People from different places come and enjoy the beauty of nature. One of this beauty of nature is SAMPONG Falls situated in Dhargoaw (Ladam). Nature gave all the bless to this Falls but only for the people who belongs to there who rearly care of this beauty. But now is the time to make mind little wider. Not a kilometer away from this SAMPONG Falls there is a tourist destination Rishap. Thousands of tourists came every year. But they are unknown about this Falls.If we manage to get them there, it will be additional point and no doubt it will develop our village. We all know that there is no good production of cardamom(elaichi), zinger(aaduwa) from some years ago which are the main occupation of the people of our village . In the meantime if we maintain this Falls, make the way to come here and some huts for tourist to stay here. This will definitely make a way of easy earning of our people. Only a little potential needs to start, this will make brighter future.

                                   

चालकहरूलाई लिएर कार्याशाला

कालेबुङ, 

कालेबुङ ट्राफिक पुलिसले पालन गरिरहेको सडक सुरक्षा सप्ताहको आज तेस्रो दिन चालकहरूलाई लिएर एक कार्याशाला सम्पन्न सम्पन्न भयो। ट्राफिक सिग्ननसितै दुर्घटनाहरूबाट बाँच्ने उपयाहरूबारे जानकारी गराउन कार्याशाला आयोजना गरिएको हो। यहाँको मोटरसट्याण्डस्थित चालक महासङ्घ कार्यालय भवनमा आयोजित क्त कार्याशालामा एएसआई लेखनाथ छेत्री, महासङ्घ अध्यक्ष महेन्द्र गुरूङ आदि उपस्थित थिए। चालक महासङ्घ अन्तर्गत रहेका चालक सदस्यहरूले कार्याशालामा सहभागिता जनाएका थिए।  

विवेक चेतना उत्सव पालन

श्वामी विवेकान्दको 153 औँ जन्मजयन्तीको अवसरमा विवेक चेतना उत्सव पालन गरियो। युथ सर्विसेस डिपार्टमेन्ट जीटीएको आयोजनामा सम्पन्न कार्यक्रममा स-सना नानीहरूलाई लिएर बस अनि चित्र बनाभ प्रतियोगिता, लोक नृत्य, सङ्गीत अनि तर्क प्रतियोगिताको आयोजना गरिएको थियो। स्थानीय श्यामादेवी भवनमा आयोजित प्रतियोगितमा 50 भन्दा अधिक नानीहरूले भाग लिएका थिए। ओमिका गुरूङ प्रतियोगिताको  निर्णायकको रूपमा उपस्थित रहेकी थिइन् भने नगरपार्षद दावा डोल्मा लामा, जयन्ती ब्योनर्जी आदि विशेष रूपले उपस्थित रहेकी थिइन्। म्यूनिसिपल यूथ अफिसर पेम्बा भोटियाले कार्यक्रमबारे जानकारी गराउँदै स्वामी विवेकानन्दको जन्मजयन्तीको अवसरमा प्रत्येक वर्ष नै विभागले यसप्रकारको कार्यक्रम आयोजना गर्दै आइरहेको बताए।

स्वामी विवेकान्दको जन्मजयन्ती पालन

भारत उदय कालेबुङले यहाँको 10 माईल फाटक परिसरमा स्वामी विवेकान्दको 153 औँ जन्मजयन्ती पालन गऱ्यो। निर्माणाधिन स्वामी विवेकानन्दको सालिग परिसरमा पालन गरिएको उक्त कार्यक्रममा समितिका अध्यक्ष समिर घोष, सहल्लाहकार लोकराज अग्रवाल, सचिव नितेस घतानी आदि उपस्थित थिए। यस अवसरमा समितिद्वारा शहरमा सद्भावना यात्रा पनि निकालिएको थियो। 10 माइल फाटकबाट निकालिएको उक्त सद्भावना यात्राले कालेबुङ शहरका विभिन्न मार्ग परिक्रमा गरेपछि 10 माईल फाटकमा नै फर्किएपछि समापन गरिएको थियो। कार्यक्रमलाई हिमालय योग संस्थाका कार्यकर्ताहरूले सहयोग पुऱ्याएका थिए। 

Harka poser on pay hike RAJEEV RAVIDAS Harka Bahadur Chhetri TT-Kalimpong, Jan. 12: Harka Bahadur Chhetri today alleged that GTA chief executive Bimal Gurung's decision to provide an annual increment of 15 per cent to the 5,000-odd casual employees of the hill body and initiate steps to regularise their jobs lacked sincerity and was nothing but an attempt to pacify an angry work force. The Kalimpong MLA asked what had prevented the Gorkha Janmukti Morcha from regularising the jobs of the GTA staff in the three-and-half years it had been at the GTA helm. "If it had the intent and was sincere, it should have been able to do the job by now. In any case, what does the GTA want to do: give the staff a hike or regularise their jobs? If the jobs can be regularised, where is the need for a hike? The Morcha is thoroughly confused," he said. The 5,321 casual employees of the GTA get between Rs 5,000 and Rs 21,000 a month. Yesterday, Gurung in a meeting with the Morcha-affiliate Janmukti Asthai Karmachari Sangathan (JAKS) in Darjeeling had announced a 15 per cent hike in the salaries of the GTA casual staff and also promised to take some positive steps with regards to their demand for job regularisation. Chhetri said there was no evidence of the Morcha pursuing the matter with any degree of sincerity and this was a desperate attempt to keep its flock together. "Where is the evidence of the Morcha pursuing the case of the casual staff with the state government? If it has, let it be made public. This (yesterday's announcement) is nothing but attempts to pacify people who are angry. The casual workers are angry and so are the voluntary teachers. It is a decision taken without much thought by someone who doesn't know what to do," said Chhetri. The Kalimpong MLA, who quit the Morcha in September, has been drawing good crowd in different parts of the hills in the lead up to the formal launch of his new party on January 31.

GTA ad-hoc staff pay up by 15 per cent - Gurung promises to speed up bid to regularise casual employees' jobs

Picture by Suman Tamang Vivek Chhetri..TT.Darjeeling, Jan. 11: The GTA has decided to provide an increment of 15 per cent per annum to the 5,000-odd casual employees of the hill body and also promised to step up its efforts to regularise their jobs. The GTA today held a meeting with members of the Janmukti Asthai Karmachari Sangathan, an affiliate of the Gorkha Janmukti Morcha, where Bimal Gurung made the announcement. After the meeting, Machendra Subba, the president of the JAKS, said: "The meeting, which was chaired by GTA chief executive Bimal Gurung, was very positive. He has announced an increment of 15 per cent to all ad-hoc employees and more importantly, has decided to take all possible measures to start our regularisation process." At the moment, the causal employees were getting an increment of 5 per cent annually. "Our annual increment will not be 20 per cent following today's announcement. However, the more important issue of us is regularisation of jobs and the hill body has decided to take positive steps," said Subba. Gurung reportedly told representatives of the JAKS that the GTA would immediately write to the state government to start the regularisation process. "Bimal Gurung has assured us that the letter will be written within three or four days, after which the GTA will wait for 21-days for a response from the state government," said Subba. "If the government fails to give any response, Gurung has assured us that the GTA will start the process of regularisation by exploring different avenues," said Subba. The different avenues, however, was not immediately known. Technically, the state's concurrence is most important as regularisation of jobs entails financial implication. "The GTA has also decided to send a delegation to Calcutta to meet state officials on this issue. The delegation will include members of our organisation," said Subba. The GTA Act has empowered the hill body to recruit employees into B, C and D categories but the recruitment has to be done through a sub-ordinate selection board. The board has not yet been formed. At the moment, there are 5,321 casual employees in the GTA. The hill body has 4,011 vacancies, according to Subba. "Even Calcutta High Court has given us a favourable ruling on the regularisation issue and we hope justice will not be denied to us," said Subba. On May 14 last year, the court had issued a directive, asking the state government to convene a meeting with the GTA within four months to decide how it would set in motion the process of absorbing the casual employees of the GTA. In the order, Justice Sanjib Banerjee had asked the state to allow two representatives of the JAKS, the sole association of casual employees at the GTA, at the meeting to decide the regularisation process. But soon after, the state filed an appeal with the division bench of the high court against the directive. The casual workers of the GTA have been demanding job regularisation since 2007. On September 17, 2009, following a hunger strike by them, the state government had given a written assurance to the JAKS. A fax sent by the then home secretary Ardhendu Sen had stated: "The government has authorised the DGHC to start regularisation process against the sanctioned vacancies in all categories which it is authorised to do as per the existing act and the recruitment rules there under." The fast was lifted following the assurance. However, the government backtracked and said the promise had been given under duress. In 2009, when the DGHC existed, there were 3,472 sanctioned posts but none of the casual employees had been made permanent. The fate of the remaining workers - there were around 6,800 workers at the DGHC then - was to be decided later. In 2011, the state government decided to do away with the six-month contract system from August 1 and included employees who had completed 10 years of services under a "pay- band", where they would serve till the age of 60 and would be entitled to Rs 1 lakh on retirement. The salaries of staff in all four categories, A, B, C and D, were almost doubled. For those who had not completed 10 years in service, the salary was increased by 75 per cent. Subba said at the moment, the lowest salary of a contract worker was Rs 5000 while the highest salary was Rs 21000.

अल इण्डिया भेटरेन फूटबल टुर्नामेन्ट आरम्भ

आजदेखि यहाँको मेलाटारमा स्व. पेम दोर्जी अनि स्व. बीबी प्रधान मेमोरियल अल इण्डिया भेटरेन फूटबल टुर्नामेन्ट शुरू भएको छ। कालेबुङ स्पोर्ट्स एसोसिएसन अनि कालेबुङ भेटरेन क्लबको संयुक्त आयोजनामा सम्पन्न टुर्नामेन्टमा स्थानीय लगायत विभिन्न राज्य अनि छिमेकी देशहरूबाट मोठ 29 वटा दलले अङ्शग्रहण गरेको छ। प्रतियोगिता तीनवटा चरणमा सम्पन्न भइरहेको छ। पहिलो चरणमा सिलगढी, कालेबुङ, दार्जीलिङ, सिक्किम लगायतका 12 वटा दलले सहभागिता जनाउनेछ भने दोस्रो चरणमा मालदादेखि दिनहट्टासम्मका विभिन्न राज्यका 10 वटा दलले सहभागिता जनाउने छ। यसरी नै तेस्रो चरणमा  छेमेकी देश नेपाल, भूटान बङ्गलादेश साथै देशका विभिन्न राज्यका मोठ 7 वटा दलहरूमाझ प्रतियोगिता सम्पन्न हुनेछ। यस नकआउट टुर्नामेन्टको फाइनल खेल आगामी 7 फरवरीका दिन सम्पन्न हुनेछ। आज उद्घाटन खेल नाम्ची भेटरेन बनाम कालेबुङ युनाइटेड भेटरेन्समाझ सम्पन्न भएको थियो। यसरी नै भोलि हुने पहिलो खेल ब्वाइज क्लब सिक्किम बनाम दार्जीलिङ भेटरेन्समाझ सम्पन्न हुनेछ भने दोस्रो खेल जोङरी सिक्किम बनाम दार्जीलिङ घुम-जोरबङ्गलोमाझ सम्पन्न हुनेछ। प्रतियोगिताको उद्देश्यबारे जानकारी गराउँदै कालेबुङ स्पोर्ट्स एसोसिएनका सचिव ढेण्डुप भोटिले बताए अनुसार उक्त टुर्नामेन्ट दुई वर्षपछि फेरि खेलाइएको हो। बितेको वर्ष मैदान खाली नभएका कारण खेल हुन नसकेको हो। यसपल्ट पनि विभिन्न सङ्घ-संस्थाहरूको पहलमा मेला लगाउनमा प्रतिबन्ध लगाएको कारण मात्र टुर्नामेन्ट हुनसकेको भोटियाले बताए। विशेष गरी अहिलेका नानीहरूको खेलप्रति रूचि हराउँदै गइरहेको कारण उनीहरूलाई पुनः फूटबलप्रति प्रेरित गर्ने उद्देश्यले यस्ता टुर्नामेन्टहरूको आयोजना गरिँदै आइरहेको भोटियाले बताए। 

राज्य स्तरीय क्विजमा प्रभुल दुलाल विजयी

वेष्ट बेङ्गाल स्टेट को-ओपरेटिभ यूनियनद्वारा आयोजित राज्य स्तरीय अन्तर विद्यालय क्विज कम्पिटिसनमा यहाँको कुमिदिनी विद्याश्रमका छात्र प्रभुल दुलाल विजयी बनेका छन्। गत 7 अनि 8 जनवरीका दिन कोलकातामा क्वीज अनि तर्क प्रतियोगिता सम्पन्न भएको थियो। को-ओपरेटिभ मुभमेन्टमाथि आयोजित प्रतियोगितामा कालेबुङबाट चारजाना प्रतियोगितिहरूले अङ्शग्रहण गरेका थिए। जिल्लास्तरीय प्रतियोगिताबाट छनौट भएपछि क्वीजका निम्ति कुमुदिनी विद्याश्रमका छात्र प्रभुल दुलाल अनि मिङ्मा तामाङ गएका थिए भने तर्क प्रतियोगिताका निम्ति शङ्कर उच्चतर माध्यमिक विद्यालयका छात्रा कृति प्रधान एवं अलगढा उच्चतर माध्यमिक विद्यालयबाट आरती रविदासले सहभागिता जनाएका थिए। आज कोलकाताबाट फर्किएका प्रतियोगिहरूलाई एक औपचारिक कार्यक्रममाझ दार्जीलिङ डिस्ट्रिक्ट को-ओपरेटिभ युनियनले सम्मान जनाएको छ। युनियनका जिल्ला अध्यक्ष अर्जुन कुमार बराईली, शैक्षिक प्रशिक्षक शिशिर पौड्याल अनि मुख्य कार्यकारी अधिकारी पीएल भोटियाद्वारा प्रतियोगिहरूलाई खदा-अर्पण गर्दै सम्मान जनाइयो।  

आगलागीमा घर नष्ट

कालेबुङ, 

कालेबुङ शहरको बुचडी आर्मी डाँडा वार्ड नम्बर 16 मा भएको आगलागीमा एउटा घर जलेर पूर्ण रूपमा नष्ट भएको छ। बिहान 8.30 बजी देवेन छेत्रीको घरमा अचानक भएको आगलागीमा उनको घर र घरभित्रका सबै सामान जलेर नष्ट भएको हो। आगलागीमा मानवीय क्षति भने भएको छैन। आगलागीका कारण २ लाख बराबारको क्षति भएको छ। 15 हजार नगद राशीसितै, सम्पूर्ण आवश्यकीय काजज-पत्र, सर-समान आदि नष्ट भएको परिवारपक्षले जनाएको छ। सिलिण्डरको रेगुलेटरमा ग्यास लिक भएको कारण आगजनी भएको बताइएको छ। घटना अनुसार, उक्त घरमा देवेन छेत्री अनि उनका छोरी बस्ने गर्थे। बिहान देवेन छेत्रीले ग्यास चुह्लामा खाना पकाएर केहीक्षण बाहिर निस्किएका थिए।

 अभाग्यवश त्यसबेला रेगुलेटरबाट निस्किरहेको ग्यासलाई आगोले पर्किएपछि भान्सा कोठाबाट शुरू भएको आगजनीको केही बेरमा सम्पूर्ण घरलाई नै खरानी बनाइदिएको छ। घटनास्थलमा दमकलका बहानहरू पुग्दा घर जलेर पूर्ण रूपमा नष्ट भइसेको थियो। परिवारपक्षका पीडित देवेनका ज्वाइँ पासाङ छिरिङ लेप्चाले बताए अनुसार सिलिण्डर पड्किने डरले घरबाट कुनैपनि सामान निकाल्न सकिएन। आगोले घरलाई चपेटमा लिन थालेपछि स्थानीयहरूले आगो निभाउने प्रयास गरेपनि उक्त प्रयास असफल नै रह्यो। आफूले लगाएका लुगाहरूबाहेक घरबाट उनीहरूले केही सामान निकाल्न सकेनन्। आफ्नो घर नै नरहेपछि पीडित सदस्यहरूले सम्बन्धित निकाय एवं सङ्घ-संस्थाहरूप्रति सहयोगको अपील गरेका छन्।

 घडी बनाउने, फोटे खिच्ने, सब्जी बिक्री गर्ने जस्ता कामहरू गरेर परिवार चलाउने देवेनको घर नै नरहेपछि हाल उनीहरूले सम्बन्धित निकायहरूप्रति सहयोगको आशा साँचेका छन्। समाचर लेखुञ्जेलसम्म पीडित परिवारलाई भेट्न सम्बन्धित विभागहरूका कुनैपनि अधिकारी घटनास्थलमा पुगेका थिएनन्। यद्यपि युवा मोर्चाका साङ्गठनिक सचिव प्रभात घिसिङले पीडित परिवारलाई राहत राशीस्वरूप 10 हजार रुपियाँ प्रदान गरेका छन्। 

सडक सुरक्षा सप्ताह आरम्भ

कालेबुङ, 10 जनवरी।कालेबुङ ट्राफिक पुलिसको आयोजनामा आजदेखि सडक सुरक्षा सप्ताह आरम्भ भएको छ। चालक साथै स्थानीय मानिसहरूलाई ट्राफिक नियमबारे अवगत गराउन विगत वर्षहरू झैँ यसवर्ष पनि कालेबुङ ट्राफिक पुलिसले सडक सुरक्षा सप्ताह शुरू गरेको छ। सडक सुरक्षाबारे जागरूक गराउन शुरू गरिएको सप्ताहव्यापी कार्यक्रम आगामी 16 दिसम्बरसम्म चल्नेछ। आज पहिलो दिनको कार्यक्रममा 27 माउन्टेन डिभिजनका कर्णल एसआर वर्मा प्रमुख अतिथिका रूपमा उपस्थित थिए भने विशिष्ट अतिथिहरूमा नगरपालिकाका उपाध्यक्ष जायन लेप्चा, कालेबुङ थाना प्रभारी टीएस नाथ, ज्योति कार्की, गोर्खा दुःख निवारक सम्मेलनका अध्यक्ष उदय कुमाई, जनमुक्ति चालक महासङ्घका अध्यक्ष महेन्द्र गुरूङ, हू-कियर्सका संयोजक एरोन योञ्जन आदि उपस्थित थिए। यसअवधि 27 माउन्टेन डिभिजनका सेना ब्याण्डको नेतृत्वमा शहरमा ट्राफिक सचेतना सम्बन्धी ऱ्याली निकालिएको थियो। ऱ्यालीमा कालेबुङ ट्राफिक अधिकारी प्रवीण गुरूङ लगायत पुलिस बल, अतिथिहरू, विभिन्न सङ्घ-संस्थाका प्रतिनिधिहरू आदि उपस्थित थिए। ऱ्यालीले शहर परिक्रमा गरेपछि यहाँको थानाडाँडामा पुगेर एक कार्यक्रममा परिणत भएको थियो। कार्यक्रमलाई अतिथिहरूले सम्बोधन गर्दै ट्राफिक नियमबारे जानकारी गराएका थिए। 

सम्बोधनको क्रममा मुख्य अतिथि कर्णल एसआर शर्माले प्रत्येक चालक अनि नागरिकहरूले ट्राफिक नियमको जानकारी राख्न जरुरी रहेको बताए। उनले सबैलाई ट्राफिक निमय पालन गर्नुपर्ने आह्वान गर्दै ट्राफिक नियम सम्बन्धी सचेत हुन आवश्यक रहेको बताए। उनले भने, सबैले ट्राफिक नियम जान्नुपर्छ अनि पालन गर्नुपर्छ। ट्राफिक नियम पालन गर्नु भनेको आफ्नै सुरक्षा गर्नु हो।  यदि सबैले ट्राफिक निमय पालन गरे धेरै हद्सम्म अप्रिय घटनाबाट बाँच्न सकिने कर्णल बर्माले बताए। उनले अझ भने, कालेबुङ जिल्ला बनिनेवाला छ। यसको घोषणा भइसकेको छ। यस्तो अवस्थामा कालेबुङलाई लिएर हाम्रो जिम्मेवारी अझ बढ्छ। ट्राफिक अनि सडक सुक्षालाई लिएर पनि जिम्मेवारीपूर्वक कार्य गर्न जरूरी छ।

 यसरी न अर्कोतिर विशिष्ट अतिथि नगरपालिका उपाध्यक्ष जायन लेप्चाले ट्राफिक नियम पालन नगरेको कारण नै शहरमा ट्राफिक समस्या जटिल बनिरहेको बताए। उनले भने, कालेबुङमा भनेजस्तो ट्राफिक नियम पालन भएको छैन। ट्राफिक नियम पालन नगरेको कारण नै शहरमा ट्राफिक जामको समस्या भएको हो। यदि सबैले ट्राफिक नियम पालन गरे धेरै हदसम्म ट्राफिक समस्या सामाधान हुनेछ। उनले ट्राफिक नियम उलङ्घन भएका अनेकौँ उदाहरणहरू दिँदै ट्राफिक सम्बन्धी सचेतना आउन जरूरी रहेको बताए। अर्कोतिर, कालेबुङ ट्राफिक अधिकारी प्रवीण गुरूङले ट्राफिक नियमहरूबारे जानकारी दिँदै शहरको ट्राफिक समस्या अनि सडक सुरक्षा सम्बन्धी विभागीय पहलहरूबारे अवगत गराए। सडक सुरक्षा सप्ताह कार्यक्रम अन्तर्गत कालेबुङ ट्राफिक पुलिसले माइकिङद्वारा पनि ट्राफिक नियमहरूबारे जानकारी दिने काम गरिरहेको छ। 

मणि ट्रस्टले च्यारिटेबल डायोलिसिस् सेन्टर निर्माण गर्ने

कालेबुङ, 

सामाजिक संस्था मणि ट्रस्टले कालेबुङमा च्यारिटेबल डायोलिसिस् सेन्टर स्थापना गर्ने भएको छ। आज बसेको ट्रस्टको बोर्ड मिटिङमा उक्त प्रस्ताव ग्रहण गरिएको हो। ट्रस्टका संस्थापक सुवास एम. सिंहले बैठकबारे जानकारी गराउँदै भने अनुसार कालेबुङमा डायोलिसिस सेन्टर स्थापना गर्न सकिए कालेबुङ, दार्जीलिङ लगायत सिक्किमका धेरै क्षेत्रका मानिसहरू लाभान्वित हुनेछन्। यसैले ट्रस्टले अब चाँडै केन्द्र स्थापनाका निम्ति लाइसिन्सको प्रक्रिया अघि बढाउने भएको छ। उनले भने, कालेबुङलाई मेडिकल टुरिजम डेस्टिनेसन बनाउने ट्रस्टको योजना छ। यसै योजना अन्तर्गत शुरूमा डायोलिसिस सेन्टर अनि पेथोलोजिकल सेन्टर स्थापना गर्नेछौँ। यदि कालेबुङमा डायोलिसिस् सेन्टर बनिए स्थानीय मानिसहरूको 60 प्रतिशत खर्च कम हुनेछ।

 उनले 12 फरवरीभित्र केन्द्र स्थापनाको कागजी प्रक्रिया पूर्ण हुने बताउँदै यस केन्द्र च्यारिटीको रूपमा सञ्चालन हुने बताए। यसबाहेक भविष्यमा कालेबुङमा नै च्यारिटेबल अस्पताल, डायोगोनिस्टिक सेन्टर, मेडिकल कलेज आदि स्थापना गर्ने ट्रस्टको सोच रहेको उनले सिंहले बताए। उनले अझ भेन अनुसार बैठकाम अझ धेरावटा योजनाहरूमाथि चर्चा भएको छ। ट्रस्टले पहिलेदेखि नै कालेबुङमा असहायहरूलाई दैनिक रूपमा भोजन वितरण गर्ने गरेको छ भने दैनिक रूपमा शहरका विभिन्न सार्वजनिक ठाउँहरूमा जम्मै दैनिक पत्रिकाहरू उपलब्ध गराउने गरेको छ।

 ट्रस्टले यस अभियानलाई निरन्तरता दिँदै अब फरवरी महिनाको दोस्रो सातादेखि दार्जीलिङको चौरस्तामा पनि दैनिक पत्रिकाहरू उपलब्ध गराउने अनि त्यहाँका असहायहरूलाई पनि भोजन वितरण गर्ने भएको सिंहले बताए। उनले अझ भने अनुसार प्रधानमन्त्री रोजगार उत्पादन कार्यक्रम अन्तर्गत स्वरोजगार युवा-युवतीका निम्ति ब्याङ्कबाट ऋण दिने व्यवस्था छ। यस सम्बन्धी ट्रस्टले युवाहरूलाई सतचेतना प्रदान गर्दै आइरहेको छ। तर केही व्याङ्कहरूले यस योजना सम्बन्धि मानिसहरूलाई ऋण प्रदान नगरेको आरोप लगाउँदै ट्रस्टले यस दिशामा पनि काम गर्ने निर्णय लिएको सिंहले बताए।

Picture by Suman Tamang T T ..Bijanbari, Jan. 8: Kalimpong MLA Harka Bahadur Chhetri who is set to float a new political party called for an end to politics of "sentiments" and stopped short of selling the Gorkhaland dream at a public meeting in Bijanbari today. The two other main speakers, Mahendra P. Lama and Amar Lama, however, raised the statehood issue at the rally. The Gorkha Janmukti Morcha has been attacking Chhetri and his team over the past couple of days, saying they were not bothered about the Gorkhaland issue. "Gorkhaland has become a signboard. One can use it to sell anything," said Chhetri. "Let's stop politics of sentiment. Just because someone in Siliguri on seeing us (hill people) says whether we want to go to Kakarvitta (border town in Nepal), we get emotional. We can simply tell them that we are not going there (Kakarvitta)," he added. After the meeting, when asked about his stand on Gorkhaland, the Kalimpong MLA said: "The ultimate goal is Gorkhaland but at the moment, we want to create a strong foundation for it." However, Amar and Mahendra sought to counter the campaign by the Morcha that they were not keen on the statehood issue. "A false propaganda is being spread against us. We want to say we have not left the statehood demand," said Amar. In his address, Mahendra, the former vice-chancellor of Sikkim University, said: "The seed of statehood has been sown from Bijanbari (Bijan in Nepali means seed)...... The statehood demand, however, is slowly dying as Gorkhaland is not being raised in Parliament (by Darjeeling MP S.S. Ahluwalia). This is very sad. One cannot get Gorkhaland at Jantar Mantar or in the shopping malls of Delhi." All the three main speakers during most part of their speeches criticised Morcha president Bimal Gurung and others in the party. Bijanbari is around 40km from Darjeeling. Sources said Chhetri was likely to announce the launch of a new party on January 14. Satish Pokhrel, a GTA Sabha member, said the speeches clearly showed that there was no co-ordination among the leaders of the new front. "Chhetri's speech proves that he is working at the behest of the state government," said Pokhrel.

भू-राजस्व विभागका अधिकारीहरूविरूद्ध भ्रष्टचारको आरोप लगाउँदै शहरका विभिन्न ठाउँहरूमा पोष्टर टाँसिएको छ। पोष्टरमा उल्लेख भने अनुसार जमीन पञ्जिकरणको प्रक्रियामा विभागका अधिकारीहरूले व्यापक रूपमा भ्रष्टचार गरिरहेका छन्। यसैले विभागका सह-सहायक र अधिकारीहरूलाई होशियार गराउँदै पोष्टरमा भ्रष्टचारको मामिला उल्लेख गरिएको छ। ‘स्थायी सरकारी तलब खाएर पनि जमीन पञ्जिकरण(दलाली पत्र) बनाउँदा दलाली गरेर कमिशन खाने भू-राजस्व विभागका भूमि सहायक एवं अफिसरहरू होशियार। जनताको नजर तिमीहरूमाथि छ।’ कालेबुङ जनताको नाममा टालिएको पोष्टरमा उपरोक्त कुरा उल्लेख छ। सूत्र अनुसार उक्त आरोपको मामिला कालेबुङ बार एसोसिएसनमा पनि आएको छ। जस अन्तर्गत उक्त आरोपको जाँच गर्न बार एसोसिएसनले एक निरिक्षण टोली पनि गठन गरेको छ। टोलीमा अधिवक्ता राजीव पराजुली, प्रताप खाती अनि टीएन भोटिया सामेल छन्। यद्यपि हाल कालेबुङ न्यायाय शितकालीन विदाको कारण बन्द रहेको छ। यसैले आगामी 27 जनवरीका दिन बिदा सकेपछि नै सो जाँच प्रक्रिया अघि बढ्ने कोट सूत्रले जनाएको छ। कोर्ट सूत्रले अझ जनाए अनुसार जमीन पञ्जिकरण सम्बन्धमा डीट, म्यूटेसन जस्ता आवश्यकीय काजपत्र अधिवक्ताहरूले बनाउने गर्छन्। तर विभागका अधिकारूहरूले भने पञ्जिकरणका निम्ति आएका मानिसहरूबाट कमिशन खाँदै  अधिवक्तामार्फत कागज-पत्र बनाउने गर्छन्। जसले गर्दा सम्बन्धित अधिकारीहरूले एजेन्ट अनि अधिवक्तामाझ दलाली गरेर कमिशन खाने गरेको आरोप छ।

यस सम्बन्धमा भू-राजस्व विभागका महकुमा भूमि एवं भूमिसुधार अधिकारी ईटी नाम्चुसित प्रश्न गर्दा उनले विभागविरूद्ध लगाएको आरोप पूर्ण रूपमा निराधार रहेको बताए। उनले भने, अधिकारीहरूले अधिवक्ता अथवा भेण्डरहरूसित मिलर दलाली गरेको छ भने यसको प्रमाण देखाउनुपर्छ। सम्बन्धित अधिकारीविरूद्ध लिखित रूपमा उजुरी दिए विभागले कार्यवाही गर्नेछ। तर कालेबुङ जनता भनेर केही व्यक्तिहरूले विभागलाई बद्नाम गर्ने प्रयास गर्दैछ। यदि ती आरोप लगाउने मानिसहरूले आफ्नो परिचय सार्वजनिक गरेको खण्डमा हामी उनीहरूविरूद्ध मानहानिको मुद्दा दर्ता गर्नेछौँ। वास्तवमा विभागले सबै काजपत्र ठिक नभेट्टाए त्यस काजपत्र रद्द गर्नुपर्ने हुन्छ। जुन मानिसहरूको कागज-पत्र ठिक नहुँदा रद्द गर्नुपर्ने हुन्छ ति नै मानिसहरूले असन्तुष्टिको कारण विभागलाई बद्नाम गरिरहेको हुनसक्ने अधिकारी लेप्चाले बताए।

नेपाली भाषा प्रयोगको आह्वान गर्दै थानामा ज्ञापन

गोर्खा जागृत युवा मञ्चले नेपाली भाषा प्रयोगको आह्वान गर्दै कालेबुङ थानामा ज्ञापन-पत्र चढाएको छ। 1992 सालमा नेपाली भाषाले सरकारी भाषाको रूपमा मान्यता पाएपछि पनि आजसम्म नेपाली भाषाको व्यवहारिक प्रयोग नभएकोमा जागरण मञ्चले भाषाको व्यवहारिक प्रयोगको दिशामा अभियान शुरू गरेको हो। विभिन्न सरकारी निकायहरूमा भाषा प्रयोगको आह्वान गर्दै मञ्चले ज्ञापन बुझाउने क्रमलाई निरन्तरता दिँदै आइरहेको छ। यसै क्रममा आज कालेबुङ थानामा पनि मञ्चका एक प्रतिनिधि टोलीले ज्ञापन-पत्र बुझाएको हो। ज्ञापन-पत्र बुझाउने टोलीमा मञ्चका संयोजक बिक्की थापा, सचिव उत्तम छेत्री, लेखनाथ राय साथै सदस्यहरू शलिम मोहमद, दावा शेर्पा, विकास शर्मा, दिपीका परियार आदि उपस्थित थिए। ज्ञापन बुझाएपछि पत्रकारहरूसित कुराकानी गर्दै संयजक विक्की थापाले भने, नेपाली भाषाले मान्यता पाएको 23 वर्ष भयो। मुख्यमन्त्री ममता व्यानर्जीले पनि 2011 मा नै नेपाली भाषालाई राज्यको अल्पसङख्यक भाषाको रूपमा मानिलिएको कुरा राज्य विधानसभामा राखिसकेकी छन्। यद्यपि नेपाली भाषाको व्यवहारिक प्रयोगका दिशामा भने हामी पछि परिरहेका छौँ। यसैले सबै निकायहरूमा नेपाली भाषाको प्रयोग हुनुपर्छ भन्ने मञ्चको माग रहेको थापाले बताए। 

राष्ट्रिय स्तरको अराजनैतिक सङ्गठन गठन गरिने

गोर्खाहरूको अवस्था काश्मिरी हिन्दुहरूको जस्तो हुनसक्छ-विष्णु छेत्री

‘जसरी काश्मिरी हिन्दुहरू आफ्नै ठाउँबाट पलायन हुनुपर्ने अवस्था सृजना भयो ठिक त्यस्तौ अवस्था गोर्खाहरूको पनि हुनसक्छ। यसैले आफ्नो ठाउँबाट पलायन हुनअघि नै राष्ट्रिय स्तरमा गोर्खाहरूको गैरराजनैतिक सङ्गठन गठन हुन जरुरी छ।’ कालेबुङ कृषक कल्याण सङ्गठनका महासचिव विष्णु छेत्रीले उपरोक्त कुरा भन्दै भारतीय गोर्खाहरूको चिन्हारी अनि अस्तिवका निम्ति देशभरिका गोर्खाहरूलाई समेटर राष्ट्रिय स्तरको सङ्गठन गठन गर्न जरूरी रहेको बताए। उनी अनुसार गत 27 दिसम्बरका दिन छेत्रीले पनुन काश्मिरका निम्ति इन्टरनेशनल काश्मिरी यूथ कन्भेन्सनमा भाग लिएका थिए। यस कन्भेन्सनमा उनले काश्मिरी हिन्दुहरूको पीडा नजिकबाट महशुस गर्नपाए। 1989 सालदेखि नै काश्मिरी हिन्दुहरू आफ्नै ठाउँबाट पलायन हुनपरेको अनि आजसम्म सात लाख काश्मिरी हिन्दुहरूले आफ्नो ठाउँ छोड्नपरेको भन्दै छेत्रीले पनुन काश्मिरको मागलाई व्यक्तिगत तर्फबाट समर्थन जनाएका छन्। उनले भने, काश्मिरी हिन्दुहरूको आन्दोलनलाई हाम्रो समर्थन छ। 19 जनवरीका दिन उनीहरूले पालन गर्ने होमल्याण्ड डे हामी कालेबुङमा पनि समान विचार भएकाहरूलाई साथमा लिएर पालन गर्नेछौँ।

आज पनुन काश्मिरलाई सहयोग गरेको खण्डमा भोलिको दिनमा गोर्खाहरूको समस्या राष्ट्रिय रूपमा उठान हुँदा उनीहरूबाट पनि सहयोग पाउने विष्णु छेत्रीको आशा हो। उनले गोर्खाहरूको समस्या राष्ट्रिय स्तरमा बहसमा ल्याउन जरुरी रहेको भन्दै गोर्खाहरूको राष्ट्रिय स्तरको गैरराजनैतिक सङ्गठन गठन गर्ने बताए। उनले भने, गोर्खाहरूको समस्यालाई राष्ट्रियव्यापी बनाउन राष्ट्रिय स्तरको सङ्गठन जरूरी छ। यसैले आगामी 26 जनवरीभित्र हामी सङ्गठनको रूप दिने स्थितिमा पुग्नेछौँ। 26 जनवरीमा सङ्गठन घोषणा गरेपछि यस सङ्गठनले भारतीय गोर्खाहरूको समस्यालाई राष्ट्रियस्तरमा उठाउने अनि केन्द्र सरकारलाई पनि ध्यान आकर्षण गराउने किसिमको कार्यक्रम गरिने छेत्रीले बताए। छेत्रीले अझ भने अनुसार दार्जीलिङ बङ्गालको अङ्श होइन। दार्जीलिङको भूभागलाई एबजर्ब एरिया एक्ट 1954 अन्तर्गत बङ्गालदेखि अलग्गै राखिएको हो। यसै वर्षलाई आधार बनाएर नवगठित सङ्गठनले काम गर्ने छेत्रीले बताए। 

गोजमुमोको एक प्रतिनिधि टोलीले आज गृय मन्त्री सुशील कुमार सिंदसंग भेट गरी गोरखालैंड राज्य गठनको मांग गरे। यस सम्बन्धमा सिंदेले मोर्चा टोलीलाई राज्य सरकारको सहमति आव श्यक रहेको टोलीलाई जनाए। टोलीमा मोर्चा महासचिव रोसन गिरी स्वाराज थापा दावा लामा दिवाकर गुरुंग नॉर्दन लामा उपस्थीत थिए। उक्त टोलिलाई गृहमंत्रीले आगामी महिनामा एउटा टोलीको साथ भेट गर्ने बार्तामा भनेका छन् ।

Morcha ‘satisfied’ with state talks

TT; Nov. 20: The Gorkha Janmukti Morcha that met state officials in Calcutta today said the talks were “satisfying”, though the hill leaders largely repeated their old demands before the government. The state government and the Morcha leaders, led by Roshan Giri, spoke for over two hours at the GTA Bhavan in Salt Lake. Kalimpong MLA Harka Bahadur Chhetri, who was in the team, said the Morcha leaders spoke about recruitment of hill youth into the police, release of GTA funds, speedy transfer of departments to the hill body and the withdrawal of cases that has led to imprisonment of several GTA members. The state had finalised plans to set up a separate school service commission and college service commission for the hills, Giri said. Tomorrow, the Morcha, the state government and the Centre will sit for tripartite talks at Nabanna. After today’s talks, state chief secretary Sanjay Mitra said: “The meeting was cordial. There were some issues, like the ownership of forests, which will be brought up at tomorrow’s tripartite meeting. The issues that are in the state’s ambit, like recruitments (in the police), will be looked into.” Ten senior officials, led by chief secretary Mitra and home secretary Basudeb Banerjee, represented the state. The Morcha delegation sought for the release of funds that are due to the GTA Sabha, the first tranche of which is Rs 49 crore. Chhetri said the hill team demanded withdrawal of old cases against party leaders acting on which the police arrested several GTA members and Morcha activists during the latest round of statehood protests in the hills from July-end to September. Chhetri also said the recruitment of 4,000 personnel for the GTA and the absorption of Gorkha youths in the police were discussed. “These demands have been made earlier. We wanted to follow up. The recruitments are a must for better functioning of the GTA. Besides, the induction of our youths in the security forces is something we have been seeking for a while now. The state has assured us of co-operation and consideration,” Chhetri said. Earlier this month, chief minister Mamata Banerjee had assured the Morcha that the cases against the party’s leaders and activists would be reconsidered individually. She had also assured the Morcha of the government’s co-operation in completing the transfer of departments. “We will bring up the issue of… panchayat elections in the tripartite meeting. The bipartite meeting was held in an environment of co-operation and understanding. We are for development,” Chhetri said. The implementation of the three-tier panchayat system in the GTA area would be one of the key demands in the talks tomorrow, besides the transfer of reserved forests to the GTA and granting of Scheduled Tribe status to Gorkhas, barring Scheduled Castes. The Darjeeling hills had only two tiers of the rural administration system — gram panchayats and panchayat samitis — when the DGHC was in place. The Centre had amended Article 243M of the Constitution in 1992 to put in place the two-tier system. However, elections were held only to the gram panchayats in 2000. Giri termed the meeting “successful and satisfying”, adding that it would facilitate the hill body to function autonomously. The talks have happened after several months of acrimony between Morcha chief Bimal Gurung and chief minister Mamata Banerjee. Gurung repeatedly said that the state government was not allowing the hill body to function freely and was interfering in its work. The Morcha chief was also against the formation of the development body for Lepchas under the state government. He said Mamata was trying to divide the people in the hills. Today, though, the Morcha team sounded positive. Giri said the state government had also decided to form the subordinate selection committee. “We were informed that the details have been forwarded to the law department for its final approval,” he said. According to the GTA memorandum of agreement, the subordinate selection committee can recruit employees for the Group B, C and D categories. “This would be a major achievement for the Morcha,” a source in the hills said. “The state government has also decided to form a committee to look into the problems of the 6,000-odd GTA employees. Another meeting has also been scheduled for November 28 to discuss the issue of ad hoc teachers,” Giri said. The ad hoc teachers want regularisation of their jobs. “The state has also finalised plans to set up a separate school service commission and college service commission for the hills,” said Giri. According to Giri, the state government has agreed to go through the 29 amendments the GTA Sabha wants to the GTA Act. Today’s meeting was held after the state government forced the Morcha to step back from its statehood agitation. It was after the Morcha announced that it would not hold the hills in ransom by calling strikes that the chief minister agreed to call the bipartite and tripartite meetings.

GTA seeks autonomy, wants members freed

The GTA delegation led by Roshan Giri and Harka Bahadur Chhetri Wednesday sought "absolute autonomy" in the first bipartite meeting held between GTA and the state government after the indefinite strike was called off by the Gorkha Janmukti Morcha (GJM) in Darjeeling. "We want absolute autonomy. We were given autonomy according to the agreement, but we face difficulty in implementing it. Two years have passed since the agreement was signed, but the departments are yet to be transferred. We have requested the government to accelerate the process, " said Roshan Giri. "We also want the backward region grant fund," he said. The GTA delegation also want the release of GJM men and GTA executive members who are behind bars. "Ten of the GTA members are in jail and atleast 2,000 GJM men were arrested during the indefinite strike,"said Harka Bahadur Chhetri, adding GTA executive members who enjoy the status of secretary must be awarded the status of minister of state. Wednesday's meeting was attended by chief secretary Sanjay Mitra, home secretary Basudeb Banerjee, DGP, GNP Reddy, R D Meena, principal secretary to the GTA. Demand for a fact-verification committee to start field verification on the issue of determining the territory of the GTA has also been raised. Chhetri said: "We have demanded that some of the mouzas of the Terai and Dooras be included in GTA territory. A commission led by Justice Shyamal Sen had submitted a report that said five mouzas be included in the GTA. We have rejected the report and the CM must set up a fact verification committee." The GJM delegation also urged the state government to release the funds of DGHC. "Before the DGHC was scrapped, there was corpus of Rs 119 crore with the DGHC. We want the funds to be released to GTA," said Roshan Giri. According to sources, Rs 70 crore have already been released by the state government.

Lepcha school plea

TT;RAJEEV RAVIDAS Kalimpong, Nov. 17: Bimal Gurung today said the Lepcha language would not be taught in the hill primary schools, one of chief minister’s promises to the community during her visit in September. Addressing a public meeting at the Mela Grounds in Kalimpong today, the Gorkha Janmukti Morcha chief said school education was a subject under the GTA and there should be “no intervention in the functioning” of the hill body. Gurung’s comment has come at a juncture when the Morcha, left without options, has had to step on the back foot on its agitation, and is poised to hold bipartite and tripartite talks with the state and the Centre on November 20 and 21. “The Lepcha language will not be introduced in schools. If the Lepcha language is taught, other languages like Tamang, Sherpa, Tibetan, Rai and Gurung would also have to be taught,” Gurung said. “This (school education) is under the GTA. We want no intervention in the functioning of the GTA. It should be allowed to function smoothly.”
