर्खाल्याण्डको माग गर्दै भावी कार्यक्रमको घोषणा उक्त जनसभाबाट गरिने तिनले अझ बताए। जीटीएको आयु सकिएको छैन छुट्टै राज्य गोर्खाल्याण्ड प्राप्तिको बाटोमा जीटीए प्रमुखरुपले बाधा हो भनेर पहाडमा सबै राजनैतिक पार्टीहरुले भन्ने गरिरहेको छ। यस्तो समयमा आज गोजमुमो पार्टीले तेस्रो चरणको गोर्खाल्याण्ड गठनको निम्ति आन्दोलनको घोषणा गर्ने भएको कारण छुट्टै राज्य प्राप्तिको निम्ति जीटीएलाई मोर्चाले औपचारिक रुपमा खारेज गरेर अघि बडने हो होईन भन्ने जिज्ञासा आम जनतामा बडीरहेको थियो। जीटीए खारेज हुने नहुने भने आम मानिसहरुमाझ रहेको जिज्ञासालाई समाप्त गर्दै गोजमुमो अध्यक्ष बिमल गुरुङले जीटीए खारेज अहिलेनै नगर्ने बताए।

 “जीटीएको आयु समाप्त भएको छैन। यसलाई अहिले हामीले ग्लुकोज पानी दिएर राखेका छौ। जुन दिन ग्लुकोज पानी सकिनेछ त्यसै दिन जीटीएको मृत्यु हुनेछ” बिमल गुरुर्ङले भने। बङगाल सरकारले षडयन्त्र रचिरहेको छ छुट्टै राज्य गोर्खाल्याण्ड गठनको आन्दोलनलाई दबाऊन बङगाल सरकारले बिभिन्न प्रकरले षडयंत्र रचिरहेको गोजमुमो अध्यक्ष बिमल गुरुङले आरोप लगाएका छन। अहिले पहाडमा लेप्चा अनि गोर्खा माझ बिभाजन गर्न खोजेर सरकारले कुटैतिक चाल चलिरहेको आरोप लगाउँदै आज भएको जनसभालाई बिफल बनाउँन पनि बङगाल सरकारले ठूलो षडयन्त्र रचेको गुरुङले आरोप लगाए।

 “आज यस जनसभामा लाखौ मानिसहरु आएका भए पनि उनीहरुलाई जनसभा स्थलमा आईपुग्न नदिन सरकारले पुलिस प्रशासनलाई लगाएर चाल चल्यो। यहाँको ट्राफिक व्यवस्था ठिअ नबनाएको कारण कालेबुङ देखि टिस्टा माथी पेशोकसम्म वाहनहरु जाममा फसेको छ। यो पुलिसलाई लगाएर सरकारले ट्राफिक व्यवस्था ठिक नबनाएर जनसभालाई बिफल पार्न खोजेको हो” – बिमल गुरुङले भने। सरकारले पहाडमा ‘डिभाईड एण्ड रुल’को नीति अप्नाएर कार्य गरिरहेको आरोप लगाउँदै दुईचार जना मौकावादी नेताहरुले राज्यसरकारसंग मिलेर खाल्डोमा हाल्ने प्रयास गरिरहेको पनि तिनले दाबी गरे। 

पहिले अस्सिको दशकमा चलेको आन्दोलनमा सरकारले जुन तरिकाले गोर्खाहरुलाई बिभाजन गरेको थियो ठिक त्यही प्रकारले अहिले यहाँ लेप्चा अनि गोर्खाहरुमा फाटो लाएर एकार्कमा लडाउँने प्रयास गरिरहेको गुरुङले आरोप लगाए। बिमल गुरुङको मृत्य भए युवा मोर्चाले फत्ते पार्नु छुट्टै राज्य गोर्खाल्याण्ड प्राप्तिको आन्दोलन यसपल्ट निर्णायक हुने बिमल गुरुङले घोषणा गरेका छन। यस निर्णायक आन्दोलन बिगतका दिनहरुमा झै गाँन्धीवादी हुन नसक्ने बताउँदै राज्य सरकारले आन्दोलनलाई दबाउँन हतियारको प्रयोग गर्दै आन्दोलनकारीहरुलाई गोली बर्साउन सक्ने सम्भावना व्यक्त गरे। “यो निर्णायक आन्दोलनमा हामी ज्यान प्राण दिएर अघि बडेका हुनेछौ। 

यसपल्ट ममता ब्यानर्जीले हतियार प्रयोग गरेर आन्दोलनकारीहरु मार्न समेत सक्नेछ। गोर्खाल्याण्ड गठनको आन्दोलनमा गोली खान परे पनि पछि हट्नेछैनौ। यदि आन्दोलनमा बिमल गुरुङ मर्न परे पनि मर्नेछ अनि बिमल गुरुङ आन्दोलनमा मरे यस आन्दोलनलाई युवा मोर्चाले अघि लगेर फत्ते पार्नुपर्नेछ” तिनले भावुक बन्दै भने। यसपल्ट हुने आन्दोलनमा जनता भन्दा धेर नेताहरु सडकमा उत्रिने घोषणा गर्दै गोली खान, जेल जान जनतालाई पछि राखेर अग्रिम पंक्तिमा नेताहरु हने तिनले अझ बताएका छन। 

 ममता ब्यानर्जीको ममता छैन जीटीए गठन भएपछि सुरुका दिनहरुमा बङगालका मुख्यमन्त्री ममता ब्यानर्जीको गुनगान गाउँने गोजमुमो पार्टीले अहिले तिनै मुख्यमन्त्रीको जोडदार बिरोध गरिरहेको छ। दार्जीलिङको चौरास्तामा “दार्जीलिङ बङगालको अभिन्न अंग हो” भनेर मुख्यमन्त्री ब्यानर्जीले दाबी गरेपछि अहिले मोर्चा अनि ममता माझ दुरत्व बडेर सम्बन्ध बिग्रन पुगेको छ। दिनदिनै सम्बन्ध बिग्रेरहेको ममता ब्यानर्जीसंग आज गोजमुमो अध्यक्ष बिमल गुरुर्ङले यहाँको मेला ग्राउण्डबाट “ममता ब्यानर्जीको नाउँमात्र ममता हो तर ममता भने छैन” भने। 

तिनले दार्जीलिङको चौरास्तामा “आईएम रफ एण्ड टफ लेडी” भनेर गोर्खाहरुलाई अपमान गरेको बताउँदै गोर्खाल्याण्ड गठनको निम्ति पहाडका नारीहरु ममता ब्यानर्जी भन्दा पनि रफ एण्ड टफ हुने गुरुङले स्पष्ट बताए। मुख्यमन्त्री ममता ब्यानर्जीले “माँ माटी मानुष” भने झै यहाँ गोर्खाल्याण्डको मुद्दा “माँ माटी मानुष” संग जोडिएको कारण यसको निम्ति गोर्खाहरु आफैलाई समर्पित गरेर शहिद हुन समेत तयारी रहेको गुरुङले बताए। यहाँको मेला ग्राउण्डमा सम्पना उक्त जनसभामा गोजमुमो महासचिव रोशन गिरी, कालेबुङका बिधायक डा हर्कबहादुर छेत्री, पी अर्जुन, अखिल भारतीय लेप्चा संगठनका अध्यक्ष हेमन्त लेप्चा, बिनोद शर्मा, सञ्जय थुलुङ आदिले सम्बोधन गरे। 

सबै वक्ताहरुले आजको जनसभामा छुट्टै राज्य गोर्खाल्यण्डै मुद्दामा जोड दिदै सरकारले गोर्खाहरुको राष्ट्रिय राजनैतिक सुरक्षाको निम्ति गोर्खाल्याण्ड यथाशिघ्र गठन गर्नुपर्ने माग गरे। यसै सिलसिलामा वक्ताहरुले आजको जनसभामा छुट्टै राज्य गोर्खाल्याण्डको वकालते संगै लेप्चा बिकाश परिषदको बिषयमा पनि कुरा गरे। सबैले लेप्चा बिकाश परिषदको गोजमुमो पार्टीले कहिल्यै बिरोध नग्रेको दाबी गर्दै राज्य सरकारले त्रिपक्षिय सम्झौताको उल्लंघन गरेकोमा बिरोध गरेको स्पष्टिकरण आज पनि दिए। यस अवसरमा सबैले लेप्चा युवा संगठनका सल्लाहकार युसुफ सिमिक माथि बर्सिन्दै तिनले गोर्खाहरु नेपालबाट आएको बयान दिएर पहाडमा सद्भावना बिगार्ने प्रयास गरिरहको आरोप लगाए। सिमिकले आफ्नो पक्षबाट स्पष्टिकरण दिदै उक्त बयान आफुले नभनेको बताए पनि यस सम्बन्धमा यदि तिनले उक्त बयान आफ्नो होईन भन्छ भने समाचार पत्र बिरुद्ध मुद्दा दर्ता गरेर आफु साँचो रहेको प्रमाणित गर्नुपर्ने मोर्चा नेताहरुले चुनौति दिए।

Morcha signals March offensive Bandhs back, CM blamed

TT;; RAJEEV RAVIDAS  Kalimpong, Feb. 17: The Gorkha Janmukti Morcha has announced a series of shutdowns in the Darjeeling hills from next month to demand Gorkhaland, blaming Mamata Banerjee for forcing its hand and virtually taking away a peace trophy from the chief ministry’s showcase of achievements. In a throwback to the days of unrest, two instalments of 48-hour bandhs have been called on March 14 and March 15 and March 21 and March 22. The bandhs will be book-marked by other protests and a rally. (See chart) “The government of West Bengal has pushed us to agitation.

 Mamata Banerjee has pushed us into it by forcibly interfering in our affairs. She came to Darjeeling and slapped us by saying Darjeeling is a part of Bengal. She made utterances like ‘I can be rough and tough’. Just like she fought for ma, mati, manush, we are also fighting for our ma, mati, manush,” Morcha chief Bimal Gurung said in Kalimpong this morning. Gurung announced a staggered schedule for the “limited programmes in the third and final agitation for Gorkhaland”. 

The protests will begin with an across-the-board strike at government offices on March 9 and end with a public rally in Sukna on March 31. The schedule appears to have been drawn up with the intention of keeping the pot boiling and the momentum alive while the Centre formulates a stand on Telangana, the formation of which is expected to compel the Morcha to harden its stand. The Sukna meeting was originally scheduled for March 10 but has been postponed to the end of the month to give the Centre more time, sources said. 

 “These are limited programmes in the third and final agitation for Gorkhaland. More will be announced at the massive meeting in Sukna,” Gurung said. Mamata had waded into the sensitive issue when fresh talk of Telangana was already piling pressure on the Morcha, which had co-operated with the state government in bringing peace to the hills, to prove that it had not forgotten the cause of Gorkhaland. 

 The Morcha’s room for flexibility had severely shrunk after Mamata asserted in the heart of the hills at a government event that Darjeeling was a part of Bengal and subsequently formed a Lepcha board that strengthened Gurung’s suspicions of a divide-and-rule policy. Gurung’s choice of Kalimpong — where Lepchas had held a hunger strike in support of the government’s board proposal — to announce the agitation was another pointer to his compulsions to address suggestions of divisions within the hills. Gurung’s announcement deals a body blow to one of the key objectives behind Mamata’s peace initiative:

 avoid shutdowns. The last marathon strike in the hills on the statehood demand had started on January 12, 2011. The March 9-27 government office strike announced today would be the longest since then. Gurung also made a reference to the shooting of a Calcutta police officer in Garden Reach by an alleged Trinamul activist and said the same could happen to people in the hills under the present government. “When they can kill a policeman, they can shoot at our youths and women. People must remain vigilant. 

We must be able to give our lives for Gorkhaland,” he said. A hill veteran said: “It is common knowledge that Gurung and his party are under pressure to keep the statehood agitation alive, given the developments taking place with regard to Telangana. In the middle of this, the manner in which Mamata Banerjee tried to bulldoze her way in seems to have stoked the present crisis in the hills.” The hill veteran said: “Mamata failed to read the pulse of the hill people. 

Not only did she speak against statehood but she also reprimanded the people who shouted ‘we want Gorkhaland’ in response to her speech…. She was insensitive. Things would not have gone from bad to worse had she simply ignored the statehood issue in her speech, especially since it was a government event,” the veteran said. Gurung told journalists in Kalimpong after his speech that the deteriorating law and order situation in the state called for the imposition of President’s rule.

 He accused Mamata of dividing the hill people. “We are not against a Lepcha development board. We are against the interference of the state government in the GTA,” he said. Gurung said the Lepcha development board proposed by the state government must be scrapped. N.T. Lepcha, the co-ordinator of the Lepcha Rights Movement that had spearheaded the hunger strike in Kalimpong, could not be reached for comments. Despite fog and intermittent showers, about 15,000 supporters turned up at the Morcha meeting. 

But it was much less than the 6 lakh people the party had promised to mobilise. Many party supporters from different parts of the hills could not make it to the Kalimpong meeting because of traffic snarls. Gurung blamed the police for deliberately blocking traffic to prevent Morcha supporters from attending the meeting. North Bengal development minister Gautam Deb said the Morcha must not resort to bandhs and strikes. 

“The Morcha leaders have been voted to power in the GTA by lakhs of hill people with the aspiration that their developmental issues would be taken care of. We would urge them to refrain from strikes and instead work in the GTA and use the autonomous body as a tool for development,” Deb said over phone from Birpara in Jalpaiguri. Asked whether the government would issue instructions to keep offices open between Mar 9 and 27, Deb said: “I cannot comment on it but would reiterate that the state wants peace and development in hills.”

 On January 31, he and party leader Mukul Roy had held talks with hill Trinamul leaders at the NHPC bungalow here, instructing them to go ahead with campaigns in favour of development and peace. Deb, when referred about the meeting and asked whether the party would intensify its campaign after Gurung’s today announcements in Kalimpong, said: “We will sit and discuss the entire issue with state leaders before taking any decision. The political scenario in the hills and plains are different and we are not in favour doing something hurriedly as it can create new complications in hills,” he said. The call of strikes by the Morcha chief has also left stakeholders of tourism industry concerned. 

 “Everybody has the right to do work in a democratic manner. The Gorkha Janmukti Morcha is a political party and we have nothing to say about its decisions. We would, however, urge the leaders in the hills to keep tourism out of the purview of the strike and consider it as an emergency service like milk supply and health,” said Sadhan Roy, the general secretary of the Eastern Himalaya Travel and Tour Operators’ Association. 

 “In our neighbouring country of Nepal, we saw a similar arrangement couple of years back when the administration and even the agitators co-operated with tourists and there was no problem in tourist movement across the country despite strikes and agitations. 5 in hospital, Madan wife sees ruse

TT;;VIVEK CHHETRI Bharati Tamang Darjeeling, Feb. 17: Bharati Tamang, the wife of slain ABGL leader Madan Tamang, today said she would request the chief minister for an investigation into why five Morcha leaders accused in her husband’s murder were moved to a hospital after being arrested. Bharati, who is the working president of the ABGL, said she would also inform the Supreme Court about the matter. 

 The CBI had arrested five Morcha leaders named in the CID chargesheet from the Darjeeling station taxi stand on Friday morning. One of the accused, Dinesh Gurung who is a former vice-chairman of the Darjeeling municipality, was moved to the district hospital the same evening. The other four — Alok Kant Mani Thulung, Puran Thami, Kismat Chhetri and Keshavraj Pokhrel — were taken to the hospital yesterday. 

 “I have heard that all the five accused have been shifted to the district hospital. This is a ploy to keep them in a comfortable place. All of them looked in good health but suddenly they have been admitted to the hospital,” Bharati said. “I will apprise the chief minister about the development and will request her to look into the matter. 

We will also highlight this point before the Supreme Court,” she said. The ABGL had filed a writ petition in the Supreme Court on December 4, 2012, praying for a fresh investigation by a court-appointed special investigation team into Madan Tamang’s murder. A hearing is scheduled this week. 

 Madan Tamang, who was the most prominent Morcha rival leader in the hills, was stabbed to death at the Darjeeling’s Motor Stand on May 21, 2010, allegedly by a Morcha mob when he was about to address a public meeting there. The case was being investigated by the CID but was handed over to CBI in January 2011 after the prime accused, Nickole Tamang, escaped from custody.

 Thirty people had been named in a chargesheet filed by the CID. One person, Dipen Mallay, was named in a supplementary chargesheet the CBI filed. Nine were arrested. Of them, one died, two persons are out on bail. All those arrested were known to have links with the Morcha. When the five were arrested on Friday at the taxi stand, ABGL leader Pratap Khati raised doubts of a “tacit understanding” between a section of the Morcha and the CBI to get the five arrested. 

 “The (Darjeeling district) correctional home does not have a doctor since 2010. We only have a pharmacist on contract. When an inmate complains of some health problems, the jail authorities refer them to the (district) hospital. These are questions related to human rights and we cannot take the risk of keeping them in custody. No doctor has agreed to come to the correctional home,” said a jail source. Dinesh Gurung had reportedly showed scars on his body to the prison authorities. 

 “One of the inmates said he had recently undergone a liver implant and would need medical assistance on a daily basis. A single injection costs Rs 1,700 and its been given to him at the district hospital. We cannot take any risk with anyone’s life,” the source added. One of the lawyers representing the accused said on condition of anonymity: “It is not illegal to send an inmate to a local hospital if he suffers from some ailment. 

If the situation demands, the inmates can also be referred outside the region. The other arrested persons are suffering from appendix and high blood pressure among other health problems.” Hospital superintendent R. Ghosh said he was out of station now and was not aware of the details. “You could speak to Dr. Kumar who is in charge of the hospital at the moment,” he said. When contacted Kumar said: “I cannot make any comments today .”

तेस्रो चरणको गोर्खाल्याण्ड आन्दोलनको घोषणा आज कालेबुङबाट बिमल गुरुङले गर्ने

 कालेबुङ 16 फरवरी। गोर्खा जनमुक्ति मोर्चाले जीटीएको सत्ता त्यागेर छुट्टै राज्य गोर्खाल्याण्डको आन्दोलन गर्ने हो ? अहिले उक्त प्रश्न दार्जीलिङ पहाडमा जीटीएको अनिश्चित भविष्य जस्तै मडारिरहेको छ। बङगालकी मुख्यमन्त्री ममता ब्यानर्जीले दार्जीलिङको चौरास्तामा “दार्जीलिङ बङगालको अभिन्न अंग हो” भने पछि पहाडमा सल्किएको गोर्खाल्याण्डको आगोले भोलि कालेबुङको हुने गोजमुमो पार्टीको जनसभाबाट डडेलोको रुप लिने हो कि भन्ने जिज्ञासा गोर्खाल्याण्ड प्रेमी मानिसहरुको मनमा अडेको छ। 

यसै प्रश्नको जवाब खोज्ने क्रममा भोलि मेला ग्राउण्डमा हुने जनसभाबाट गोर्खाल्याण्डको निम्ति तेस्रो चरणको आन्दोलनको घोषणा गर्ने आज गोजमुमो पार्टी अध्यक्ष बिमल गुरुङले कालेबुङ आईपुगे पछि गरे। दार्जीलिङबाट कालेबुङ पैदल हिडेर आएका मोर्चा समर्थकहरुसंग आज गोजमुमो अध्यक्ष बिमल गुरुङ टिस्टादेखि पैदल नै हिडेर आएका थिए। भोलि हुने जनसभामा सहभागीता जनाउँन पैदल हिडेर कालेबुङ आईपुगेका मोर्चा समर्थकहरुलाई बिमल गुरुङले छोटो समयको निम्ति सम्बोधन पनि गरे। 

तिनले मोर्चा समर्थकहरुलाई सम्बोधन गर्दै भोलिको जनसभाबाट तेस्रो चरणको आन्दोलनको घोषणा हुने बताए। “कालेबुङको जनसभाबाट तेस्रो चरणको छुट्टै राज्य गोर्खाल्याण्डको आन्दोलनको घोषणा गरिनेछ। सम्पूर्ण जनता अब यो तेस्रो चरणको हुने गोर्खाल्याण्दको निम्ति आफ्नो ज्यान प्राण दिन समेत तयार भएर बस्नुपर्नेछ” बिमल गुरुङले पार्टी समर्थकहरुलाई सम्बोधन गर्दै भने। तिनले भोलि हुने जनसभामा लाखौ मानिसहरु भेला हुने भएको कारण बिभिन्न स्थानहरुमा वाहनहरुको धेरै अभाव रहेको बताउँदै जनसभामा दार्जीलिङ पहाडका मानिसहरु बोक्न सिक्किम राज्यबाट तीनहजार वाहनहरु ल्याएको गुरुङले सम्बोधनको क्रममा भने। 

तिनले यसचोटिको जनसभाबाट छुट्टै राज्य गोर्खाल्याण्डक गठनको निम्ति तेस्रो चरणको आन्दोलनको बिगुल फुक्ने स्पष्ट पार्दै यसपल्ट हुने आन्दोल निर्णायक हुने तिनले दाबी गरे। उक्त निर्णायक आन्दोलनमा सबै मानिसहरुको सहभागिता आवश्यक रहेको बताउँदै यसको निम्ति तयारी बस्ने तिनले आह्वान पनि गरे। छुट्टै राज्य गोर्खाल्याण्ड प्राप्तिको निम्ति यसपल्ट गरिने भएको निर्णायक आन्दोलनमा जीटीएको अस्तित्व के हुने भन्ने बिषयमा भने तिनले केही बताएनन।

 यद्यपी जीटीएलाई त्यागेर नै गोर्खाल्याण्ड पाउँन सकिनेछ भन्ने कुरालाई मध्यनजर राख्दै तिनले जीटीए खारेजको घोषणा भोलिको जनसभाबाट गर्ने हो कि भन्ने सम्भावना बडेको छ। यता छुट्टै राज्य गोर्खाल्याण्डको माग गर्दै दार्जीलिङबाट भोलिको जनसभामा सरिक बन्न आईपुगेका गोजमुमो समर्थकहरुले कालेबुङ आईपुगेपछि जोडदार नाराबाजी लगाए।

 “बङगालमा हामी बस्दैनौ, गोर्खाल्याण्ड हामीलाई चाहिन्छ जस्ता नाराहरुले आज कालेबुङको शहर गुञ्जियो। यता भोलि हुने जनसभालाई केन्द्र गरेर गोजमुमो पार्टीले कालेबुङ शहरमा पार्टीको झण्डा जोडतोडले लगाएको छ। अर्कोतिर आजदेखि नै जनमुक्ति अस्थायी कर्मचारी संगठनले पनि छुट्टै राज्य गोर्खाल्याण्डको माग गर्दै एक लाख पोष्टरिङ गर्ने अभियान सुरु गरेको छ। जअकसंले आजदेखि शुरु गरेको उक्त पोष्टरिङ अभियान अन्तर्गत यहाँको थाना डाँडा, डम्बर चौक, नोभेल्टि परिसर आदि स्थानहरुमा टाँस्ने कार्य भएको छ।

दार्जीलिङमा सद्भावना कायम राख्न आत्मदाह गर्न तयार छु – युसुफ सिमिक

कालेबुङ 16 फरवरी। लेप्चा युवा संगठनका सल्लाहकार युसुफ सिमिकले गोर्खाहरु नेपालबाट आएका हुन भन्ने दिएको बयान एक हिन्दि दैनिक समाचारमा प्रकाशित भए पछि गोजमुमो पार्टीले उक्त बयानको जोडदार खण्डन गरेको छ। मोर्चाले उक्त बयानको बिरोधमा यहाँको डम्बर चौकमा पोष्टरिङ समेत गरेको छ भने सिमिक बिरुद्ध कालेबुङ थानामा प्राथमिकी दर्ता समेत गरेको छ। यता आज उक्त घटना युसुफ सिमिकले पत्रकार सम्मेलन डाकेर हिन्दि दैनिक समाचार पत्रमा प्रकाशित बयान आफुले नदिको स्पष्टिकरण दिएका छन।

 आफुले कहिल्यै गोर्खा बिरोधी बयान नदिएको स्पष्टिकरण दिदै हिन्दि दैनिकमा प्रकाशित समाचारबारे आफुसमेत आश्चर्य प्रकट गरे। “मैले गोर्खाहरुको बिरुद्धमा कहिलै बयान दिएको छुईन। लाप्चे गोर्खा दाजुभाई हुन। दाजुभाईको सम्बन्धलाई हामीले सधै कायम राख्नुपर्छ। मैले गोर्खा बिरोधी बयान दिएर यहाँको सद्भावना बिगार्ने कार्य कहिल्यै गरेको छुईन। मैले गोर्खा बिरोधी बयान दिनु भनेको आफ्नै आमा बिरोधी बयान दिनु हो। यस्तो गलत कार्य मैले कहिल्यै गरेको छुईन” – युसुफ सिमिकले भने। 

यस समबन्धमा तिनले गलत समाचार प्रकाशित गर्ने सो समाचार पत्रविरुद्ध मानहानीको मुद्दा दर्ता गर्ने सोच बनाएको पनि पत्रकारहरुलाई बताए। एउटा निराधार समाचारलाई केन्द्र गरेर गोजमुमो पार्टीले आफु बिरुद्ध गरेको बयान अनि पोष्टरिङ कार्यले आफु आहत बनेको तिनले बताएका छन। यदि आफुले गोर्खा बिरोधी बयान दिएर दार्जीलिङ पहाडको सद्भावनालाई बिगार्ने षडयंत्र रचिरहेको आरोप लागाउँछ भने उक्त आरोप लागाउँनेहरुले प्रमाणित गरेर मिति तोकिदिए आफुले दार्जीलिङको सद्भावनालाई कायम राख्न सार्बजनिक स्थलमा आत्मदाह गरिदिने तिनले बताए।

 “दार्जीलिङको सद्भावनालाई बिगार्ने षडयन्त्र मैले गरेको छुईन। यदि कसैले बारम्बार आरोप लगाउँछ भने त्यसलाई प्रमाणित गरेर मलाई एउटा निश्चित ठाउँमा बोलाए दार्जीलिङ पहाडको सद्भावनालाई कायम राख्न म आत्मदाह गर्न तयार छु” सिमिकले स्पष्ट भने। तिनले कलकतामा एलडीसीबारे पत्रकारहरुले सोधेको प्रश्नको उत्तरमा आफू आधिकारिक रुपमा कुराकानी गर्न त्यहाँ पुगेको अनि गृहविभागका अधिकारीहरुसँग कुरा गरेको बयान मात्र दिएको तिनले पत्रकारहरुलाई बताए। यस सम्बन्धमा एउटा हिन्दी दैनिकले भने आफूले भन्दै नभने खबर प्रकाशित गरेर आफूलाई समस्यामा पारेको पनि तिनले जनाए।

आरोपीहरु पक्राऊ पर्नु सीबीआईको जाँच प्रक्रिया हो – बिनय तामङ

कालेबुङ 15 फरवरी। दार्जीलिङ शहरमा आज बिहान सीबीआईले गोर्खालिग पार्टी अध्यक्ष मदन तामङ हत्याकाण्डका पाँच आरोपीहरुलाई एकैचोटि पक्राऊ गरेपछि सन सनी छाएको छ। गोजमोमो पार्टीको भातृसंगठनका अग्रिम पंक्तिका नेताहरु पक्रा परेको खबरको डलेलो सल्केर कालेबुङमा आईपुगेपछि आज कालेबुङमा पनि चारैतिर उक्त चर्चा चलिरह्यो। यस सम्बन्धमा गोजमुमो पार्टीले यो सीबीआईको जाँच प्रक्रिया हो भनि जनाएको छ।

 गोजमुमो सहसचिव बिनय तामङलाई आज यहाँको पार्टीकार्यलयमा मदन तामङ हत्याकाण्ड सम्बन्धि दार्जीलिङमा गोजमुमो पार्टीका आरोपी नेताहरुलाई पक्राऊ गरेको सन्दर्भमा प्रश्न गर्दा “पक्रा पर्नु दोषी होईन” भने। “आज पक्रा परेकाहरुको नाउँ चार्जसिटमा भएको कारण नै सीबीआईले पकाऊ गरेको हो। 

यो उनीहरुको जाँच प्रक्रियाको एउटा कदम हो” तिनले भने। पक्रा परेकाहरु माथी अहिले नै टिप्पणी गरेर केही भन्न उचित नहुने मान्दै तिनले “पक्रा पर्नेहरु दोषी हो होईन त्यो आगमी दिनमा न्यायलयले निर्णय गर्नेछ। उनीहरु केवल आरोपी मात्र हुन। सीबीआईले पक्रा गर्दैमा दोषी भन्नु गलत हुनेछ। कुनै पनि आरोपीलाई पक्राऊ गर्न सक्छ यसमा हामी केही भन्दैनौ” तामङले भने।

मल्टिनेशनल कम्पनिहरुबाट ठगिने घटना बिषयमा एचपीसीको बहस

कालेबुङ 15 फरवरी। कालेबुङमा छोटो समयमा धेरै मुनाफा दिलाउँने प्रलोभन देखाएर करोडौ रुपीया गुटमुटाएर चम्पट कस्ने फर्जी कम्पनीहरुबाट कसरी बाँच्नु भन्ने बिषयमा आज हिमालयन पिपल्स च्यानल (एचपीसी)को आयोजनामा यहाँको टाउनहलमा बहस कार्यक्रम सम्पन्न भयो। उक्त बहस कार्यक्रममा कालेबुङमा सञ्चालन हुँदै आईरहेको मोठ 27 वटा मल्टिनेशनल कम्पनिहरुका प्रतिनिधीहरुले भाग लिएका थिए।

 उक्त बहसमा पुलिस प्रशानसनको पक्षबाट अतिरिक्त पुलिस अधिक्षक सोङमित लेप्चा, कानूनविद प्रभाकर देवान, नगरिक प्रशासनको पक्षमा डेपुटी म्याजिस्ट्रेट प्रितम लिम्बु, सम्बन्धित क्षेत्रका विशेषज्ञ चार्टर एकाउण्टेंट सुमित जिन्दलले भाग लिएका थिए। यसका साथै कार्यक्रममा साधरण मानिसहरुको पनि सहभागीता उत्साहजनक रहेको थियो।

 घरी घरी फर्जी कम्पनिहरुले ठगेर मानिसहरुको पैसा लगेको घटनाले राम्रो कम्पनीहरुको विश्वसनियता माथि पनि अहिले शंका उठन थालेको कारण अनि राम्रो कम्पनिको पहिचान कसरी गर्न सकिन्छ भन्ने बिषयमा उक्त बहसमा व्यापक चर्चा भयो। उक्त बहसमा सबैपक्षका मानिसहरुमाझ जोडले बहस भए पछि घरी घरी ठग्न परिरहेको घटनालाई नियन्त्रण गर्न प्रशासन, ऐनजीवि, नागरिक समाज अनि कम्पनिहरुले आपसी समझदारीका साथ एउटा साझा सहमतिमा एउटा सल तयार गरेर निगारानी राख्नुपर्ने सहमती जनाएको छ।

 बहसको अवधीमा कालेबुङमा केही निजी कम्पनीहरुले प्रलोभनमा पारेर यहाँका सर्वसाधारणबाट करोडौ रुपियाँ लुट्ने गरेको घटना लगातार दोहोरिरहेको कुराबारे चर्चा भयो। यस्ता घटनाहरुका कारण अहिले विद्यमान रहेका निजी कम्पनीहरुको नीति, योजना, वैद्यता, विश्वसनीयतामाथि शंकाको वातावरण बनिएकोले सम्बन्धित पक्षहरुको जवाफदेहिताबारे कार्यक्रमा जोर दिइएको थियो।

 कार्यक्रमलाई पत्रकारहरु प्रदीप लोहागुण अनि अनिल तेलैजाले मध्यस्थता गरेका थिए| पत्रकार भुवन पी. खनालले सञ्चालन गरेको कार्यक्रममा एचपीसीका निर्देशक सन्दीप कुलुङले स्वागत भाषण राखेका थिए। पहाडमा बिगत देखि बर्तमान सम्म बिभिन्न प्रकारका कम्पनीहरु मानिसहरुलाई प्रलोभन देखाउँदै आएर आखिरमा पैसा धुतेर चम्पट कसेको घटनाहरु हुँदा हुँदै पनि मानिसहरुले कम्पनिमा लगानी गर्नु एउटा गम्भिर बिषय रहेको कुरा पनि बहसमा चर्चा भयो।

 लगानीकर्ताहरुले वास्तवमा कम्पनिका पोलेसी अथवा वैद्यताबारे नबुझी लगानी गरिरहेको कारण यसरी ठगिनु परेको कारण अहिले विश्वसनीय कम्पनेहरुलाई शंकाको घेरोमा मानिसहरुले हेर्ने गरेको पनि चर्चामा उठ्यो। यसको निम्ति सबैभन्दा पहिले लगानीकर्ता सचेत बन्नुपर्ने कुरामा नै सबैले जोड दिए। यद्यपी उक्त ठगिनेक्रमलाई रोक्थान गर्न सञ्चालन हुने कम्पनीहरुले आफ्नो आवश्यक दस्तावेज नागरिक प्रशासन, पुलिस प्रशासनलाई दिन आवश्यक रहेको कुरामा पनि सबैले जोड दिए।

 उक्त बहस पछि महकुमा अधिकारी कार्यालयका डेप्युटी मेजिष्ट्रेट प्रीतम लिम्बुले आफ्ना उच्च अधिकारीसँग आजको बहसको निचोडबारे छलफल गरी यस दिशामा चाढै पहल शुरु गर्ने प्रतिश्रुति दिएका छन। अर्कोतिर, वरिष्ठ अधिवक्ता प्रभाकर देवान अनि चार्टर एकाउण्टेण्ट सुमित जिन्दलले लगानीकर्ताहरुले कम्पनीको व्यानरलाई नहेरेर यसका स्थानीय प्रतिनिधिको छबि, पृष्ठभूमि र विश्वकनीयतालाई पनि जॉंच्नुपर्ने सुझाउ दिएका छन।

Morcha takes GTA grouse to governor - Team discusses state ‘interference’

TT;;Calcutta, Feb. 15: A Gorkha Janmukti Morcha team today said it had apprised the Bengal governor of the state’s alleged interference in the GTA’s affairs and that M.K. Narayanan had assured the leaders he would speak to the chief minister about the political situation in the hills. The delegation led by Kalimpong MLA Harka Bahadur Chhetri met Narayanan at Raj Bhavan this evening to “find a solution” to the impasse in the hills. 

 Chhetri said one of the major points of discussion was the “political interference” of the state government in the functioning of certain departments that had been transferred to the GTA Sabha according to the tripartite agreement. “Departments like land reforms, minority affairs, backward classes development, transport and tribal affairs are not being able to function independently because of political interference. Pattas of land are being distributed and a development board is being formed for the Lepchas without informing the GTA Sabha,” 

Chhetri said. The chief minister had distributed land deeds among people during her visit to Darjeeling at the end of last month. The Morcha then alleged that the GTA Sabha hadn’t been informed about the programme. Amar Singh Rai, the chairman of Darjeeling municipality and a member of the delegation, said the party had also briefed the governor on the chief minister’s public statement at Chowrastha in Darjeeling. 

“We had not gone to complain against anyone but basically to apprise the governor of the situation,” he said. At the Chowrastha meeting, Mamata Banerjee sparked protests when she said “Darjeeling is a part of us”. Rai said the governor asked the Morcha leaders to de-escalate the present situation. “He stressed the need to de-escalate the situation in Darjeeling and has told us that he will also speak to both the chief minister and the home minister in the coming days. He has appealed to the Morcha to ensure the GTA’s success,” Rai said. 

 The Morcha also informed the governor about some “communication gaps” between the state government and the GTA Sabha. “There are certain communication gaps between the state and the GTA Sabha. The political situation is deteriorating. We met the governor to appraise him of the political situation in the hills and to find a solution (to the problem) so that normalcy is maintained,” said Chhetri, who is also the spokesperson for the Morcha. 

 The MLA said the delegation had discussed with the governor the issue setting up a central university in the GTA area. “Till date there has been no discussion on that matter and now we are hearing that North Bengal University would be made a central university. If that happens, then the chances of a central university being made in Darjeeling would be minimised as there cannot be two central universities in the same zone,” Chhetri said.

 The Morcha leader said they had discussed their stand regarding the formation of the Lepcha development board with Narayanan, but he refused to divulge the details. “Things can happen without the knowledge of the governor also,” he said.

Relook at SMC tie-up: DEV

TT;;Siliguri, Feb. 15: The Darjeeling Trinamul Congress today said it had become difficult for the party to continue the alliance with the Congress at the Siliguri Municipal Corporation and the future of the tie-up would be decided after a meeting with the state leadership later this month. 

 Trinamul said the Congress-led SMC board was a failure. The latest trigger for the party to launch an attack at the ally was yesterday’s no-trust motion against SMC chairman Nantu Paul. He was voted out when the Congress backed the motion moved by the Left.

 “Considering the present state of affairs at the SMC, it is not possible for Trinamul to continue with the alliance. We plan to take stern steps and are waiting for the approval of the state committee. A delegation of Trinamul leaders from Darjeeling, including all or at least some of the Trinamul councillors, will call on state leaders in Calcutta on February 24 or 25 to discuss the future course of action. 

We cannot simply let the alliance go on like this, particularly after the Congress joined hands with the CPM in an unabashed manner yesterday,” north Bengal development minister Gautam Deb said. Deb, who is also the Darjeeling Trinamul district committee president, held a meeting with all councillors of the party at his residence this morning. 

 “At the meeting, it was also decided that our councillors would sit on Monday and take some important decisions. On that day, we will decide if those holding posts at the SMC should step down or not,” he said. Trinamul holds the posts of deputy mayor and four MMICs at the civic board.

 The minister also said in order to meet the commitments to the people, Trinamul would mobilise various state government departments and bodies like the Siliguri Jalpaiguri Development Authority to carry out development work in Siliguri. “The functioning of the mayor is a disappointment and no infrastructure development worth a mention has taken place under the current board.” 

 Trinamul will hold a public meeting at Baghajatin Park here on March 31 to protest the alleged failure of the SMC board. “At the meeting, we will clarify before the people that how the civic body has failed to function because of the incompetence of the mayor and the Congress’s lack of interest in the alliance. 

The state government and its various departments like the North Bengal Development Council have put in their best efforts to take up activities in association with the SMC. Unfortunately, we have failed and we are not going to sit idle,” said Deb.

Sikkim dharna

TT;;Gangtok, Feb. 15: Different political organisations under the banner of Democratic Alliance of Sikkim today staged a daylong dharna in front of the East district administrative complex to protest police lathi-charge on Sikkim Krantikari Morcha supporters inside their party office on February 11. The protesters also submitted memorandums demanding suspension of IGP (law and order) Akshay Sachdeva and an impartial probe. Seven workers of the newly-formed Sikkim Krantikari Morcha were injured in the lathi-charge. The protesters today said the incident was an act of “unprecedented barbarism” and the police had no powers to beat up innocent people. “Since the entire illegal incident was caused by (IGP) Sachdeva, he shall have to be suspended immediately before the inquiry starts,” the memorandum read. Additional district collector D.K. Pradhan received the memorandum. The protesters have urged the President and the governor to condemn the incident.

Sundas demands transparency in Library Training admission process

{KNE};;Kalimpong, February 14: The CPM leader Tara Sundas met with the District Library officer, Amit Subba at the Library Science Training Centre (Janata College) and submitted a memorandum, today. In the memorandum, Sundas demanded that post (regular) for the Principal of Janata College should be fulfilled.

He has also demanded that the posts for 9 staffs under the college should also be filled. Further, he has insisted in the memo that a hostel for the students should be made and also the subject on Career Guidance which has not be taught since ages should be re introduced.

 Likewise, the memo also demanded the filling of the post of Junior Library Assistant. He further insisted that there should be advertisements put up for the entrance of the Library Training which will start from March 04, 2013 and the required percentage should also be mentioned in the advertisement.

 Reciprocating to Sundas’s demands, the District Library officer said that the advertisement will be out and afterwards names of those who have got admission will also be published. For other issue she assured to speak with the higher officials. Sundas lastly, cautioned to go to the Court if there is no transparency in the admission process.
