Funds soon for hill highway sink zone

TT, Siliguri, June 5: The Centre has agreed to sanction Rs 55 lakh immediately to restore the road at Paglajhora after a team from the Union ministry of surface transport and roadways inspected the site while also visiting Tindharia earlier this week. The team has also asked a committee of consultants to find out within a fortnight whether a Rs 75 crore restoration job on the road at Paglajhora was more cost effective than a new bridge across the damaged stretch. Landslides at Paglajhora and Tindharia followed by cave-ins on NH55 almost two years ago had left these parts inaccessible. Travellers have to skirt the Hill Cart Road on the Siliguri-Kurseong stretch and reach Darjeeling either via Mirik or Mungpoo or Rohini. According to the executive engineer of PWD (NH division-IX), Nirmal Mondal, the experts have promised “to sanction immediately" Rs 55 lakh sought for the temporary restoration of the road in Paglajhora, considered a sink zone prone to landslides. “For Tindharia, the ministry had deputed consultants to study and submit a report on possible restoration plans. The committee had estimated Rs 75 crore for the restoration,” Mondal said. “During the meeting in Darjeeling on Sunday, the experts said the committee should make a comparative study and find out if the amount needed to build a bridge on the stretch would be less than the Rs 75 crore sought for restoration. The consultants have been asked to submit a report within a fortnight,” he added. The five-member team, comprising the director general of road development, two chief engineers and one expert each from IIT Delhi and IISC Bangalore, visited the affected areas on Monday. In the course of the meeting, a proposal to change the alignment of NH55 to bypass stretches like Paglajhora was discussed but the plan was shelved. “Our priority is to repair these two stretches and restore traffic on NH55. In the next phase, World Bank funds would be used to widen NH55 to 10 metres. The plan to change the alignment would be included under it,” Mondal said. Currently, the highway is around five-six metres wide. The PWD official also said that tenders would be floated soon to appoint a consultant to carry out the preliminary study for the construction of a bridge over the Teesta at Sevoke Bazaar.

Kalimpong observes World Environment Day with full fervor

kalimpong mukesh::With an aim to spread awareness about environment and to make Kalimpong pollution free on the eve of World Environment Day- 2012, the Kalimpong Municipality in the presence of the Ward Councilors today took out a rally along with the School students. The rally after encircling the town ended at Damber Chowk. The Municipality Vice President, Ganga Maya Gurung along with the Ward Councilors and the Deputy Magistrate, HS Roy were present during the occasion.
The Municipality Vice President during her address notified that all the shops of Kalimpong will be distributed a dustbin each in order to keep the town clean. Though the Municipality workers are doing their best in keeping the town clean, still the local public also needs to cooperate by not littering the areas as soon as it is cleaned. Hence, it is a must that the public should be well aware about environmental cleanliness, she asserted. “It lies in the hands of the general public to keep their respective surroundings and areas clean”, she stated. It is saddening to see that people instead of throwing the garbage in the bins are throwing them all over the place, therefore littering the area, added Gurung.
Likewise, the Deputy Magistrate directed the people to think the town as their own home and contribute in keeping it clean. Speaking about the garbage dumping issue of the town, Roy underlined that a solution should be found in cooperation between the public, Municipality and the Administration.
Also during the said occasion the students of Scottish Universities Mission Institution (SUMI) conducted weeding of the 10, 000 saplings which were planted last year at various places. They also watered the plants and counted them to keep a check on its number. It was found during the survey that out of 10, 000 saplings planted last year more than 9000 were safe.
Likewise, various programmes related to environment were conducted by the students of different Schools in their respective Schools. A quiz competition, elocution and painting competition was also held at the Jubilee High School. A cleanliness drive was also carried out in the School premises.

CPRM insecure in their own hub, demands Administration’s interference

kalimpong mukesh::The members of the Communist Party of Revolutionary Marxist (CPRM) feel insecure in their own hub i.e. Ragbul Cedars area. Since past few days the Gorkha Janmukti Morcha (GJM) President, Bimal Gurng along with its workers and Gorkhaland Personnel (GLP) have been residing in this area which is supposedly the CPRM’s core joint. Hence, complaining about the same, the CPRM regional party today submitted a letter to the Sub Divisional Officer.
The CPRM seeking for the Administration’s interference in this matter alleged that the GJM party members have been trying to threaten their workers and members and are in a way disturbing the democratic and peaceful environment of the area.
Mentioning that the GJM Chief has been conducting development schemes by disbursing various monetary and materialistic supports to the public there, the CPRM questioned, that from where the GJM President is bringing in funds to distribute the same.  Neither any Administrative Officers are there nor are any representatives from the public, only a solo President continuously laying foundations for bridges, Colleges and buildings, asserted CPRM. “He is defaming the country’s law by doing so and the State Government is staying put in this matter”, stated CPRM. Indicating the finances which came from the MP Fund for construction of more than 150 houses in the hills are being misused, the CPRM asserted that the funds should be utilized properly.
The CPRM, Secretary Mohan Poudyal also alleged that the Administration along with the Morcha is trying to bring down all the opposition parties in the hills. By creating a rift between the Morcha and its oppositions in the hills, the Trinamool Congress has been benefitting.
Likewise, the Vice President, Taramani Rai also charged that Morcha instead of looking after the issues of the hills such as the shutting down of many Tea Gardens, poor road connectivity etc. are trying to threaten the CPRM’s cadre and creating disturbances. “Hitlerism is being clearly portrayed”, stated the furious Vice President. Saying that as similar to the Vidhan Sabha elections the GJM is again planning to forcefully win by conducting pre elections the undemocratic way before the Gorkha Territorial Administration (GTA) elections Rai added that if the Government allows the public to vote on its own will then the Morcha shall definitely lose.
Further, speaking asserting that the recent demarcation is done keeping the GJM’s political gains under consideration, Rai notified that 90% of the Highway area falls under Kalimpong Sub Division, but according to the recent demarcation the Highway areas are included under Darjeeling and Kurseong. “Why the Highway area cannot be granted a separate Constituency?” Rai questioned. If it had been made so then there would be much administrative convenience. But the demarcation was done without consulting the other parties of the hills. Lastly, he appealed to the public to be aware of these hitches.

Demand for GTA quota

VIVEK CHHETRI, TT, Darjeeling, June 4: The Gorkha Janmukti Morcha today demanded that the Gorkhaland Territorial Administration notification be changed to reserve seats for the Schedule Castes and Schedule Tribes in the GTA Sabha.
Morcha general secretary Roshan Giri today said: “Our party president has sent a letter to the chief minister requesting her to provide reservations to SC and ST communities in the GTA Sabha.”
The decision was taken after members of the All India Schedule Caste Association met Morcha chief Bimal Gurung and other senior leaders on Saturday.
The GTA memorandum of agreement signed by the Morcha, Centre and the state government on July 8, 2011, had stated that SC, ST, women and other “unrepresented communities” would be represented through five nominations to the 50-member GTA Sabha. The 45 constituencies would have elected councillors.
But on March 24 this year, the Morcha and the state government agreed that the five nominated members would be from the new mouzas from the Dooars and the Terai if they were incorporated later in the GTA.
The Morcha’s reservation demand had been made probably keeping in mind that the Schedule Castes were among the first to object to the Sixth Schedule status proposed by Subash Ghisingh. There was no provision for their representation in the Gorkha Hill Council Darjeeling to have been formed under the Sixth Schedule status.
The SC community makes up about 9.7 per cent of the hill population while the ST stands at 34 per cent.
Asked about the reason for this “sudden” demand, Giri said: “We were under the impression that provisions for seat reservations would be made while the notification for the GTA and elections to the body would be issued. We realised there were no such provisions when the GTA Act notification was announced on March 12 and when the GTA election rules notification was issued on March 15.”
Under current election rules, seats for SC and ST are reserved according to the proportion of their presence among the population in a given area. “We want this system to be adopted,” said Giri. Under this system, seats for the SC and STs are to be reserved in constituencies in which the percentage of their population to the total population is the largest. The CPM too had demanded that the GTA Sabha must have quotas for these two communities. “We demand that reservations be made for SC and ST in the GTA,” former Rajya Sabha member Saman Pathak said.
The CPM also demanded that all political parties be consulted before the delimitation of the 45 GTA constituencies is finalised. “The government gave us only a week’s time to file objections. We should have given at least 10-15 days,” said Pathak. The Darjeeling administration issued the list of 45 constituencies on May 26.

Demarcated areas not according to GJM proposals, notifies Binay Tamang GJM submits its final draft

MUKESH SHARMA KALIMPONG, June 04: BENAY TAMANG The 1st proposal for the Gorkhaland Territorial Administration (GTA) demarcation for the areas which come under Kalimpong Sub Division was presented on April 30. And on the same day the 2nd proposal, a rectified one was handed over to the Darjeeling District Magistrate (DM). Likewise, the 3rd proposal was submitted again on May 08. But when the draft prepared mentioning the rectified areas was sent back by the Administration, again a 4th proposal was put forward by the Gorkha Janmukti Morcha (GJM) on May 10. Hence, after presenting 4 proposals to the Administration, yet again a 5th proposal was made on May 13 regarding the areas stretched about 63 kms along the National Highway (NH) 31A which falls under the Kalimpong, Darjeeling and Kurseong Sub Divisions.

After this proposal was submitted to the Administration on May 15, the notice was released on May 28 by the Administration informing about the demarcation. The GJM Central Committee General Secretary, Binay Tamang speaking on this regard notified that the demarcated areas mentioned in the notice issued by the Administration is totally opposite to that of GJM’s proposals. Even the public at various areas have expressed their dissatisfaction about it, he added. further, Tamang acquainted that though the Administration had given a time until June 02, in order to keep forward the complaints and suggestions about the same, the Morcha on May 29 and 30 prepared a comprehensive rectification proposal which after getting the permission from the Morcha Chief on May 31 was submitted to the DM on June 01, as the final draft. The said draft might have also been sent to Kolkata, he told. According to the draft, 13 Constituencies are earmarked under Kalimpong, 10 under Kurseong and 19 under Darjeeling and the rest remaining 3 Constituencies are formed by comprising areas of Darjeeling- Kalimpong and Darjeeling- Kurseong. The elections are expected to be conducted in the month of July and soon the High Power Committee’s report shall also be presented, mentioned the General Secretary. Saying that the indifferences created within the Morcha regarding the demarcation is totally wrong, Tamang added that all the issues about the same started from the Kalimpong Sub Division Morcha Branch, whereas there are no such happenings in Darjeeling and Kurseong. Also clarifying the question which was raised recently after the demarcation of Kalimpong Sub Division getting lesser seats, Tamang said that the seat allocation was based on the number of voters.

Though Kalimpong area is vast still there are less number of voters, hence the seat allocation was less. Likewise, the General Secretary, speaking on the issue of Party workers working against the Party, he added that during the meeting between the all the GJM Sub Divisional Parties, Central Committee and Study Forum, the Central Committee had made clear that actions will be taken by the Morcha to those who are against the demarcation. But until now at many places the order is still not being followed. The Party shall take strict actions who work against the Party, may it be the Party President or the working members, he asserted. Also talking about the statement being flashed out stating that the contestant from the Samsing- Kumani area should be according to the public choice, he notified that further enquiry is going on in this matter. Tamang also acquainted that right at the moment, the GJM are on a Gaon Chalo Abhiyan which aims in making the people understand about the Draft of the GTA and the Constituencies. The Morcha has also issued a declaration letter in which it has been mentioned that a list will be prepared in which the names of the party workers of all the Branches and Sub Branches and Sub Divisional Committees along with their designations will be included. And the candidates chosen by them for the President should have been accepted by them. Lastly, complaining about a report being published by a Nepali daily from Siliguri, he recommended that the reporters should write what they see. Neither less, nor more than that.
